About this file
This is a Sole Source Documentation form for a federal purchase order under FAR Part 13 for acquisitions between $10,000 and $250,000. The Drug Enforcement Administration (DEA) is procuring one Arrowhead Dual77 Laser system for the DEA South Central Laboratory with a delivery date of September 18, 2026. The laser is used to detect and develop latent fingerprints on evidence items and to conduct friction ridge analysis.
The justification for sole source procurement is based on the specific technical requirements of the DEA's fingerprint processing procedures. The laser must operate at a wavelength of 532 nanometers with an 8-watt output to achieve proper fluorescence when used with the dye stains and amino acid developers required for evidence processing. The contracting officer conducted market research by reviewing products from six forensic light source providers (Fox Fury, Foster Freeman, Tritech Forensics, Coherent, Sirchie, and Forenscope) and determined that none offer comparable light sources meeting the DEA's specifications. The contracting officer determined that only one source is reasonably available and certified that no order will be placed unless the price is found to be fair and reasonable. The procurement is designated as DAC Number D-26-SS-0066 and is not a recurring requirement.

SOLE SOURCE DOCUMENTATION
FAR PART 13
Purchase Orders Over $10,000 but not Exceeding $250,000
Acquisitions that do not allow for competition to the maximum extent practicable must be documented in accordance with Federal Acquisition Regulations (FAR). A Limited Sources Justification is required when soliciting fewer than three sources per FAR 13.104, or when using brand name descriptions per FAR 13.106-1(b)(1). A Limited Sources Justification is not required for brand name or equal procurements. Follow procedures at FAR PART 11.104.
Type of action: sole source acquisition brand-name
DAC Number: D-26-SS-0066 Estimated total amount: Recurring Requirement: YES NO
Delivery Date: 9/18/2026 Period of Performance:
Brief description of supplies or services required and the intended use:
The Laser is used to detect/develop latent prints on items of evidence. One Laser is needed to conduct friction ridge analysis at the DEA South Central Laboratory.
Summary of the facts and circumstances that support the determination that only one source is reasonably available to supply the required supplies or services, or only the specified brand-name items can satisfy the Government’s need:
The DEA uses dye stains and amino acid developers that require LASER use for proper visualization and capture of developed fingerprint impressions. The dye stain and amino acid developer used requires a specific wavelength of 532nm, and an 8 watt output to achieve full fluorescence. Other brands do not offer LASERS that match the specifications needed to complete fingerprint evidence processing. Using a different brand or item would result in low quality work product; analysts would not be able to fully complete fingerprint processing on common evidence received at the laboratories. (i.e., non-porous evidence, porous evidence).
Describe in detail any market research conducted. Include results and state whether any vendors expressed interest:
A review of products offered by the below listed forensic light source providers did not find any comparable light sources to the Arrowhead Dual77 LASER. Each of the suppliers listed below offers forensic light sources that are not in a useable wavelength range for DEA fingerprint processing, or do not provide the necessary watt output for proper fluorescence of dye stain treated evidence.

The Contracting Officer hereby determines that, due to the circumstances of this procurement:
Only one source is deemed to be reasonably available.
Only the specified brand-name item will satisfy the Government’s need. For orders exceeding $25,000, this Limited Source Justification shall be made available together with the solicitation and posted on the Contract Opportunities page on the Governmentwide Point of Entry (SAM.gov) in accordance with FAR 5.101(a)(1).
The Contracting Officer certifies that an order for the supplies or services will not be placed unless the price is found to be fair and reasonable.
