About this file
This document is a Sole Source Justification and Approval for providing Preventative Maintenance and Inspection (PMI) services for the Monaco Intrusion Detection System (IDS) at Dyess Air Force Base. The 7th Security Forces Squadron is requesting a new firm-fixed price sole source contract with Monaco Enterprise Inc. (MEI), the original manufacturer and service provider for the equipment.
The PMI services will include cleaning and servicing the security systems, software updates, map updates, and other specialized maintenance tasks to extend the life of the equipment and improve system performance. MEI is the only known source capable of providing these services, as evidenced by market research and prior sole source awards for the same service code. Awarding a sole source contract will prevent future alarm system failures that have previously required extensive corrective measures and impacted the base's mission. The estimated contract value is $242,753.18 with a base period and four option years.

Estimated Contract Cost (including Options): $242,753.18
This will be a new firm-fixed price sole source contract that will be a sole source award to Monaco Enterprise Inc. (MEI).
The 7th Security Forces Squadron at Dyess AFB, TX is requesting for Intrusion Detection System (IDS) Preventative Maintenance and Inspection (PMI) for their hardware and software for the D-21 Monaco System. All labor, services, tools, materials, equipment, transportation, supervision, and other requirements to provide preventative and emergency maintenance will be provided by the contractor. The PMI service include items such as cleaning and servicing the Security D-21s, D-21 software updates, updates to the Dyess base map, and documenting any D-21 system changes, etc. This service will be bi-annual and have 4 option years.
The PMI will be to service the entire system, including advanced tasks such as evaluating frequencies, circuitry, and other specialized knowledge tasks. The system that will be analyzed will be the Monaco IDS. The services provided will extend the life of the equipment while providing improved system performance and reduce possible downtime. Sensitive electrical components are easily damaged from excessive heat and moisture; regular maintenance can reduce the chance that these irritants may cause a total system failure. In addition to the PMI, service provides an opportunity for the base personnel performing the day-to-day maintenance to have an on-site Monaco Technician that has years of experience with Monaco Systems. The Dyess AFB technician can then use any remaining time to visit additional facilities, ask follow up questions, or complete additional refresher training as well as provide an opportunity for the Monaco Technician to offer recommendations on system changes or improvements.
Monaco Alarm System failures have impacted the entire Dyess AFB installations in the past, forcing Dyess AFB personnel to pull guard duty for 3-4 weeks at a time, impacting mission accomplishment. Having a maintenance systems contract in place would prevent future alarm failures, and extreme associated corrective measure costs can be avoided moving forward. Monaco's PMI program has proven to extend the life of equipment while providing improved system performance.
Monaco Enterprise Inc. (MEI) is the original manufacturer and service provider for the fire, security, and life safety equipment and services currently installed on Dyess AFB. For the PMI Services to the system, market research was conducted utilizing Dynamic Small Business Search and FPDS-NG. A Dynamic Small Business Search using key word "Monaco" under nature of business resulted in zero businesses. An FPDS-NG search identified 23 contract actions for service contracts with the same Product Service Code (PSC) to MEI on a sole-source basis.
Intelligence Communications Directive-705 Tech Specs—Chapter 7. Intrusion Detection Systems is the governing regulation for this requirement. AF Global Strike Command has future plans to transition to the Vindicator IDS; however, this transition must be done as a base wide initiative as opposed to this simple renovation project. All future extensions of the IDS will be a sole
