About this file
This is a Questions and Answers document from a site visit conducted on June 3, 2025, for the renovation of High Reservoir #2 (Building #8444) under project GDP-B0061-5P. The document addresses clarifications submitted by potential contractors regarding scope, specifications, and site conditions for this renovation solicitation (W564KV26BA003) issued by the Department of the Army Materiel Command Army Contracting Command.
Key clarifications provided include: both water reservoir chambers may be renovated simultaneously; concrete repair work discrepancies will not be treated as unseen site conditions, and contractors must base estimates on submitted plans; a cove with approximately 5-centimeter radius must be constructed between columns and floors in addition to sloped screeds at a minimum slope of 1 centimeter per meter; both reservoir tanks are identical in dimensions and fittings; shaft insulation is not required despite discrepancies in attached drawings—only work specified in the Statement of Work (SOW) is required; ceiling color in drinking water chambers should be white, with beam supports visible in attached reference materials; and access hatches should remain in place and be dismantled and securely stored or protected during construction rather than replaced with hydraulic or electric-operated alternatives. Contractors are directed to use submitted plans for measurements and to reference the SOW as the authoritative source for required work scope.

GDP-B0061 HIGH RESERVOIR N2
| GDP-B0061-5P Renovation of High Reservoir Nr. 2, Bldg. #8444 | ||
| Site Visit: Tuesday, 03 June 2025. 1500 | ||
| DPW POC: Pascal Koenig | ||
| Question | Answer | |
| 1 | Can the government please provide information on the extent to which the facility will remain in operation during the renovation work? Can both water reservoirs be renovated at the same time? | Yes, both chambers can be renovated at the same time. |
| 2 | With regard to the concrete repair work, no quantities can be estimated or calculated at this stage. Can the government confirm that any surface renovation work (reinforced concrete) will be treated as “unseen site conditions” for this reason, or can it specify an estimated quantity for calculation purposes? | No. |
| 3 | Can the government please confirm the verbal statement made during the site visit that the sloped screed should also have a coving (radius approx. 5 cm) between the columns and the floor? | This is written in the SOW under 0003 "In addition to the sloping screed, a cove (radius ca. 5cm) between walls and floor shall be built by the contractor incl. all required work" |
| 4 | Can it be confirmed that the second reservoir tank has the same dimensions and fittings as the one inspected during the site visit? | Yes, both are the same. |
| 5 | Could the Government please provide information which slope for the screed is required? | At least 1cm/m. |
| 6 | Between the SOW and the attached drawing are discrepancies. For example, the shaft shows an exterior insulation! Could the Government please confirm that only the work, described in the SOW, should be offered? | Please take the submitted plans for measurements. In the SOW there is nothing written about insulation of a shaft. So it is not required. |
| 7 | SOW p. 29: The ceiling color in the drinking water chambers should be white. Beam supports are also mentioned here. Beam supports are not visible in the plan/sections. Could the Government please provide information about this topic? | Maybe this is just a misunderstanding, please see attached picture (can be found in attachment 1 page 2). |
| 8 | Could the Government please provide more information about the access hatches? Should they be operable hydraulic, electric etc? | No, access hatches shall stay as they are right now. Access hatches shall be dismantled and stored secure, or protected during construction work. |
