STATEMENT OF WORK (SOW)

FOR HOTEL ACCOMODATIONS FOR THE

UNITED STATES SCHOOL OF AEROSPACE MEDICINE (USAFSAM)

BALTIMORE

12 May 2022

1 INTRODUCTION:

This effort includes tasks and activities to be performed by a hotel contractor and third-party booking/scheduling agencies, in support of Center for Sustainment of Trauma And Readiness Skills (C-STARS) Baltimore. Hotel shall have a three (3) or more star rating to submit quotes/proposals on this contract (Google search, class rating for the property).

2 DESCRIPTION OF SERVICES:

2.1 The contractor shall perform the tasks outlined in the following paragraphs to fulfill the requirements of this Task Order:

2.1.1 Room: Each room is required to be at least 150 sq. feet with one (1) king-sized bed for single accommodations, two (2) double or two (2) queen-sized beds for shared (dual) accommodations, small empty (non-wet-bar) refrigerator, telephone with free local calls, additional clothing storage (wardrobe, dresser, chest of drawer, etc.) for dual accommodation situations, and adequate lighting. Rooms shall be maintained by hotel housekeeping staff on a daily basis. The same set of rooms should be used for C-STARS students each month.

2.1.2 Bathroom: The bathroom is required to have at least one each: toilet, sink, and bathtub/shower.

2.1.3 Laundry: Washing machine(s) and drier(s) shall be available on the hotel premises for student use.

2.1.4 High-speed internet must be available in each hotel room and at a central/on-site business facility at no additional charge to the C-STARS students. Computers, printers and fax capability must also be available at a central/on-site location at no additional expense to the C-STARS students.

2.1.5 Microwaves must be either in rooms or available for use in a central/on-site location.

2.1.6 Ice machines must be maintained in working order and available to C-STARS students.

2.1.7 The hotel shall provide smoke-free rooms to C-STARS students..

2.1.8 The hotel shall comply with city fire and safety code regulations.

2.1.9 The hotel shall provide safe, complimentary parking for the C-STARS students’ privately owned vehicles for the duration of their stay at the hotel and government owned vehicles for the duration of the contract.

2.1.10 The performance of these services are not considered to be mission essential during time of crisis.

3 PLACE OF PERFORMANCE:

3.1 C-STARS BALTIMORE: Hotel accommodations shall be within walking distance (no more than three city blocks) of University of Maryland Medical Center (UMMC), located at 22 S Greene St, Baltimore, MD 21201. Hotel should obtain at least a three-star rating (Google search, class rating for the property). The training consist of rotating clinical shifts on 24 hours operations; therefore, its imperative students are not placed in an unsafe environment. Safety is our utmost concern of the students when traveling to and from training. Notice of the exact number of hotel rooms needed per class (2022L-2023K) will be provided to the contractor at least two (2) weeks before the class. An updated schedule will be forwarded to the winning hotel and monthly requirements/updates will be supplied by a designated point of contact (POC) at the C-STARS Baltimore site.

3.1.1 COURSE SCHEDULE: The below table outlines the course schedule. The class dates, which consist of twelve (12) days, may not account for travel days. The students may arrive one (1) day early and may leave one (1) day after. There may be circumstances that a student may arrive two (2) days early if traveling from overseas locations. This makes each training session fourteen (14) days.

3.1.2 Class Training Sessions: The contractor shall provide hotel accommodations for an estimated fifteen (15) class sessions. Each class session will have approximately nineteen (19) students in attendance. An estimate of thirteen (13) nights of accommodations per student, per session is two hundred, forty seven (247) nights per session (nineteen (19) rooms per session). An estimate of three thousand, seven hundred five (3705) nights per base year.

3.1.3 Check-in and Check-out: Specific check-in and check-out dates will be supplied by the designated POC(s) at the C-STARS Baltimore site. Check in for students will be one (1) day prior to the start date of each class. Check-out will be one (1) day after the completion date of each class. The majority of students will check-in one (1) day prior to the start of class, with some students checking in two (2) days prior to the start of class due to having to travel to Baltimore from overseas locations. The contractor shall provide rooming accommodations according to the dates supplied by the C-STARS Baltimore on-site POC(s).

3.1.4 Invoicing: The contractor shall only bill for days C-STARS Baltimore students occupied rooms.

4 GOVERNMENT FURNISHED PROPERTY: There are no government supplies or facilities provided.
