Statement of Work Pest Control
Bureau of Indian Affairs Cheyenne River Agency
1. INTRODUCTION
The Bureau of Indian Affairs requires Pest Control services for the Walter Miner Law Enforcement Detention Center.
2. SCOPE OF WORK
The contractor shall furnish all supervision, labor, materials, tools, supplies, equipment, transportation and applicable licenses and permits necessary to perform quality Pest Control services at Walter Miner Law Enforcement Detention Center. Licenses and permits shall be for the state where services are to be performed. Pest Control services shall be performed in a manner that will ensure the health, safety and general well-being of the public and building occupants.
The primary objective of Pest Control services is to achieve long term, environmentally sound pest control using a wide variety of technological and management practices. These practices include inspection/surveillance, identification, exclusion, trapping, communication, sanitation, biological and mechanical means of control, and where appropriate, application of pesticides as well as recommendations for structural and procedural modifications intended to eliminate the food, water and shelter available to pests. Frequency of treatments for all services will be determined by the Contractor and coordinated with the Government Contracting Officer’s Representative (COR) or Government Technical Representative.
The Contractor’s Pest Control services shall address the abatement of the following pests:
a. Indoor and outdoor populations of cockroaches, ants, fleas, ticks, mites, spiders, silverfish and other insects, arachnids, and arthropods, including scorpions. All other pest populations that are incidental invaders inside the specified buildings, including winged termite swarmer's emerging indoors.
b. Mosquitoes, bees of varying species, wasps of varying species and other indoor /and outdoor populations of winged stinging insects including nests, native to the local area.
c. Nesting swallows, nesting Geese, Cranes, pigeons and other flying aviary not protected by state or federal laws. Contractors shall use mechanical means to deter from nesting, defecating on roof top equipment and roofing membrane material.
d. Snakes, all species of poisonous and non-poisonous native to the local and surrounding areas not protected under state or federal law. Contractors shall abate by means of deterrent and or trapping, keeping snakes to the outer perimeter of the school campus locations.
e. Prevention, monitoring and treatment for bedbug services in residential buildings.
Contractor shall provide all-inclusive solutions for preventive, monitoring and treatment of the entire residential building and its complete furnishings.
f. Pockets Gophers, moles, voles and other subterranean pests identified and located on the school campus.
g. Indoor and outdoor populations of mice, rats and other diseases carrying pests identified on the school campus.
The Contractor shall use commercially standard, safe, effective, and environmentally sound methods to provide pest control services. These include but are not limited to biological/genetic/cultural control, mechanical and physical control, and where necessary, the cautious use of least hazardous pesticides.
The application of all pesticides shall adhere to all federal, state and local laws and regulations, including but not limited to, all applicable Environmental Protection Agency (EPA,) Occupational Safety and Health Administration (OSHA,) and state/local regulatory guidance on pesticide storage, disposal and applications. Pesticides shall be applied according to the methods, rates and precautions on the manufacturer's label. Pesticide applications shall be according to need and by schedule. As a general rule, application of pesticides in any inside or outside area shall not occur unless visual sighting, inspection or monitoring devices indicate the presence of pests in that specific area. When pesticide use is necessary, the contractor shall employ the least hazardous material, most precise application technique and minimum quantity of pesticide necessary to achieve control. Pesticides shall only be applied by Contractor personnel with a Commercial Pesticide Applicator Certificate and/or License. Certificate and licenses shall be for the state where services are to be performed. The Contractor is responsible for the safe use, storage and disposal of all pesticides used onsite. No pesticide product shall be stored on the job site. The contractor shall obtain the approval of the COR prior to any application of pesticide liquid, aerosol, or dust to exposed surfaces, or any space spray treatment.
The Contractor shall take all necessary precautions to ensure tenant and employee safety, and all necessary steps to ensure the containment of the pesticide to the site of application. Other than crack and crevice treatments, no liquid, aerosol, or dust application shall be made while tenant personnel are present.
3. PLACE OF PERFORMANCE
Services shall be performed onsite at Walter Miner Law Enforcement Detention Center located at 2105 D Street, Eagle Butte, South Dakota 57625.

4. TIMEFRAME FOR SERVICES
Scheduled services shall be provided monthly and dates shall be coordinated with the COR. A twenty-four (24) hour notice shall be provided to the COR prior to arrival at the facility.
Emergency services shall be provided within a forty-eight (48) hour timeframe from the date/time requested by the COR. Emergency services shall be no additional cost to the Government.
5. DELIVERABLES AND REPORTING REQUIREMENTS
The contractor shall provide the following deliverables and reports:
a. List of approved pesticides, labels, and Statement of Service (SOS). Labels and SOS of all pesticide materials used or that might be used for covered or ancillary pests shall be listed on a master list, electronic and binder format that is provided to the COR and updated prior to each application.
b. Service Reports and Treatment Records: All captured data from each service event shall be placed in a report and provided to the COR after each service.
6. WORKPLACE SAFETY
The Contractor shall be responsible for ensuring a safe working environment while onsite. The Contractor shall comply with all applicable Federal laws and with such additional measures as the Contracting Officer may find necessary. The Contractor is required to implement a ZERO INJURY PROGRAM for this project.
7. SECURITY REQUIREMENTS
a. Personnel: All Contractor personnel working onsite shall initiate and successful pass a Department of Interior (DOI) Access/e-Qip background check. Employee (s) will require an escort until background clearances have been approved. The Contractor shall provide nametag/identification badges for all employees working onsite. All employees shall sign in at the front desk prior to beginning service and at the end of service.
b. Vehicles: All Contractor vehicles requiring entry onto Walter Miner Law Enforcement Detention Center property shall be marked with the company logo. All vehicles must have current registration and proof of insurance.
