About this file
This is a Pre-Quote Conference PowerPoint presentation for the State of New Jersey Department of Treasury regarding solicitation T3017 for Pilot and Technician Training for Rotary and Fixed Wing Aircraft. The conference addressed procedural questions related to the bid solicitation and quote submission requirements, with the presentation reviewing the bid solicitation structure section by section. Questions regarding the scope of work or specific services must be submitted through the Q&A tab in NJSTART rather than during the conference. The deadline for Q&A submissions is 2:00 p.m. on February 12, 2026, and quotes are due by 2:00 p.m. on March 26, 2026. The conference also provided an opportunity for potential vendors to establish partnerships with other vendors and identify small, woman-owned, minority-owned, veteran-owned, and disabled veteran-owned businesses for collaboration purposes.
The solicitation requires vendors to complete a State-Supplied Price Sheet containing sixty-eight price lines organized into groups, with vendors required to bid on all price lines within each group or risk non-responsiveness. Critical emphasis was placed on submitting the price sheet in its original Excel format without modifications to formatting, calculations, decimal places, or cell structure, as alterations may render the quote non-responsive. Vendors must address all mandatory requirements designated by the term "shall" in the solicitation and avoid adding supplementary language, assumptions, or fees to their quotes. The presentation stressed that quotes must be submitted exclusively through NJSTART and cannot be emailed, faxed, or hand-delivered. Vendors were advised to review the entire bid solicitation, including any bid amendments posted to NJSTART, and submit any exceptions to the State Standard Terms and Conditions prior to the Q&A deadline.
