About this file
This document is an attachment titled "Guidelines how to conduct distressed area analysis" related to the APEX Accelerator Program federal grant opportunity.
The attachment provides instructions on how to determine if a service area qualifies as a "distressed area" for the purposes of the APEX Accelerator Program. To be considered a distressed area, the per capita income must be 80% or less of the state average, or the unemployment rate must be 1% greater than the national average over the most recent 24-month period. Applicants are required to provide documentation verifying the distressed status of their proposed service area(s) if applicable. The attachment outlines the specific steps and data sources to be used when conducting this analysis, including utilizing data from the Bureau of Economic Analysis and Bureau of Labor Statistics.
The related federal grant opportunity, the APEX Accelerator Program, is a cooperative agreement funding opportunity from the Department of Defense. It is part of the Procurement Technical Assistance For Business Firms grant program (CFDA 12.002) and is open to city/township governments, special district governments, tribal governments, county governments, and 501(c)(3) nonprofits. The program supports the development of APEX Accelerators to build a strong and sustainable U.S. supply chain and assist diverse businesses in successfully participating in government contracts.
