About this file
This is a Statement of Work (SOW) for a one-year subscription to forest products market data and intelligence services provided by Forest2Market, Inc. through their SilvaStat360 platform.
The primary requirement is to provide Forest Service staff with access to delivered wood fiber, delivered logs, and stumpage data and dashboards for 12 months, including weekly delivery of "Lumber Price and Volume Weekly Snapshot" reports and help desk technical support. Desired content requirements include cost of production breakdowns for forest management activities (cut/skid/deck, truck haul, stumpage, roadwork, environmental protections), key cost input indices for labor and fuel, revised stumpage charts delineated by public/private landowners across consistent geographic areas, and visual presentations of finished goods prices separated by species (hardwood/softwood). The subscription will allow access by any Forest Service staff and enable a cross-deputy Washington Office team (Policy office, FMRMVE, and Research) to develop market intelligence reports. The performance standard requires uninterrupted service with less than 24 hours of downtime per month, excluding scheduled system updates. The Period of Performance consists of a base year plus four optional one-year renewal periods. Invoicing must be submitted through the Invoice Processing Platform (IPP) on a monthly basis, with detailed invoices identifying GSA GWAC number, order number, period of service, services provided, labor category, contract line items, hours, unit price, and extended price. The contractor must provide Software Line Item Pricing Spreadsheet (SWLIPS) data at award for software licensing inventory tracking per OMB M-16-12 requirements. Standard IT security, Section 508 accessibility, IPv6 compliance, and government facility closure procedures apply to contract performance.

STATEMENT OF WORK
1.0 Background
The agency continues to emphasize the need to increase the pace and scale of wildfire risk reduction and ecosystem restoration. When the treatment objective (the outcome) is to reduce the total tree biomass in the stand (via altering density, composition, and/or size class), the agency finds it helpful to determine if utilization of removed material is a viable alternative to disposal of removed material, thus helping offset treatment costs.
The Agency needs consistent and readily accessible forest products market information such as fiber demand and supply, utilization, manufacturing capability/needs/capacity, and supply chain information. Better market intelligence enables the agency, at regional, forest, and Washington Office level scales and enhances their understanding of market conditions and the Agency’s ability to identify potential treatments aligned with markets for forest products.
Robust market information is vital to identifying and understanding trends and supporting programs for incentivizing investments in new infrastructure.
2.0 Scope
The scope of the project is to complement and fill gaps in existing agency databases that track timber removals (harvest), existing mill infrastructure, and products made (e.g., FIA Timber Product Output (TPO) and FS Executive Dashboard).
Access to the data platform will provide market information to: (1) inform the field regarding timber sale preparation, stumpage appraisals, and strategic planning; and (2) allow a collaborative cross-deputy WO team (Policy office, FMRMVE, and Research) to develop and generate market intelligence reports to inform Washington Office programs and leadership about forest product industry demand and use. The data platform subscription will allow the agency to continue delivering and refining market intelligence consistent with and leveraging recent market intelligence report development efforts.
The overall intent of providing centralized market intelligence information is to reduce potential confusion, redundancy, and inconsistencies in how the agency understands, and responds to questions about forest product market conditions, both internally and during engagement with partners and industry.

6.0 INSPECTION AND ACCEPTANCE CRITERIA
Certification by the Government of satisfactory services provided is contingent upon the Contractor performing in accordance with the terms and conditions of the referenced contract, this order, and all amendments.
7.0. INVOICES
Invoice Processing Platform (IPP) is added to this order. The Invoice submission is changed to require the use of the online Invoice Processing Platform (IPP). The Invoice Processing Platform (IPP) is a Web based system that more efficiently manages government invoicing from purchase order (PO) through payment notification. IPP is a secure online platform outside federal agencies' core financial systems that centralizes all invoice transaction data and documents in one place. The U.S. Department of the Treasury's Financial Management Service offers IPP, and the Federal Reserve Bank of Boston manages its implementation and operations. The National Finance Center (NFC) began notifying USDA existing contractors that IPP online registration is required for doing business with USDA. Visit https://www.ipp.gov/ to enroll.
The Contractor must now submit invoices online via the Invoice Processing Platform (IPP) for existing and new awards.
Invoice Details: The Contractor’s invoice must be completely detailed to include, but not be limited to: GSA GWAC Number; Order number; period of service (i.e. January 1-31, 2020), full description of services provided; labor category (if applicable); contract line item billed against;
number of hours billed against the specific line item; unit price; extended price; invoice total;
Contractor name, address, telephone and contact person; invoice number and date. Incorrect invoices will be rejected and returned to the Contractor.
Invoice against Line Item: The Contractor must identify and invoice against each individual line item in accordance with the applicable order for service.
Invoice Billing Schedule: The Contractor must identify an Invoice Billing Schedule in each proposal. The Contractor shall not bill in advance of services being performed. The Contractor shall submit no more than one (1) invoice per month for the previous month’s services. The Contractor must note in the price proposal whether the contractor intends to bill monthly or upon completion of all services for the applicable order.
8.0 Government Furnished Property
No government furnished property shall be provided for this PWS. With regards to information, the Forest Service shall provide information as necessary. Each Contractor employee shall be required to sign a non-disclosure agreement prior to receiving any FS information. Information may include:
➢ Applicable policies, procedures, directives, regulations, and material relevant to this requirement.
All documents, materials or records provided to the Contactor, developed, or maintained by the Contractor in the performance of this contract are deemed to be property of the Government and returned upon request.
9.0 Disclosure of Information
Information made available to the Contractor by the Government for the performance or administration of this effort shall be used only for those purposes and shall not be used in any other way without the written agreement of the Contracting Officer. The contractor agrees to assume responsibility for protecting the confidentiality of Government records, which are not public information.
The government will not grant access to, nor provide information obtained from the subscribed data services to those outside the Forest Service, except for visual presentation or handout material provided at selected meetings with user groups, other agencies/government offices, or other members of the public.
10.0 Right in Data
The government is not providing or soliciting the creation of new data specific to this statement of work.
11.0 Administrative Consideration
Designation of Contracting Officer’s Representative (COR)
The COR is responsible for the technical direction of the contract work. In no event, however, will any understanding, agreements, modification, change order, or other matter deviating from the terms of this contract be effective or binding upon the Government unless formalized by proper contractual document executed by the Contracting Officer prior to completion of the contract.
The Contracting Officer shall be informed as soon as possible of any actions or inactions by the contractor or the Government which may affect the price, required delivery or completion times stated in the contract, so that identified desired changes and outside influences on the contract may be modified as necessary. Whenever, in the opinion of the contractor, the COR requests efforts outside the scope of the contract, the contractor shall advise the COR. If the COR persists and there still exists a disagreement as to proper contractual coverage, the Contracting Officer should be notified immediately, preferably in writing if time permits.
Proceeding with work without proper contractual coverage could result in non-payment.
A copy of the COR delegation letter shall be provided to the Contractor within five days after award.
