About this file
This document is a Subcontracting Percentage Worksheet related to Solicitation 140P4223R0012 for a Maintenance Shop Roof Replacement project at Fort McHenry, managed by the U.S. Department of the Interior National Park Service Northeast Region.
The worksheet provides instructions for calculating the subcontracting percentage based on labor costs, including direct labor, fringe benefits, and general and administrative (G&A) costs for both the prime contractor and subcontractor. According to FAR Clause 52.219-14(e)(3), the prime contractor or similarly situated entities must perform a minimum of 15% of the work, excluding the cost of materials. Any work further subcontracted by a similarly situated entity will count towards the prime contractor's 85% subcontract amount limit. The worksheet includes a sample calculation demonstrating the required steps to determine the subcontracting labor percentage.

b) Next, calculate the LABOR G&A by multiplying the G&A rate by the SUBTOTAL figure in space (A).

d) Add the LABOR G&A to the SUBTOTAL and record that figure in the spaces for TOTAL LABOR COSTS at (C) and (D) respectively.
