Attachment 1
1.0 OBJECTIVE. The objective of this effort is to apply research and development efforts to discover and create new knowledge, processes, models and technologies to improve the USAF’s capability to prepare multi-capable Airmen and Guardian, to personalize, adapt and assess individual and team training and to improve Airman and team proficiency and performance by demonstrating and transitioning methods to improve the effectiveness and efficiency of learning, promote knowledge and skill retention, and ensure robust mission readiness. The desired end state is for Personalized Learning and Interactive Team Training that delivers (1) integrated, quantitative, personalized proficiency-based training, designed and implemented to maximize efficiency and effectiveness; (2) global, persistent LVC training; and (3) team training for humans and machines, ensuring multi-capable, ready Airmen at the speed of operations.
2.0 SCOPE. The scope of this effort includes the development, test, and validation of training approaches, methods, tools, instrumentation, and enterprise infrastructure for learning and operational readiness in operationally relevant training environments such as, but not limited to medical, linguistic, mechanical, planning, piloting, and tactical domains. It includes efforts to increase and improve the quantity and quality of digital data in training contexts, to increase and improve the fidelity of augmented and virtual reality systems and tools, synthetic, LVC and real-world training exercises to measurably improve training effectiveness, to capture and include relevant expert rater metrics and choices (including, but not limited to, metamemory and instructor assessments) to enhance trust and effectiveness between instructors, learners, intelligent agents and proficiency technologies, and the discovery, development, and transition of advanced Airman-centric proficiency technologies enabling adaptive and personalized training content delivery across the span of training contexts (e.g., initial qualification, refresher, just-in-time, on-the-job training). Envisioned adaptive and proficiency technologies, content data standards, realistic and relevant live, virtual, and constructive (LVC) training, quantitative proficiency assessment, predictive analytics, training delivery, and intelligent tutoring capabilities will provide the capability to increase mission readiness, knowledge and performance and enable transfer of training for individuals and teams.
3.0 REQUIREMENTS
3.1 Predictive Analytics for Learning. The contractor shall 1) develop and validate mathematical, statistical or computational models and mechanisms to account for how the distribution of practice impacts learning and retention, 2) work with collaborators to assess applicability of developed models and modeling approaches in different domains, 3) evaluate the applicability of developed mathematical, statistical, and computational models of learning and retention to multiple domains of training relevant to the Air Force (including, but not limited to, medical, linguistic, mechanical, piloting, or total force training applications), 4) demonstrate modeling capabilities in complex training and operational environments, and 5) design empirical studies, collect empirical data, analyze the collected data, and report on the empirical results.
3.2 Operational and Synthetic Training Environment Development and Assessment. The contractor shall: 1) develop technologies and tools to improve synchronization of physical and synthetic training environments for evaluation and use of Augmented Reality, Mixed Reality and Virtual Reality devices in Live environments as well as accurate tracking and modeling of Live entities into the Synthetic training environment, 2) integrate and evaluate novel data architectures to enable Internet of Things (IoT) and Cloud based implementations of LVC training capabilities, 3) integrate and evaluate novel Live and Synthetic implementations of threat systems to increase realism and effectiveness of multi-domain training environments, 4) develop and implement edge and cloud computing capabilities to enable novel distributed LVC test and training studies to validate LVC architectures, 5) enable development and validation of measures for assessing readiness measures and metrics for mission effectiveness and capability employments in peer threat environments.
3.3 Realism, Assessment, and Team Dynamics. The contractor shall develop and validate 1) instructional and human factors frameworks and approaches to maximize transfer of training and deliver initial and sustainment training in USAF and USSF training environments, 2) methods and tools to evaluate realism and training fidelity of simulation systems, part-task trainers, augmented and virtual reality tools and training devices and assess the efficacy associated with varying levels of cognitive, functional, and physical fidelity, 3) measurement approaches and tools to enable converging measures of mission readiness, including knolwedge, skills, and abilities, based on mission-specific competencies at the individual, team, and team-of-teams levels, 4) approaches and tools to capture, transfer and store digital training data (objective and subjective) and to deliver readiness data and information for feedback, debrief, and analyses of readiness trends in scenario-based training environments and 5) deployable, mission-relevant training content delivery tools for initial and sustainment training for just-in-time novel task training in austere environments.
3.4 Technical Briefings and Demonstrations. The Contractor shall participate in 711 HPW/RHW briefings and demonstrations to Air Force operational personnel, as required.
3.5 Program Management. The contractor shall perform all management and administrative functions for the Task Order.
3.6 Operations Security (OPSEC). The highest level of security classification for the technical research areas under this contract is Top Secret.
The contractor shall provide OPSEC protection for all sensitive/critical information and indicators involved in execution of this contract/Task Order, as defined by AFI 10-701 (Operations Security). 711 HPW Critical Information and Indicators are protected under the 711 HPW Operations Security Program and the 711 HPW Critical Information and Indicators List (CIIL). Contractor employees granted access to critical information and indicators will be provided initial OPSEC training by the 711 HPW OPSEC Coordinator upon in-processing and prior to being granted access to CIIL items related to the contract/Task Order. The contractor will also participate in 711 HPW’s annual OPSEC training and education programs, which includes periodic updates and refresher training on CIIL items applicable to the contract/Task Order. The 711 HPW OPSEC coordinator will evaluate the OPSEC posture of AF contract activities and operations.
All contractor personnel require a minimum of a Tier 1 background check (T1)/SF85 for any position that requires access to the internet, use of automated information systems to cover standalone computers or unescorted entry into restricted or controlled areas prior to reporting for duty in support of any requirement. The investigation is not for a security clearance; it is for a position of trust. This is a mandatory requirement set forth in DoDM 5200.02_AFMAN 16-1405, Air Force Personnel Security Program. All documentation required for security certification shall be the responsibility of the contractor.
3.7 Information Security and Force Protection. The contractor will provide Information Security and Force Protection training pursuant to the Basic Contract terms.
3.8 Protection of Human Subjects. The technical research areas under this contract are anticipated to include human subject research. The contractor shall provide for the protection of human subjects pursuant to the Basic Contract terms.
