Services (Nov 2021)
The Government intends to award a Firm-Fixed-Price (FFP) purchase order to the responsible vendor whose quote, conforming to the solicitation, will be most advantageous to the Government, price and other factors considered. In accordance with RFO 12.203(c)(2), the Government is not required to establish a competitive range, score quotations, or have evaluation plans before communicating with quoters or soliciting revised quotations. The Government intends to award one contract to the responsible Offeror whose quotation represents the Best Value to the Government. The evaluation procedures are not subject to RFO Part 15 or RFO Part 14. The following factors shall be used to evaluate quotes in the order listed:
Factor 1 - Price: The Government will evaluate all quotes for price, ranking them from lowest to highest
Total Evaluated Price (TEP). The Total Evaluated Price is the sum of all Contract Line-Item Numbers
(CLINs) in Attachment 3 – Pricing Sheet. Quoted prices must be all-inclusive, incorporating all shipping and handling, delivery fees, applicable tariffs, transaction fees, and any other costs associated with complete delivery of the required items. The Government will not be responsible for any costs not included in the quoted TEP. The Government will determine the reasonableness of the offer based on price competition received in response to this solicitation.
Factor 2 - Technical Specifications: The brand / model being quoted and relevant supporting technical documentation showing quoted equipment meets the Government’s needs when compared to the brand-name items specified in the attached Brand Name Justification and Salient Characteristics. (End of provision)
Basis for Award. The Government intends to award a FFP contract resulting from the RFQ to the responsible Offeror whose quotation represents the best value to the Government with Price, Delivery, past performance to the Government. To be eligible for award, the Offer must receive acceptable rating for all factors. The evaluation factors that establish the requirements of acceptability shall be set forth in this RFQ. The Government intends to award based on the initial quotation submission without interchanges. Offerors who do not quote the entire package requested will be considered non-responsive and their quotation may not be evaluated. The Government intends to select one contractor;
however, the Government reserves the right to award no contract at all.
Responsibility Determination
Prior to award, the Contracting Officer will determine that the selected quoter is a source in accordance with RFO 9.103 and RFO 9.104-1. A quote determined to be technically acceptable will not result in award if the quoter is determined to be non-responsible. In such case, the Government will proceed to the next lowest priced technically acceptable quote.
