About this file
This is a specification section (Section 01 6116) for Volatile Organic Compound (VOC) Content Restrictions applicable to federal construction projects. The specification mandates that all products installed in building interiors must comply with VOC content limitations; partial compliance is not permitted.
The specification covers fourteen product categories subject to VOC restrictions: adhesives, sealants, and sealer coatings; carpet; carpet cushion; carpet tile; resilient floor coverings; wood flooring; paints and coatings; insulation; gypsum board; acoustical ceilings and panels; cabinet work; wall coverings; composite wood and agrifiber products; and other products as specified. Contractors must submit evidence of compliance for each different product in each applicable category. Acceptable compliance evidence includes current GREENGUARD Children & Schools certification, Carpet and Rug Institute Green Label Plus certification, SCS Floorscore or Indoor Advantage Gold certification, product listings in the CHPS Low-Emitting Materials Product List, laboratory testing reports, or other certifications acceptable to CHPS. For adhesives and joint sealants, VOC content must not exceed South Coast Air Quality Management District Rule No. 1168 limits, with acceptable evidence including laboratory testing reports, published product data, or manufacturer certification. Aerosol adhesives must comply with GreenSeal GS-36 standards. Paints and coatings must meet the most stringent requirements of 40 CFR 59 Subpart D or the Ozone Transport Commission Model Rule. Carpet cushion must meet CRI Green Label certification standards, while composite wood and agrifiber products must contain no added urea-formaldehyde resins. The Government reserves the right to reject non-compliant products, whether installed or not, and require removal and replacement at no cost to the Government, with the contractor bearing all costs associated with restoring indoor air quality.
