About this file

This document is a compilation of supplemental contract clauses for Department of the Air Force acquisitions.

The clauses address several key compliance and operational requirements. The AFGSC Ombudsman clause establishes a mechanism for offerors and potential offerors to escalate concerns that cannot be resolved by the contracting officer. For AFGSC acquisitions, concerns should be directed to the Director of Contracts at the Air Force Installation Contracting Center, Operating Location - Global Strike via email at ig.afica_kg.workflow@us.af.mil, with further escalation available to the Air Force ombudsman. The ombudsman has no authority to bind the agency and does not participate in proposal evaluation or source selection. The Elimination of Use of Class I Ozone Depleting Substances clause prohibits contractors from providing services or products requiring Class I ODS in testing, operation, or maintenance. Specified prohibited substances include halons, chlorofluorocarbons, carbon tetrachloride, methyl chloroform, and methyl bromide, with an exception for materials where these substances are minor constituents. The Health and Safety on Government Installations clause requires contractors to take reasonable steps to prevent accidents and preserve health and safety of contractor and government personnel, comply with Department of the Air Force Occupational Safety and Health Standards as directed by the contracting officer, and promptly correct violations or face contract termination. The Contractor Access to Department of the Air Force Installations clause mandates that contractors obtain base identification and vehicle passes for personnel making frequent visits, submit written requests listing employees and subcontractors needing access, comply with unescorted entry requirements for controlled areas, return all credentials upon contract completion, and register personnel in the Emergency Mass Notification System. Failure to comply with access requirements may result in withholding of final payment.
