About this file
This document is a Standardized Operating Procedure (SOP) from the 346th Air Expeditionary Wing (AFSOUTH) at Jose Aponte de la Torre Airport, Puerto Rico, outlining contractor vetting and commercial vehicle inspection procedures. The SOP establishes mandatory security protocols for all government contractors conducting official business within the 346 AEW Areas of Responsibility (AOR). Contractors must be vetted through the National Crime Information Center (NCIC) prior to authorization, with vetting information submitted to 346 EABS/SFS5 no later than three duty days before scheduled work. Required information includes full name, date of birth, Social Security Account Number, photo of state-issued driver's license or ID card, and passport photo for foreign nationals. For foreign nationals, additional checks are conducted by the Air Force Office of Special Investigation. Applicants are granted access following favorable background checks; those with disqualifying information per the Fitness Determination Matrix are denied access. Privacy Act information is released only to law enforcement personnel and the subject of the check, with disclosure of Law Enforcement Sensitive Information permitted across federal agencies for the life of the issued access credential per HSPD-6, HSPD-11, and HSPD-24.
Commercial vehicle inspection procedures require contractors to stop at checkpoints where Security Forces verify authorization against the Entry Authority Listing. Contractors must turn off vehicles, open all doors and compartments, and exit the vehicle during inspection. Military Working Dogs conduct sweeps when available, followed by thorough Security Forces inspection of vehicle interiors and exteriors. Upon clearance with no findings, contractors receive badges: green badges indicate required escort access; white badges permit unescorted access. Prohibited items include firearms, ammunition, weapons, tasers, pepper spray, explosives, fireworks, illicit drugs, drug paraphernalia, and open alcohol containers. Contractors found with prohibited items are denied access and escorted out, with incidents documented in the Security Forces Blotter and 346 EABS/CON notified. Refusal to comply with any CVI procedures results in denial of access. Questions regarding the SOP should be directed to MSgt Cory Green at cory.green@us.af.mil.

MEMORANDUM FOR 346 EABS/CON
FROM: 346 EABS/SFS
SUBJECT: Government Contractor Vetting and Commercial Vehicle Entry Procedures
1. This document outlines the Standardized Operating Procedure (SOP) for vetting all Government Contractors and details the procedures to be followed when processing through Commercial Vehicle Inspection (CVI) areas under the control of the 346 Air Expeditionary Wing (346 AEW). This SOP is essential to ensuring the safety and security of all 346 AEW personnel and assets. Government contractors are accountable to the sponsor/escort. The 346 AEW/CC has the authority to deny access to any government contractor if deemed necessary to protect assets and personnel.
2. Contractor Vetting Procedures
a. Background Checks (Vetting Process) All contractors on official business will be vetted through the National Crime Information Center (NCIC) prior to being authorized to conduct work in any 346 AEW Areas of Responsibility (AOR). The following information is required for each government contractor who will be conducting services.
(1) Full Name
(2) Date of Birth
(3) SSAN
(4) Photo of State Driver’s License or state issued ID Card (Any applicant driving in the
346 AEW AOR must have a valid license)
(5) Photo of Passport (foreign nationals only)
b. 346 EABS/CON will submit all necessary information along with a completed Entry Authority Listing to 346 EABS/SF S5 no later than three duty days prior to the scheduled work.
NOTE: If the required information is received after this deadline, there may be delays due to vetting and processing time constraints.
(1) NOTE: Additional information needed for Entry Authority List (EAL) includes the organization requesting the contracted work, organization’s POC name, phone number, the dates and times of the work to be performed, and the authorized work areas.

additional checks, such as computerized criminal history. Additionally, checks of city, county, state or federal websites, to include criminal and sex offender websites, may be used to investigate and assess an individual’s past conduct.
(3) Applicants will be granted access following a favorable background check. The 346
EABS/SF S5 will authenticate the EAL and distribute it to 346 EABS/CON and Security Forces at the site where contracted work is to be performed.
(4) Applicants will be denied access upon discovery of any disqualifying information
IAW Fitness Determination Matrix and not be authorized to conduct work in the 346
AEW AOR.
(5) Releasing Privacy Act Information. Due to the sensitive nature of some of the information collected during the process of vetting, 346 EABS/SF S5 personnel ensure compliance with local and federal rules regarding the release of criminal history information or criminal justice information. In order to comply with state and federal requirements, criminal history information is only released to law enforcement personnel and the subject of the criminal history check. In accordance with HSPD-6, Integration and Use of Screening Information, HSPD-11, Comprehensive Terrorist- Related Screening Procedures and HSPD-24, Biometrics for Identification and Screening to Enhance National Security, disclosure/sharing of certain Law Enforcement Sensitive Information can occur across the Federal government for the life of the issued access credential as long as other state or federal disclosure guidelines are not violated.
3. Commericial Vehicle Inspection Procedures
a. Upon approaching the commercial vehicle inspection area, all contractors must stop when directed by Security Forces personnel. Security Forces will verify that contractors are authorized to access the area by checking their IDs against the EAL.
(1) Contractors will be instructed to turn off their vehicle, open all doors and compartments on both the interior and exterior of the vehicle.
(2) Contractors will be instructed to exit the vehicle and stand in a location that minimizes their visibility of Security Forces Defenders inspecting the vehicle.
b. Inspection
(1) When available, a Military Working Dog (MWD) will conduct a sweep of the vehicle prior to any Security Forces members conducting an inspection. Once the MWD has completed the sweep, Security Forces will conduct a thorough inspection of both the interior and exterior of the vehicle.

(2) Upon completion of an inspection with no findings, Security Forces will notify the contractor(s) that they are cleared to proceed through the Entry Control Point.
NOTE: Security Forces personnel will not close any doors or compartments of the vehicle; this procedure must be performed by the contractor. Government contractors may require an escort. If an escort is required, government contractors will stand-by at the CVI and wait for the arrival of an escort.
(3) When cleared, contractors will be issued a contractor badge. Green contractor badges indicate that the contractor must have an escort at all times. White contractor badges indicate that the contractor has unescorted access to the AOR.
Prior to the contractor departing the AOR, badges must be returned to the Entry Control Point (ECP). If needing to access multiple ECPs for assigned duties, contractors will retain their badge until departure from last ECP.
(4) In the event that prohibited items are identified during the inspection, contractors will not be granted access to the AOR, will be asked to turn around, and will be escorted out of the area. Such turnarounds will be documented in the Security Forces Blotter, and 346 EABS/CONS will be notified of any contractor denied access.
(a) Prohibited items include but are not limited to:
1 Firearms 2 Ammunition 3 Weapons 4 Tasers 5 Pepper Spay 6 Explosives 7 Fireworks 8 Illicit Drugs 9 Drug Paraphernalia 10 Open Alcohol Container
(5) Processing times may be extended due to ongoing situations requiring Security Forces response.
4. Refusal to comply with any part of the CVI procedures will result in denial of access to the 346 AEW AOR. Any questions regarding this SOP can be directed to MSgt Cory Green at cory.green@us.af.mil.
