FAR provision 52.212-2, Evaluation - Commercial Items, applies to this acquisition. As prescribed in FAR 12.301(c), the following addendum is provided for this solicitation and hereby amends any language therein:

1. General Information

a. The Government intends to award a single, firm-fixed priced contract resulting from this solicitation to the responsible Offeror, IAW FAR Part 9.1, whose offer conforming to the solicitation, will be most advantageous to the Government, price and other factor(s) considered. Failure to meet a requirement may result in an offer being determined unsuccessful. The following factors shall be used to evaluate quotes:

Factor 1. Technical Capabilities

Factor 2. Past Performance

Factor 3. Price

b. The Government may award without interchanges and award based on initial offers.

However, the Government reserves the right to hold interchanges, if deemed necessary by the contracting officer. Furthermore, the Government intends to award a contract to the responsible offeror whose offer, conforming to the solicitation, provides the Best-Value to the

Government; price and other factors considered.

c. The Government will evaluate quotes based on three primary evaluation factors (Technical

Capabilities, Past Performance and Price). Since formal evaluation plans are not required, the

Government will simplify the process; quotations will be rated as acceptable/unacceptable based on evaluation of technical capability and past performance. Afterword's, the

Government will conduct a comparative price evaluation of offers based on market research and comparisons with the government's independent estimate. An unacceptable rating for any of the factors will result in an overall unacceptable rating for the entire quotation. A breakdown for overall rating is as follows:

2. Evaluation Process

a. Factor 1. Technical Capability:

i. Quotes must adequately demonstrate the Contractor's ability to meet the requirements of the:

a) Performance Work Statement (Attachment 1)

Table 1. Overall Quotation Acceptable/Unacceptable Ratings

Rating Description

Acceptable Clearly meets the minimum requirements of the solicitation.

All factors and sub-factors (if any) have passed the evaluation.

Unacceptable Does not clearly meet the minimum requirements of the solicitation. Each factor must pass the evaluation in order for the technical factor to pass. Failure to address any factor will deem an offer as unacceptable.

b) Unified Facilities Criteria (UFC) 4-179-02 (Attachment 3)

c) Addendum to FAR 52.212-1 Instructions to Offerors.

ii. Technical Capability submissions that do not meet these requirements will be considered unacceptable and therefore under the evaluation process will not be considered for award.

b. Factor 2. Past Performance:

i. The Government will validate the relevancy and recency of the information contained in the past performance contract reference. Relevant performance includes past/present effort involving similar scope and magnitude of effort and performance, greater consideration may be given to information on those contracts deemed most relevant to the effort described in this solicitation. The Government is not bound by the offeror’s opinion of relevancy.

ii. Along with offeror’s provided Past Performance citation and received PPQs, sources of Past Performance may include, but not limited to, information independently obtained from other Government and commercial sources during past performance evaluation, past performance information retrieved using all CAGE/DUNS/SAM ID of the Contractors who are part of a partnership/joint venture or teaming agreement identified in the Offerors proposal, inquiries of owner representative(s), in Contractor

Table 2.b.ii. Past Performance Acceptable/Unacceptable Rating Method

Table 2.a. Technical Acceptable/Unacceptable Ratings

Rating Description

Unacceptable Proposal does not meet the minimum requirements of the technical factors of the solicitation.

Table 2.b.i. Past Performance Relevancy Ratings Method

Adjectival Rating Description

Relevant Defined as contracts for small arms range repair and maintenance services of similar type and complexity to the PWS.

Recent Defined as experience acquired in the last three (3) calendar years from date of solicitation closing date required effort.

iii. Unknown or Absence of Past Performance is determined to be neutral.

iv. Past Performance submissions that do not meet these requirements will be considered unacceptable and therefore under the evaluation process will not be considered for award.

c. Factor 3. Price

i. Offeror must provide a price for each CLIN of the pricing table contained in the

Pricing Schedule (Attachment 2) of the solicitation. Failure to quote on all CLINs will render this factor as unacceptable and the entire quotation as nonresponsive.

ii. The Government will evaluate all quotations based on a Total Evaluated Price (TEP).

An offeror's TEP will be determined by multiplying the quantities identified within this request for quotations by the offered unit price for all CLINs, then adding the total amounts of each CLIN together, giving the Government the offeror’s total.

Additionally, the TEP will include the price for a FAR 52.217-8, Option to Extend

Services, six-month extension. The price for the six-month extension will be calculated by using half (50%) of the listed quantity for option year four (4) CLINs combined. Evaluation of the option period will not obligate the Government to exercise the option. The total extended price for each CLIN and the price for the six-month extension authorized by FAR 52.217-8, Option to Extend Services will be added together to arrive at the TEP.

iii. Any TEP resulting in the determination of being found unreasonable IAW FAR
