About this file
This document is an Addendum to FAR 52.212-2 establishing the evaluation criteria for a federal contract solicitation for commercial products and services. The Government will award the contract to the responsible offeror whose conforming offer is most advantageous to the Government, considering price and other factors.
The evaluation criteria are structured in three primary categories. Price evaluation includes: total evaluated price for the base and all option periods for reasonableness; labor rate composition with detailed breakdown requirements via a Labor Rate Composition Table on Attachment 3; and Other Direct Costs (ODCs) for travel, per diem, and lodging, which may be proposed separately if necessary to fulfill Performance Work Statement requirements and will be included in total evaluated price. Technical Capability requires offerors to submit a narrative demonstrating ability to meet PWS requirements, specifically addressing staffing and recruitment plans with applicable certifications for proposed primary roster of officials, and designation of a responsive local manager (or alternate) available during and after business hours who can be physically present on base within one hour during normal duty hours or two hours after normal duty hours, with the manager's resume included in the technical proposal. Past Performance evaluation requires submission of up to three relevant contracts performed within the last five years similar in size, scope, and complexity, with the Government evaluating successful performance records. The document specifies that technical capability and past performance combined are approximately equal in importance to cost or price. Additionally, the Government will evaluate offers by adding total option prices to the base requirement price and may reject offers with significantly unbalanced option pricing.

Addendum to FAR 52.212-2 Evaluation—Commercial Products and Commercial Services
(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:
1. Price –
• Total Evaluated Price: The Government will evaluate the offeror's total price for the base and all option periods for reasonableness. The offeror's proposed pricing shall be inclusive of all costs, including labor, supervision, materials, and the required wages and fringe benefits as stipulated in the attached Wage Determination.
• Labor Rate Composition: For each labor category proposed, the offeror shall complete the Labor Rate Composition Table included on Attachment 3 – Price List. The purpose of this table is to provide a transparent breakdown of the fully burdened labor rate and to verify compliance with the attached Wage Determination.
• Other Direct Costs (ODCs): The Government recognizes that ensuring consistent staffing may require sourcing personnel from outside the local market. Offerors may propose and separately identify Other Direct Costs (ODCs) for travel, per diem, and lodging if necessary to fulfill the requirements of the attached Performance Work Statement (PWS). These costs, if proposed, will be included in the total evaluated price.
A quote that includes reasonably and realistically priced ODCs will be considered a valid approach to mitigating performance risk and will not be viewed unfavorably. The ODCs shall be submitted on a contractor-generated document (not the price list) as part of the complete quotation package.
2. Technical Capability - Offerors shall prepare and submit a technical narrative that demonstrates their ability to meet the requirements of the PWS. The narrative must address, at a minimum, the following elements:
• Staffing and Recruitment Plan: The offeror shall describe their comprehensive plan to recruit, retain, and schedule qualified officials to ensure all games are covered in accordance with the PWS. The offeror shall include the applicable certifications for their proposed primary roster of officials to demonstrate compliance with PWS Section 1.2.5.
Recognizing the limited pool of certified officials in the immediate Vandenberg area, this plan must detail the offeror's strategy for ensuring consistent performance.
• Responsive Local Manager: The contractor must provide in their plan a local contract manager (or alternate) who is available during and after business hours and can be physically present on base within one hour during normal duty hours, or two hours after normal duty hours to resolve issues. The contractor must include the resume of their designated local contract manager (or alternate) in their technical proposal. This does not require the manager to reside within a specific geographic radius of the base, rather it necessitates their ability to be on base within the required timeframe.
3. Past Performance - The offeror shall provide a list of up to three (3) relevant contracts performed within the last five (5) years that are similar in size, scope, and complexity. The
Government will evaluate the offeror's record of successful performance on these contracts.
Technical capability and past performance, when combined, are approximately equal in importance to cost or price.
(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
