Source Selection Information – See FAR 2.101 and 3.104

In conclusion, the requested supplies or services represent the minimum requirements of the government.

☒ The supplies or services must be compatible in all aspects (form, fit and function) with existing systems presently installed/performing. Describe the equipment/function you have now and how the new item/service must coordinate, connect, or interface with the existing system.
All equipment used by MDSU TWO must conform to U. S. Navy Diving Manual SS521-AG-PRO-010 and is enforced by NAVSEA Director of Ocean Engineering, Supervisor of Salvage and Diving Code 3. An inspection of this kind takes approximately a year to complete, making an inspection of other commercially available equipment not practical for this requirement. No equipment shall be used without completing this NAVSEA inspection.
To date, NAVSEA has conducted two operational user evaluations on commercially available LARS from Bay Tech Industries (Sept 2019) and Morgan City Rentals (May 2020). Each system was evaluated for safety, ease of use, and operational capacity. Both LARS offered by Morgan City Rentals and Bay Tech Industries LARS meets the criteria for use for Deep Dive Profiles for Navy Diving.
However, only the LARS provided by Morgan City Rentals has established military tactics, training, and procedures. Establishing tactics, training, and procedures for the Bay Tech Industries LARS would take several months to accomplish before being used for the purpose of deep dive training for Mobile Diving and Salvage (MDS) companies OFRP. This timeline is not practical for the purpose of this requirement.
Furthermore, MDSU TWO has procured two of these systems via NAVSEA, with an estimated delivery date of 28 March. However, before these items can be placed into service, they must pass through customs, tactical training and procedures inspections, final certifications, and manned testing done by NAVSEA. This process will take approximately 90 to 100 days making waiting for the procured items to be approved for use not practical for this requirement.
