ADDENDUM

CONTROLLED UNCLASSIFIED INFORMATION (CUI)

PURPOSE

The purpose of this addendum is to provide the contractor with basic protection measures of CUI information IAW DoDI 5200.48/AFI 16-1403. The contractor must keep CUI under their control at all times or protect it with at least one physical barrier to ensure CUI is protected from unauthorized access, disclosure or observation.

Note: This addendum does not substitute or negate the requirements of DoDI 5200.48 or AFI 16-1403; to include proper marking and safeguarding.

GENERAL DOD CUI PROCEDURES

- It is the responsibility of the program manager (PM) to work with the contracting officer representative or appointed designee to ensure the Contractor is provided with all of the required information and tools to successfully execute the contract

- When DD Forms 254 for prime, subcontractor, and associated paperwork are created the authorized holder (e.g. GCA, CO, COR, or PM) is responsible for determining, whether information in the contracting documents falls into a CUI category. The authorized holder is also responsible for applying CUI markings and dissemination instructions accordingly

- CUI must be identified by the government in the contract (e.g. PWS, SOW, etc.) and include required safeguarding measures and mandatory training requirements

PROTECTION MEASURES

- Do not read, discuss, or leave CUI information unattended where unauthorized personnel are present

- Store CUI information in unlocked containers, desks, or cabinets, if the government or government-contract building provides security for continuous monitoring of access

- If building security is not provided, the information will be stored in locked desks, file cabinets, bookcases, locked rooms, or similarly secured areas

- The concept of a controlled environment means there is sufficient internal security measures in place to prevent or detect unauthorized access to CUI. For DoD, an open storage meets these requirements

- Avoid wireless telephone transmission of CUI when other options are available

- Transmission of CUI information via facsimile machine is permitted; however, the sender is responsible for determining whether appropriate protection will be available at the receiving location before transmission

text: Ref 10.a.: Contractor will require access to COMSEC information at the on-base locations listed in item 8a. Contractor will not require their own COMSEC account. Access will be controlled by the sponsoring agency. Contractor will protect COMSEC material IAW directives deemed necessary by the installation COMSEC officer. Access to COMSEC material by personnel is restricted to U.S. citizens holding final U.S. Government clearances. Such information is not releasable to personnel holding only reciprocal clearances.

Ref 10.j.: See CUI attachment Ref 10.k.: The government will provide NIPR and SIPR network access to include e-mail and web browser. Contractors will be held accountable for actions they initiate on the network and will conduct business IAW USAF, USAFCENT, ACC, and local base instructions and policies. Sponsoring government agency will provide CyberSecurity training prior to contractor access to network services.

Ref 11.a.: Contract performance is restricted to the locations identified in item 8a. The highest level of security clearance required for contract performance is Secret. Using activities will provide security classification guidance for performance of this contract. The government will oversee the handling and storage of classified information in support of this contract. Provide the information requested by the Notification of Government Security Activity Clause, AFFARS 5352.204.9000, and Visitor Group Security Agreements Clause. Visitor Groups will safeguard all collateral classified information IAW DoDM 5200.01 Vol 3_AFM 16-1404 Vol 3, Information Security Program; Protection of Classified information and DoDM5220.22V2_AFMAN16-1406V2 National Industrial Security Program; Security Procedures for Government Activities and other directives deemed necessary by the servicing IPO.
