INSTRUCTIONS

PURPOSE: This form is designed to provide the National Park Service with the names, addresses and telephone numbers of key persons of the Contract, who are to be contacted in emergencies to cope with civil disturbances, fires, utility failures, and other types of emergency conditions.

PREPARATION: In cases where ECL is lengthy, consider preparing more than one list (i.e., a list for fire, police, FBI, U.S.

Attorney, U.S. Marshall, Bomb Squad, a list of numbers for Field or Regional Office Personnel, etc.). List to be updated periodically as required. Check box in Item 1 when applicable on date of preparation.

1.2 SUMMARY OF WORK

A. The Work of this Project includes, but is not limited to, the following items:

1. Supply all shoring and protection necessary to protect the building areas, building systems and landscape areas. Supply all necessary chutes, disposal facilities, transportation and labor necessary to dispose of all removed materials, dirt, and debris off-site in a legal dumping area.

2. Remove existing roof systems including metal roof panels, sheet metal flashings, gutters, and downspouts down to existing wood framing.

3. Install new metal panel roof system complete with flashings, vented ridge cap, gutters, downspouts, fascia, and associated components.

4. Remove and replace vented soffit.

5. Remove and replace 1,000 square feet of water damaged or missing ceiling tiles.

Coordinate locations with COR.

6. Remove and replace 500 square feet of 2-layer gypsum drywall. Prepare, prime, and paint drywall to match adjacent finishes. Coordinate locations with COR.

7. Install new fixed ladder, wall mounted, and hatch on interior to access attic space.

8. Install roof access fall protection anchors.

1.3 PROJECT INFORMATION

B. Any Project Information, including that requested through a Request for Information (RFI), shall be transmitted by e-mail in the appropriate format per the type of document being transmitted.

C. Owner: United States of America, Department of the Interior, National Park Service. From now referred to as ‘Government’.

1. Person representing and possessing Contract authority for Government is the Contracting Officer: Government will provide notification who the representative is at the Pre-construction Conference.

2. Person representing Government on-site is the Contracting Officer’s Representative:

Government will provide notification of who the representative is at the Pre-construction Conference.

3. National Park Service Architect is: Government will notify who the representative is at the Pre-construction Conference.

4. Specific lines of authority will be issued at the Preconstruction Conference.

D. Project Manual Format:

1. Project Manual is arranged in Construction Specification Institute (CSI) Master Format, 2004, updated April 2012.

a. Manual contains custom Documents, Forms, and Specifications created by Northeast Region, National Park Service. Utilize to execute Project efficiently in order to deliver Best Value to United States of America.

b. Efforts have been put forth to synchronize this Project Manual to closely match and function similarly to technical specifications / project manuals found in commercial construction market, used by experienced construction professionals.

2. Hyperlinks are in Project Manual, linking to Government and professional association / industry websites, in order to clarify intent, set minimum standards, and/or access information for Project, solely for convenience of Project Manual user.

a. Hyperlinks will be in blue font and underlined.

b. Hyperlink may be either a customized hyperlink with display text only, or a traditional world-wide-web address beginning with ‘www’.

3. Sections and Documents are cited utilizing all capitals for title / name.

4. References, such as books, codes, regulations, professional standards, and similar, possess italicized title. Many of these will be hyperlinks as well.

5. Contact Government for clarifications.

6. Specification Content: Specifications use certain conventions for the style of language and the intended meaning of certain terms, words, and phrases when used in particular situations. Conventions are as follows:

a. Specification requirements are activities of the Project performed by Contractor unless specifically stated otherwise.

b. Streamlined language is generally used.

c. Where a colon (:) appears in a sentence, phrase or listing, pending context, the implied meaning is ‘Contractor shall’, ‘shall’, ‘shall be’, ‘shall comply with’, or similar intent throughout the Specifications.

7. Division 00 - Procurement and Contracting Requirements: Division affords information to execute the Project, including organizational means and methods and defines skill requirements for working with Cultural Resources.

8. Division 01 - General Requirements: Requirements of Sections in Division 01 apply to the Work of all Sections in the Specifications.

9. Drawing Coordination: Requirements for materials and products identified on Drawings are described in detail in the Specifications. One or more of the following are used on Drawings to identify materials and products:

a. Terminology: Materials and products are identified by generic terms used in individual Specifications Sections.

b. Abbreviations: Drawing notes will include abbreviations. Those utilized are common standards of the industry.

E. Project Information Transmitting:

1. Transmit Project submittals and information, including that applied for with a Request for Information (RFI) or a Pre-Offer Inquiry (POI) by e-mail in appropriate, standard government format per type of document being transmitted.

a. Intent of the United States Government is to limit the number of printed reports and documents to only those determined by the National Park Service as ‘essential.’

b. Government will notify when original documents are required.

1.4 RELATED DOCUMENTS

A. All Project Documents and Modifications are made part of Contract by inclusion or reference, and apply to this Section.

B. Documents related to this Section include, but are not limited to, following:

1.5 PROJECT DOCUMENTS

A. In the event of a discrepancy between the requirements of the Specifications and/or Drawings and the Federal Acquisition Regulations (FAR), the FAR shall govern. The FAR can be accessed on the internet:

B. In case of a discrepancy either in the figures, in the Drawings, or in the Technical Specifications, the matter shall be promptly submitted to the Government, who will make a determination in writing. Any adjustment by the Contractor without such a determination will be at their own risk and expense.

1.6 SITE EXAMINATION

A. A Pre-Bid Meeting will be held at Fort McHenry National Monument and Historic Shrine on a date and time specified by the Contracting Officer. At this meeting, a site examination will be allowed by any potential bidders.

1.7 ARCHEOLOGICAL FINDINGS

A. There may be archeological remains in the Work area.

1. Artifacts, petroglyphs, structural features, writing or inscriptions on structural or architectural features, domestic and /or archeological objects of nature, historic or prehistoric, above or sub-surface, tools or items found in or around the construction area, such as within structure cavities, or otherwise on the premises, are property of Government.

2. Should operations uncover, reveal or find any archeological items:

a. Suspend operations at the area of discovery.

b. Do not disturb item(s). Leave in place.

c. Notify Government immediately of findings.

d. Continue operations at other areas of Project.

e. Do not resume Work in area until authorized by Government.

1.8 PROJECT REQUIREMENTS

A. SPECIAL NOTE: The Contractor will be completely responsible for protecting all surfaces that may be impacted by the work and are designated to remain. Protect all areas and items that are not schedule for restoration, against damage by the work under this contract. Leave all painted and/or finish work undamaged. Correct any damaged by cleaning, repairing or replacing, and repainting, as acceptable to the Government.

B. The intent of the Project as a whole is to ensure the life safety, health and well-being of all users and preserve the historic fabric of the Project components.

C. The Work of the Project consists of furnishing all materials, labor, equipment and supervision as required for the Project by the Project Documents; as required by applicable codes and regulations; and as required by site conditions.

D. Work shall be completed as required by all applicable prevailing codes, including but not limited to the International Building Code, latest edition including all state and local amendments and other codes, as applicable.

E. Weather protection shall mean the temporary protection of that work adversely affected by moisture, wind, heat, and cold by covering, patching, sealing, enclosing, ventilating, cooling and/or heating. This protection shall be provided for all work areas, the building and its contents, trafficked adjacent areas, and all construction materials and accessories. Each trade will be responsible for his/her own weather protection as it relates to the work scope.

F. The Contractor shall remove only as much roofing, windows, flashing, woodwork, trim, or any other building envelope components or other exterior waterproofing components as can be completely reinstalled or replaced in a given day’s work, including all flashings and associated components as required to maintain the roof and walls in a watertight, secure condition throughout the duration of the project.

G. Throughout the duration of the Work of this Project the Contractor shall be fully responsible for maintaining the weather-tightness of all portions of the structure.

1. Contractor or his authorized representative shall be available on two hours notice, twenty-four hours a day for the duration of this Project, to repair and prevent any and all leaks related to the Work.

2. The Contractor shall furnish the Government with the name (s) and personal telephone number(s) of person(s) that will respond in the event of an emergency.

H. Contractor shall provide safe OSHA compliant access to the work areas for all personnel, for the moving of equipment and materials and to allow for Government Inspections.

I. Distribute entire set of Project Documents, including but not limited to Drawings and Technical Specifications, to all entities involved with Project.

J. Furnish first-class mechanics and labor that possess the knowledge and skills to execute measures and precautions to protect elements of historic significance, structural and decorative, not scheduled to receive Work.

1. Execute Work using historic materials, or similar materials, and required skills as appropriate and specified by Project Documents, and as directed by Government.

2. Work to be in compliance with the Secretary’s Standards.

K. Inspect, survey, document and submit all pre-construction conditions prior to mobilization to Government.

1. Documentation to include preconstruction photographs.

a. Log and notate existing conditions as appropriate.

L. Develop an appropriate, project specific Work sequence to execute Project, for cost considerations and facilitating Project implementation while minimizing or eliminating negative impacts.

1. Collaborate with Government to identify, resolve, and coordinate Work sequence issues important to Project.

1.9 FIELD VERIFICATION

A. After Notice of Award, verify all new and existing conditions prior to execution of Work and ordering of products.

B. Before Work commences, arrange with Government a sequence of procedure, means of access, space for storage of materials and equipment, and use of approaches, corridors, and stairways.

C. Forward discrepancies to Government in writing for clarification.

1. Do so prior to the commencement of Work.

2. Work performed prior to clarification, which may require correction, disassembly and reinstallation of incorrect Work in place, or replacement, shall be corrected at no additional costs to Contract / Government.

a. No time extension shall be granted or incorporated into Project Schedule.

1.10 CONSTRUCTION MATERIALS

A. Furnish and install products cited in Specifications and Drawings.

1. Materials shall be new and /or salvaged historic items approved by Government for incorporation into Work.

2. New materials shall be from outside of Park, unless otherwise specified.

B. Salvaged Materials:

1. Government will designate materials items to be salvaged.

2. Materials and items removed from structure remain property of the Government, as specified here and in other Sections.

3. Itemize, store and protect salvage materials and equipment until disposition by

Government.

1.11 PROJECT STANDARDS

A. Execute and complete Work of Project as depicted by Contract and Project Documents, and as affected by job conditions, and the implied intent of the Project as a whole to ensure the life safety, health and well-being of all end users, while preserving the historic fabric of subject structure and its components.

B. Comply with:

1. Building Codes:

a. Maryland Building Performance Standards List of Applicable Codes and Standards, effective January 1, 2016, including but not limited to:

1) 2015 IBC – International Building Code (IBC) 2015 with the

Department of Housing and Community Development (DHCD) modifications (Ref: COMAR 05.02.07)

2) 2015 IEBC – Maryland Building Rehabilitation Code (MBRC) incorporating the International Existing Building Code (IEBC) 2012 (Ref: COMAR 05.16)

2. William-Steiger Occupational Safety and Health Act (OSHA) of 1970, as amended, and modified to date.

3. Health and safety regulations and requirements, as applicable, of all other authorities having jurisdiction.

4. State labor laws and regulations.

1.12 WORK INCLUDED IN CONTRACT DOCUMENTS

A. Work will be constructed under a single prime contract.

B. Work of Project / Contract consists of construction and related services indicated on Project Drawings and described in Technical Specifications. Refer to Drawings for building and Site data and additional general information concerning Work.

C. Work of Project work shall be performed as indicated on the drawings, as specified herein and as required by field conditions and all applicable codes and regulations.

1.13 WORK BY GOVERNMENT

A. No Work shall be performed by the Government in conjunction with this Contract.

1.14 HISTORIC NATURE OF PROJECT, PROJECT SITE AND SURROUNDS

A. The Contractor shall note and respect the historical significance of the Project, Project Site and surrounds where the work will be performed. Due to this, certain aspects of the Work of this Project may not be performed in a manner and/or with methods commonplace in the current construction industry of today. It shall be incumbent upon the Contractor to furnish mechanics capable of executing first-class workmanship in the materials and methods specified, and who have the knowledge and experience to take any and all necessary precautions to protect elements of historic significance, structural and decorative, not scheduled to receive work.

1.15 See Division 01, Sections “Historic Preservation Treatment” and “Photo Documentation for Historic Projects” for further requirements.

1.16 HAZARDOUS MATERIAL

A. As a whole, the project area has not been tested for asbestos containing materials (ACM) and lead based paint (LBP) however, given the age of the existing building, The Contractor shall assume that ACMs and lead-based paints are present and take all appropriate precautions, in accordance with applicable state and federal regulations.

1.17 SITE ACCESS AND UTILIZATION

A. General: Contractor shall have limited use of Site for construction operations as depicted by requirements described in this Section and as directed by the Contracting Officer.

1. Fort McHenry National Monument and Historic Shrine is open to the public year round.

2. The Contractor shall provide vertical access to all areas of the Work of this Contract from the designated staging area as directed by the Contracting Officer. Care should be taken when walking over roofs. The roofs shall not be used as a storage area for other materials.

3. The Government will require occupancy and use of the Maintenance Shop seven (7) days a week throughout the construction period of performance.

4. The grounds near the Maintenance Shop are utilized by the public, and the interior of the building will be used by the Government for office functions throughout the construction performance period.

a. Contractor shall provide barricades to separate ongoing work from Government and members of the public accessing the building or its surroundings.

b. Contractor shall limit noise and contain dust and debris that may adversely affect those in or near the building.

B. Use of Site:

1. Limit use of Project site to work in areas within Construction Limits of Disturbance as directed by the Contracting Officer.

2. Do not disturb portions of Site beyond areas in which Work is indicated.

D. Vehicular and Pedestrian Access and Egress:

1. Keep driveways, parking lots, loading areas, corridors, and entrances serving premises clear and available to Government, Government employees, and first responders, for access and egress, emergency or otherwise, on foot and in vehicles, at all times.

a. Do not use areas for parking, staging, or storage of materials, unless authorized by Government.

b. Schedule deliveries to minimize use of driveways and entrances by construction operations.

c. Schedule deliveries to minimize space and time requirements for storage of materials and equipment on-site.

d. Deliveries shall utilize specified route as defined by Government.

E. Existing Building Conditions:

1. Maintain portions of existing building affected by construction operations in a weather-tight condition throughout construction period.

2. Repair damage caused by construction operations.

F. Storage of Products:

1. Confine storage to immediate Site as directed by Government.

2. Contractor is allowed a storage container on-site at a location agreeable to Government, and for efficient operations.

G. Conduct all operations and procedures in a manner to ensure the safety for all and to minimize inconveniences.

b. A total of four Work days will be allowed for this requirement.

1) Federal holidays, unless otherwise agreed to in advance by Park.

E. On-Site Work Execution Hours:

1. Limit Work on Park grounds and in existing structure to 8:00 a.m. to 4:30 p.m., Monday through Friday, unless otherwise authorized by Park.

a. Obtain overweight and/or wide load permits when required.

b. Possession of a Permit shall not be relief of liability for damage which results from construction operations including, but not limited to, street, bridges and sidewalks.

G. Contractor’s commercial vehicles, including material and product delivery vehicles:

1. Are allowed on-site only through coordination with Government.

a. All vehicles shall be equipped with fire extinguishing equipment and first aid as required by U.S. D.O.T. and State D.O.T., including those that deliver goods and materials.

H. Existing Utility Interruptions:

1. Do not interrupt utilities serving facilities occupied by Government or others unless permitted by Government and those authorities having jurisdiction, and then only after providing temporary utilities per requirements indicated.

a. Two hours is the maximum time allowed for planned utility disruptions unless otherwise approved by Government in writing.

b. An interruption beyond four hours shall require temporary services.

2. Notify Government not less than four days in advance of proposed utility interruptions.

3. Obtain Government written permission before proceeding.

4. Cite periods on construction schedule.

5. Locate and prevent damage to known utilities.

a. If any damage occurs, take relative action and repair utility at no additional expense to Government.

b. Repairs shall commence immediately and be carried out expeditiously and in a professional manner pursuant to and compliant with all federal, state and local codes and regulations as applicable.

c. No additional time shall be added to Contract for repairs from damages to utilities.

d. If damage occurs to an unknown utility, repair and reconnect utility immediately.

1) An equitable adjustment shall be made in accordance with the Changes clause of the Contract.

2) Repairs shall be executed as cited above.

I. Noise, Vibration, and Odors:

1. Coordinate operations that may result in high levels of noise and vibration, odors, dust or other disruption to Government occupancy with Government and neighboring parties.

2. Notify Government not less than four days in advance of proposed disruptive activities.

J. Nonsmoking Building:

1. Smoking is not permitted inside or upon structure or within 25 feet of entrances, operable windows, or outdoor-air intakes.

2. No litter from smoking shall be present on, near or adjacent to the Site.

3. Areas where smoking is allowed shall be at a location directed and approved by Government.

K. Controlled Substances:

1. Use of controlled substances within the existing building is not permitted.

L. Park Security:

1. Special security requirements for the Project will be announced at the Pre-Bid and Pre- Construction meetings.

1.19 PERMITS

A. Obtain permits from authorities having jurisdiction, at Federal, State and municipal levels, in order to execute Work. Permits required for Project include:

1. Hot Work Permit, from Park.

1.20 HOT WORK PLAN

A. The Contractor shall prepare a compliant plan and submit it for review 14 days prior to the request to perform hot work. Perform and safeguard hot work operations in accordance with NFPA 51B and NFPA 241 as applicable. The Plan shall be prepared and submitted in conjunction with the Hot Work Permit.

PART 2 - PRODUCTS

2.1 SALIENT CHARACTERISTICS AND PROPERTIES OF PRODUCTS

A. Where an item, equipment or material, is designated by reference of a particular brand-name, manufacturer or trade name, in the Drawings or Specifications, it is understood by all entities participating in Project that citing is to establish minimum acceptable standard of quality and performance allowed by the Government and it is not intended to preclude manufacturers of similar products that possess the same or better salient characteristics and properties of the product(s) cited.

Where a product is submitted based upon salient characteristics and properties, it is required to demonstrate to Government that the proposed product intended to be incorporated in the Work matches or exceeds the quality and durability of product referenced.

1.1 SUMMARY

A. The intent of this section is to explain, in general, what is and what is not included in a contract line item, and the limits or cut-off points where one item ends and another begins.

B. If no contract line item exists for a portion of the work, include the costs in a related item.

1.2 CONTRACT LINE ITEM NO. 1: BASE – REMOVE AND REPLACE METAL ROOFING

AND ASSOCIATED WORK

A. Provide all labor, material, tools, supervision, equipment, supplies, services, and cost to accomplish all work described on the Contract construction drawings and specifications, and as required for a complete and proper replacement of the metal roof on the Maintenance Shop.

B. No separate measurement of quantities shall be made. Payment will be made at the Contract Lump Sum price.

SECTION 013000 - ADMINISTRATIVE REQUIREMENTS

PART 1 - GENERAL

1.1 PROJECT MANAGEMENT AND COORDINATION

A. Subcontractor List: Submit via e-mail a written summary identifying individuals or firms proposed for each portion of the Work provided.

B. Key Personnel Names: Within fifteen (15) calendar days of Notice of Award, submit a list of key personnel assignments, including superintendent and other personnel in attendance at Project site. List e-mail addresses and mobile telephone numbers.

C. Coordinate construction operations included in different Sections of the Specifications to ensure efficient and orderly installation of each part of the Work.

D. Requests for Information (RFIs): On discovery of the need for additional information or interpretation of the Contract Documents, Contractor shall prepare and submit an RFI. Use the form included in this Project Manual, Document 000600 – Project Forms. Each RFI shall be sequentially numbered, and shall not require a Transmittal Sheet to accompany it. However, each RFI shall be logged.

E. Schedule and conduct Progress Meetings as called for in Section 013119 – Project Meetings.

Notify Government of meeting dates and times. Require attendance of each subcontractor or other entity concerned with current progress or involved in planning, coordination, or performance of future activities.

1.2 DEFINITIONS

A. Activity: A discrete part of a project that can be identified for planning, scheduling, monitoring, and controlling the construction project. Activities included in a construction schedule consume time and resources.

1. Critical activities are activities on the critical path. They must start and finish on the planned early start and finish times.

2. Predecessor Activity: An activity that precedes another activity in the network.

3. Successor Activity: An activity that follows another activity in the network.

B. Cost Loading: The allocation of the Schedule of Values for the completion of an activity as scheduled. The sum of costs for all activities must equal the total Contract Sum, unless otherwise approved by the Contracting Officer.

C. CPM: Critical Path Method, a method of planning and scheduling a construction project where activities are arranged based on activity relationships. Network calculations determine when activities can be performed and the critical path of Project.

D. Critical Path: The longest connected chain of interdependent activities through the network schedule that establishes the minimum overall Project duration and contains no float.

E. Float: The measure of leeway in starting and completing an activity.

1. Float is not for the exclusive use or benefit of either the Government or the Contractor, but is jointly owned.

2. Free float is the amount of time an activity can be delayed without adversely affecting the early start of the successor activity.

3. Total float is the measure of leeway in starting or completing an activity without adversely affecting the planned Project completion date.

F. Resource Loading: The allocation of manpower and equipment necessary for the completion of an activity as scheduled.

1.3 SUBMITTALS

A. Following submittals require ‘Approval’ or ‘Acceptance’ by Government, as appropriate. De-liver to Government seven calendar days prior to Preconstruction Conference:

1. Statement on firm letterhead designating Project Manager, Construction Supervisor and alternate(s).

2. Copy of State and City Licensure to execute construction, and particular trade, including:

3. Copy of registered Professional Engineer licensure and certificate of good standing from State department of revenue, if structural engineering expertise is required.

2.1 CONTRACTOR'S CONSTRUCTION SCHEDULE

A. Submit a comprehensive, fully developed, horizontal bar-chart-type schedule within fifteen (15) calendar days of date of the Notice to Proceed.

B. Preparation: Indicate each significant construction activity separately. Identify first workday of each week with a continuous vertical line.

C. Recovery Schedule: When periodic update indicates the Work is fourteen (14) or more calendar days behind the current approved schedule, submit a separate Recovery Schedule indicating means by which Contractor intends to regain compliance with the schedule. Indicate changes to working hours, working days, crew sizes, and equipment required to achieve compliance, and indicate date by which recovery will be accomplished.

2.2 TIME IMPACT ANALYSIS FOR CONTRACT MODIFICATIONS, CHANGES, DELAYS,

AND CONTRACTOR REQUESTS

A. Requirements: When contract modifications, amendments or changes are initiated, delays are experienced, or the Contractor desires to revise the contract completion date, the Contractor shall submit to the Contracting Officer a written request that includes a “Time Impact Analysis” illustrating the influence of each modification, amendment, change, delay, or Contractor Request on the contract completion date.

B. Time Extensions: Delays shall not automatically mean that an extension of the contract completion date is warranted or due the Contractor. It is possible that a modification, amendment, change, or delay will not affect existing critical path activities or cause non-critical activities to become critical. A modification, amendment, change, or delay may result in only absorbing a part of the available total Float that may exist within an activity chain of the Project Schedule, thereby not causing any effect on the contract completion date. Time extensions will be granted in accordance with the terms of the Contract.

C. Float: Float is not for the exclusive use or benefit of either the Government or the Contractor.

Extension of the contract completion date will be granted only to the extent the net time

013000 - 4 adjustments to the activity or activities affected by the modification, amendment, change, or delay exceeds the total (positive or zero) Float available on a particular activity.

D. Procedure: Each time a Time Impact Analysis shall be submitted within the time period stated in a Request for Proposal, or the time period designated under the clauses entitled “Changes or Default.” In cases where the Contractor does not submit a written request for extension of the contract completion date and a Time Impact Analysis within the designated time, it is mutually agreed that the particular modification, change, delay, or Contractor request does not require an extension of the contract completion date. Upon acceptance, the Time Impact Analysis shall be incorporated into the Project Schedule at the next monthly schedule update.

PART 3 - EXECUTION

3.1 CONTRACTOR'S CONSTRUCTION SCHEDULE

A. Updating: At monthly intervals, update schedule to reflect actual construction progress and activities. Issue schedule one day before each regularly scheduled progress meeting.

1. As the Work progresses, indicate Actual Completion percentage for each activity.

B. Distribute copies of approved schedule to Contracting Officer, subcontractors, testing and inspecting agencies, and parties identified by Contractor with a need-to-know schedule responsibility. When revisions are made, distribute updated schedules to the same parties.

1.2 SUBMITTALS

A. Construction Images: Submit images electronically within seven (7) days of taking the image.

Include the following for each:

1. Include Date, time and number (sequentially number all images) in filename.

2. Description of vantage point, indicating location, direction (by compass point), and elevation or story of construction.

3. Submit digital images exactly as originally recorded in the digital camera, without alteration, manipulation, editing, or modifications whatsoever.

B. Closeout: Submit a complete set of electronic digital image files as a Project Record Document.

Submit on either a Compact Disc (CD) or Digital Video Disc (DVD). Verify type of disc with Government prior to Closeout and submission in writing.

1. Provide an index of photos as a separate file on the Disc in MS Word or MS Excel format. List each image as a file name with number, date, and time. Include description of image and/or vantage point from which image was taken.

a. Submit a Photo Key Plan of the Project using floor plans of the Project as the basis.

b. Include Photo Key Plan of Project as a *.PDF document.

2. Submit images that have the same aspect ratio as the sensor, un-cropped.

C. Hardcopy Closeout Images: All Electronic Digital Images submitted by the contractor shall have a corresponding hardcopy submitted to the NPS for archiving purposes.
