Statement of Work

1. Background: Replace and repair failed, non-compliant, and outdated fire suppression systems protecting existing kitchen exhaust hood and ductwork in the Pilot Plant and Navy Kitchen. Compliance inspections in 2020 and 2021 determined three kitchen hood fire suppressions are non-compliant.

2. Requirements: The Contractor shall provide services to upgrade and replace three kitchen hood fire suppression systems in order to comply with National Fire Protection Association (NFPA) Standard 96 (2021 edition); Underwriters Laboratory (UL) Standard UL 300, Fire Testing of Fire Extinguishing Systems for Protection of Commercial Cooking Equipment, 2005, revised 2017; and Unified Facilities Criteria (UFC) UFC 3-600-01 Fire Protection Engineering for Facilities, Change 6 (6 May 2021).

a. General Requirements. The contractor's primary focus shall be to:

(1) Replace existing non-conforming kitchen hood fire suppression system that is non-compliant with current fire safety codes and standards.

(2) Repair and modify two existing kitchen hood fire suppression systems that are non-compliant with current fire safety codes and standards.

b. Specific Requirements: The contractor shall:

(1) Remove failed, non-compliant, and outdated carbon dioxide fire extinguishing system and all components protecting the kitchen hood and ductwork located in the Pilot Plant (Building 36) against the east wall, near the sensory laboratory. Replace with a fully-compliant NFPA and UL wet chemical suppression fire extinguishing system, and electrically tie the system into the facility’s fire alarm system, and gas and electric heat shutoffs per requirements. This hood will protect stationary and movable natural gas and electric cooking appliances of all types – the system must be designed to protect all hazards.

(2) Bring the existing wet chemical kitchen hood fire extinguishing system in the main hood in Pilot Plant (Building 36), which currently only provides partial coverage, into full compliance with NFPA and UL codes and standards. Provide complete coverage under hood, add extinguishing agent as required, tie in fuel shutoffs as required, and connect system to activate facility fire alarm system. This hood will protect stationary and movable natural gas and electric cooking appliances of all types – the system must be designed to protect all hazards.

(3) Bring the existing wet chemical kitchen hood fire extinguishing system in the hood in the north end of the Navy lab (Building 36), which currently only provides partial coverage, into full compliance with NFPA and UL codes and standards. Provide complete coverage under hood, add extinguishing agent as required, tie in fuel shutoffs as required, and connect system to activate facility fire alarm system. This hood will protect stationary and movable natural gas and electric cooking appliances of all types – the system must be designed to protect all hazards.

3. Period of Performance: The estimated period of performance is six (6) months.

4. Travel: The contractor shall include all travel costs to and from the worksite in the proposal.

5. Security: A security clearance not required for this work.

6. Personnel Qualifications: It is essential the contractor have an understanding of, kitchen exhaust hood and kitchen hood fire suppression systems and installations. Companies installing and servicing fire suppression systems must have a Massachusetts certificate of Registration issued by the Commonwealth of Massachusetts. Individuals installing and surviving fire suppression systems must be licensed by the Commonwealth of Massachusetts to install and service kitchen hood fire suppression systems.

a. General Experience. The contractor shall have expertise in and experience installing, servicing, and maintaining wet chemical kitchen hood fire suppression extinguishing systems, and kitchen hood and ductwork system components.

b. Specialized Experience: The contractor shall have demonstrated experience and understanding of the installation and maintenance of kitchen hood fire suppression systems. The contractor shall have demonstrated skills in the installation and maintenance of kitchen hood fire suppression systems.

7. Government Furnished Property (Equipment/Materials/Information/Computer Utilization): N/A

8. Other Direct Costs (ODCs): Do not anticipate ODCs at this time.

9. Deliverables:

a. (1) New installation of a wet chemical kitchen hood fire suppression system compliant with NFPA 96 and UL 300 (to include fuel supply shut-offs and tied into the existing Johnson Controls/Simplex ES 4100 fire alarm control panel) along east wall of the Pilot Plant; (2) Upgrade two existing wet chemical kitchen hood fire suppression systems (located in the Pilot Plant and navy Lab) into full compliance with NFPA 96 and UL 300 (to include fuel supply shut-offs where required, and tied into the existing Johnson Controls/Simplex ES 4100 fire alarm control panel).

b. Test each system when completed in accordance with national standards to ensure compliance and provide written report indicating compliance with current NFPA and UL codes and standards.

10. Place of Performance: The primary place of performance for this work will be Natick Soldier Systems Center, U.S. Army Combat Capabilities Development Command (DEVCOM) Soldier Center, Building 36, Natick Massachusetts.

11. Contract Management/Activity Report: The Contractor shall be responsible for managing and overseeing the activities of all Contractor personnel used in performance of this contract. The Contractor's management responsibilities shall include all activities necessary to ensure the accomplishment of timely and effective services performed in accordance with the requirements contained in the statement of work.

A monthly status report will be provided to the Government with the following information:

Summary of work accomplished during the reporting period and percent complete.
Any problem areas or potential problem areas.

· Schedule of activities planned for the next reporting period and number of remaining hours to complete activities.

· This report is due no later than the 10th calendar day of each month

12. Invoicing: The Contractor shall bill no more than once monthly and at least quarterly.
