About this file

This document is a Technical Factors evaluation sheet for federal contract opportunity FA442726Q1074, which requires offerors to demonstrate technical capability in providing 60 RF/EMI shielded portable Faraday tents for the 60th Operations Support Squadron (OSS) at Travis Air Force Base, California.

The five technical factors that offerors must address are: (1) RF/EMI Shielding Effectiveness—tents must guarantee average RF/EMI attenuation exceeding 85dB across the 400MHz to 11GHz frequency range to support classified equipment operations; (2) Dimensions and Framework—internal dimensions must be exactly 7 feet long by 6 feet wide by 6 feet high, with a heavy-duty external metal frame measuring 8 feet long by 7 feet wide by 6.5 feet high; (3) Input/Output Integration and Ventilation—a high-performance I/O filtering plate must route RJ45 and FC/FC data connections and power without compromising RF shielding, supplemented by shielded honeycomb ventilation panels with exhaust fans for temperature control; (4) Enclosure Access and Flooring—entry doors must feature a secure double Velcro or equivalent double-magnetic closure system to maintain shielding integrity when closed, plus heavy-duty protective vinyl flooring; and (5) Berry Amendment Compliance—all specialty textiles and fabrics must be 100 percent Berry Amendment compliant per 10 U.S.C. 2533a with domestic sourcing certification available upon request. Offerors are limited to a maximum 10-page response and must provide only new equipment; refurbished equipment is not acceptable.

FA442726Q1074 – TECHNICAL FACTORS

Instruction: Offerors must provide a response to how the following technical factors/subfactors will be fulfilled. The response must be sufficient to assess the offeror’s technical capability in how they will satisfy the requirements of the 60 OSS Faraday Tents at Travis Air Force Base, CA. Response shall not exceed 10 pages.

Factor 1: RF/EMI Shielding Effectiveness (SOW para. 2.1) The contractor shall provide portable tents that guarantee an average RF/EMI attenuation of >85dB over the frequency range of 400MHz to 11GHz to ensure the secure operation of classified equipment and prevent unwanted emissions.

Factor 2: Dimensions and Framework (SOW para. 2.2) The contractor shall provide tents that meet the specific physical footprint constraints of the operational environment. The portable tent internal dimensions must be exactly 7'L x 6'W x 6'H, supported by a heavy-duty external metal frame with dimensions of 8'L x 7'W x 6.5'H.

Factor 3: Input/Output (I/O) Integration and Ventilation (SOW para. 2.3) The contractor shall provide a high-performance I/O filtering plate capable of securely routing necessary power and data connections, specifically including RJ45 and FC/FC data connections, without compromising the RF shielding. Additionally, the tent must include shielded honeycomb ventilation panels equipped with exhaust fans to maintain safe operational temperatures for internal equipment and personnel.

Factor 4: Enclosure Access and Flooring (SOW para. 2.4) The contractor shall ensure the tent features a secure double Velcro (or equivalent double-magnetic) closure system for the entry door to maintain the required >85dB RF shielding integrity when closed. The enclosure must also include a heavy-duty, protective vinyl floor to withstand operational wear and tear.

Factor 5: Berry Amendment Compliance (SOW para. 2.5) The contractor shall ensure that all provided tents, specifically the specialty textiles and fabrics used in the manufacturing of the RF/EMI shielded enclosure, are 100% Berry Amendment Compliant in accordance with 10 U.S.C. 2533a. Certification or proof of domestic sourcing for these materials must be available upon request.

The government will not accept any refurbished equipment; all equipment provided must be new.
