This requirement is for the manufacture of the aircraft parts listed in the Schedule (Attachment 2) to be used on United States Coast Guard (USCG) aircraft.

The objective for the Contractor is to provide the Aviation Logistics Center (ALC) with the parts listed in the Schedule that are Ready-for-Issue (RFI) to support our Programmed Depot Maintenance (PDM) efforts.

2.0 Major Tasks

Work under this Purchase Order shall be performed at the Contractor’s facility or an Aviation Logistics Center (ALC) Long Range Surveillance (LRS) Engineering approved facility. The Contractor shall provide all necessary materials, labor, tooling, and facilities to manufacture the parts listed in the Schedule. The Contractor shall manufacture the parts in accordance with (IAW) this statement of work, ALC (Draft) Drawing No. 405- 525-17 and Specification MIL-J-25718 (USAF).

Line Item 1 of the schedule is subject to first article testing IAW Federal Acquisition Regulation 52.209-4.

Performance of Line Item 2 is contingent upon written authorization by the Contracting officer. Requests for clarification shall be directed to the Contracting Officer.

2.1 Tool Retention

The Government will not provide any tooling as Government Furnished Property for the manufacture of any part.

The contractor shall manufacture all special, nonstandard tooling and retain it on site as government property.

The contractor shall store all special, nonstandard tooling in a weather proof location or container for a period of three (3) years and be responsible for any damage which may occur during the storage period. Storage shall be no additional cost to the Government.

2.2 Tool Disposal Requirement

The contractor shall notify the Government in writing after three (3) years if no additional manufacturing contracts were awarded to said contractor. The Government will provide written instructions for final disposition for all special, nonstandard Government tooling. The contractor shall comply with all written instructions and provide any reply requirements to insure proper disposal. However, if a new contract was awarded to the contractor, the three (3) year storage period shall be reset to zero time and restart at the last delivery of the latest contract awarded.

2.3 First Article Non-Recurring Engineering (NRE) Charges

The Contractor shall use commercially reasonable efforts to perform the manufacturing services in conformity with the SOW. Since the item is merely a size variant of a current manufacturing process, a separate line item will not be allowed for NRE charges.

2.4 Manufacture

All parts are to be manufactured as given in ALC (Draft) Drawing No. 405-525-17 and IAW Specification MIL-J- 25718 (USAF). Certification that these parts are in compliance must be provided with each part. Payments will not be made until these certifications are received. The prices in the Schedule for the manufacture of the aircraft parts shall include all requirements outlined above. These requirements may include but are not limited to:

deburring, marking, testing, and applying finishes.

3.0 Access to Documents

Drawings are available from the USCG. Before obtaining copies of these documents, Contractors shall have an active registration in the Defense Logistics Agency's (DLA) Joint Certification Program (JCP). More information on this certification can be found at http://www.dlis.dla.mil/jcp/Default.aspx. After ensuring registration, the Contractor shall complete Attachment 5 – DHS Form 11000-6, Non-Disclosure Agreement, specifically the section regarding “Other Sensitive but Unclassified (SBU)” information. A written request for access to the drawings should be submitted to John.f.waters@uscg.mil along with proof of JCP registration and the completed
