TECHNICAL WORKSHEET PROPOSAL

Gulfport, Mississippi S&RTS

Instructions:

· When completing this technical evaluation worksheet, the Offeror shall assume the Government has no prior knowledge of the Offeror’s experience.

· The Proposal shall not simply rephrase or restate the Government’s requirements, but rather shall provide convincing rationale to address how the Offeror intends to meet each item in the worksheet in accordance with the PWS. Statements that the Offeror understands, can or will comply with the PWS; statements paraphrasing the PWS or parts thereof; flowcharts simply listing activities related to performance of the PWS; and phrases such as “standard procedures will be employed” or “well known techniques will be used,” etc., without a description of how services will be performed shall be considered unacceptable.

· The entire submission of this Technical Worksheet shall not exceed 25 pages (a single-side is equal to 1-page).

· If more than 25 pages are received, only the first 25 pages will be evaluated and all other pages will be removed and therefore not evaluated.

· Documentary evidence (photos) and Material Handling Equipment (MHE) lists will not count against the page limits.

· Failure to complete this document in its entirety or failure to attach all requested documentation may result in the offeror’s proposal being ineligible for award.

MHE, Labor, and Overall Management of Operations A. Describe your capability to provide all labor (including labor during a shortage due to competing requirements) and equipment necessary to handle multiple classes of supply and multiple vessels while conducting stevedoring operations within required timeframes at all port locations listed in the requirement. As an attachment to this worksheet, provide a list of all MHE in your inventory at each port. Include any equipment which is currently in your inventory and any equipment that you have the ability to provide for this requirement. If you do not currently have certain equipment, explain how you will obtain it if required.

Stevedoring Services

B. Describe your capabilities to successfully conduct stevedoring & related terminal services without damage and in accordance with stow plans and applicable safety regulations, to include:

(1) Loading and Discharging

(2) Receipt and Disposition

(3) Stuffing and Unstuffing

(4) Tally & Checking

(5) Inoperable or Deadline Equipment: Explain your capability of retrieving inoperable or deadline vehicles (tracked and wheeled) in excess of 150,000 lbs. (70,000 kg) IAW PWS 5.15.1 and 6.5.4.
