About this file

This is an informational sheet on prevailing wage requirements issued by the State of Michigan Department of Labor's Wage and Hour Division (WHD-9917, November 2025) for state construction projects. The document outlines the regulations governing fringe benefits that may be credited toward prevailing wage rate payments for construction mechanics on state projects. Fringe benefits eligible for credit include those paid directly to workers, made on behalf of workers, provided pursuant to written contracts or policies, or paid into funds. The document provides detailed guidance on calculating hourly credits for non-hourly fringe benefits by dividing the annual value by 2,080 hours per year, with examples including vacation pay, dental insurance, vision insurance, health insurance, life insurance, tuition reimbursement, bonuses, 401(k) employer contributions, sick pay, holiday pay, and accidental death and dismemberment insurance.

The document explicitly identifies payments and expenses that cannot be credited toward prevailing wage rates, including legally required payments such as unemployment insurance, workers' compensation insurance, and FICA contributions; reimbursable expenses such as clothing allowances, uniform reimbursements, gas allowances, travel time, and meal or lodging reimbursements; and other non-wage payments such as industry advancement funds and financial or material loans. This informational sheet serves as guidance for contractors bidding on the Pump Station Inspection Maintenance and Repair Statewide contract in Michigan to ensure compliance with prevailing wage requirements when calculating compensation packages for construction mechanics and related workers.
