No. PWS Para Question Answer

Attachment 1 PWS Page 1, Paragraph 1.4. Period of Performance

The Period of performance is 3-month base year plus four (4) option years, with a 9-month fifth option year, and 6-month-8 extension.

But if you look at page 3 and 7 of the solicitation, the CLIN items quantity is different from the PWS Period of Performance.

Could you please verify which one we should follow when preparing the quotation?

Reword: Period of Performance: The period of performance for this requirement shall be a base year plus four (4) option years.

Attachment 1 PWS Page 6, Paragraph 1.5.10.1 Key Personnel (QCT)

- The qualification requirements of the Quality Control Technician are missing.

Refer to section 1.5.2.

Quality Control Technician (QCT): The QCT shall be responsible to the Management of the Company for all Quality issues. Per the Federal Acquisition Regulation, Clause 52.212-4 has been inserted into this contract. Paragraph (a) states: “The Contractor shall only tender for acceptance those items that conform to the requirements of this contract. The Government reserves the right to inspect or test any supplies or services that have been tendered for acceptance. The Government may require repair or replacement of nonconforming supplies or reperformance of nonconforming services at no increase in contract price.” The QCT will be required to prepare, maintain, and execute the Quality Control Plan.

Request for Proposal

Content

- According to attachment 3, the contractor shall submit the copy of the valid and current business registration with the business item in General Motor Vehicle Repair and Maintenance. Can the Subcontractor’s registration certificate replace the Prime contractor’s registration certificate? (Can Prime contractor without the General Motor Vehicle Repair and Maintenance registration certificate sign an MOU with Sub contractor with the General Motor Vehicle Repair and Maintenance registration certificate to participate in the bidding?)

The Government decided not to change the current business registration requirement. A subcontractor's registration certificate cannot replace the Prime contractor's registration certificate. The primary rationale for the decision not to change the business registration requirement is due to the complexity and the importance of the vehicle maintenance requirement.

Attachment 3 Addendums Page 6, Paragraph10.

Contractor Teaming
