1. Identification of the requiring activity and the contracting activity:
The requiring activity is the Bureau of the Engraving and Printing (BEP), Western Currency Facility (WCF), Security Division, Physical Security Branch, Fiscal and the contracting activity is Bureau of Engraving and Printing, Office of the Chief Procurement Officer (OCPO).
2.a Nature and/or description of the action being approved:
The purpose of this brand name justification is to obtain approval for the purchase of the brand name Senstar FlexZone fence protection system. The period of performance will be 180 days after the award of the contract.

The proposed acquisition is to acquire the following Senstar brand name products:

5. A demonstration that the proposed contractor’s unique qualifications or the nature of the acquisition requires use of the authority cited:
The BEP WCF currently utilizes the Senstar Flex Zone perimeter intrusion detection system with Senstar FlexZone fence mounted perimeter intrusion detection sensors for the north perimeter of the facility. The system and sensors were purchased and installed as a part of the WCF expansion project. This acquisition is to extend the Senstar Flex Zone detection system to the remaining perimeter fence around the WCF to provide a complete the perimeter detection system. Using any other brand name product would not be compatible with the Senstar FlexZone intrusion detection system recently installed in the WCF north perimeter, result in additional costs to the government to procure a new system that will maintain security of the entire WCF perimeter and potentially impact the completion of the WCF Expansion project.
6. A description of efforts to ensure that offers were solicited from as many potential sources as is practicable, including whether a notice was or will be publicized as required

Prescribed by Treasury: DTAP 1013.501 by FAR subpart 5.2 and, if not, which exception under FAR 5.202 applies:
Senstar was contacted during market research to obtain a list of vendors that work with Senstar.
These vendors were contacted to see if they were interested in a contract with the government.
The market research showed that this acquisition is able to be competed on the open market as a small business set aside to authorized Senstar resellers.
7. A determination by the contracting officer that the anticipated cost to the Government will be fair and reasonable:
The Contracting Officer (CO) determines that the anticipated price will be fair and reasonable based on a comparison of the price to the Independent Government Cost Estimate (IGCE), along with competition in the open market.
8. A description of the market research conducted (see FAR part 10) and the results or a statement of the reason market research was not conducted:
Using the manufacturers list of authorized resellers, it is hereby determined that this requirement can be fulfilled through a small business set aside amongst Senstar resellers on the open market.

The BEP WCF will ensure in all future requirements for similar products that the market is fully researched to see what commercial products are available. New systems will be researched in the future to see if they meet the needs of the government, and to ensure that the best products are being procured.
12. Certifications and Approvals:
12.a Program Office certification (Requiring Activity). I hereby certify that any supporting information and data provided, which form the basis for this justification, are accurate and complete to the best of my knowledge and belief.
12.b Contracting Officer certification and approval. I hereby determine the circumstances of this acquisition support the justification to acquire the item(s) on a sole source (including brand name) basis under the authority of FAR subpart 13.5. I also certify this justification is accurate and complete to the best of my knowledge and belief. Therefore, unless additional approvals are required as prescribed below, as the authorized contracting officer for this acquisition, I hereby approve this justification.
