About this file
The document is a National Defense Authorization Act (NDAA) Section 889 Certification Form, which requires Transportation Service Providers (TSPs) to disclose their use of covered telecommunications equipment or services from specific entities, primarily those from the People's Republic of China. The form addresses prohibitions on procuring or using telecommunications equipment or services from companies like Huawei, ZTE, Hytera Communications, Hangzhou Hikvision Digital Technology, and Dahua Technology, with specific requirements for disclosure if such equipment or services are used.
The certification requires TSPs to specify details about any covered telecommunications equipment or services, including the producing entity, unique identifiers, equipment descriptions, and proposed use, with the goal of preventing potential national security risks. The form is structured to capture comprehensive information about telecommunications equipment and services, mandating that providers conduct a reasonable inquiry into their technology sources and be transparent about any connections to covered foreign countries, particularly China.
