About this file
This file is an instructional PowerPoint guide for conducting a distressed area analysis under the APEX Accelerator Program. The document outlines the process for determining if an area qualifies for increased DoD funding share (85% instead of standard 65%) based on two possible criteria: having per capita income at or below 80% of the state average, or unemployment rates 1% higher than the national average over 24 months.
The guide provides detailed step-by-step instructions for gathering required data from two primary sources: the Bureau of Economic Analysis (www.bea.gov) for income analysis and the Bureau of Labor Statistics (https://data.bls.gov) for unemployment data. It includes specific navigation instructions for accessing and analyzing both per capita income statistics using the BEA Interactive Data Application and unemployment rates using the Local Area Unemployment Statistics database. The document is directly related to the APEX Accelerator Program funding opportunity for Massachusetts and Indiana, administered by the Department of Defense under CFDA 12.002.
