About this file

This document is an Environmental Management System (EMS) Summary for contractors performing work at Seymour Johnson Air Force Base (SJAFB). The EMS establishes SJAFB's environmental commitment to continual improvement, pollution prevention, and regulatory compliance. As a contractor, you must be aware of any activities that impact the environment, especially the installation's highest priority issue of managing oil/water separators. All personnel working at SJAFB are required to complete EMS Awareness Training. The document also includes an Environmental Commitment Statement from SJAFB leadership, which extends the EMS to all organizations, tenants, and contractors on the installation.

The related federal contract opportunity is a solicitation for an Asbestos Abatement IDIQ contract at SJAFB. Requests for Information (RFIs) regarding this solicitation are due by email to the Points of Contact by 6 September 2024. Offerors should follow the instructions provided under the addendum to 52.212-1 "Instructions to offerors."

SEYMOUR JOHNSON AFB

ENVIRONMENTAL MANAGEMENT SYSTEM

EMS FOR CONTRACTORS

AUGUST 2024

Introduction

In accordance with Department of Defense Instruction 4715.17, Environmental Management Systems, the Air

Force will continue to implement and deploy Environmental Management Systems as an appropriate and effective framework to meet its environmental goals. The goal of the SJAFB EMS is to improve the core business processes of SJAFB, as they relate to the environment, seeking to improve and enhance performance in support of the overall mission. The EMS supports a transition from a compliance driven program to one that focuses pollution prevention efforts on managing both environmental and mission risks.

Environmental Commitment Statement

Central to the EMS is the Environmental Commitment Statement (reverse) set by Wing Leadership. It establishes fence-to-fence applicability to include all 4th Fighter Wing and 916th Air Refueling Wing organizations, all tenants, and contractors conducting business on SJAFB property. It further extends applicability to the areas under SJAFB control at Blakeslee Air Force Recreation Area and the Dare County Range. As indicated in the statement, SJAFB leadership is committed to continual improvement, pollution prevention, regulatory compliance, the conservation of natural resources, and the integration of environmental awareness into day-to-day operations.

What Is EMS?

An EMS is that part of an overall management system that includes organizational structure, planning activities, responsibilities, practices, procedures, processes, and resources for developing, implementing, achieving, reviewing, and maintaining the environmental program and achieving environmental goals based on continual improvement.

The EMS is intended to help SJAFB balance its mission with maintaining regulatory compliance and developing sustainability strategies to secure this base’s ability to support current and future mission requirements.

Significant Aspects

An aspect is any interaction with the environment caused by activities on SJAFB. Through the EMS, these aspects have been systematically inventoried and evaluated based on multiple criteria. These criteria are scored for each aspect as recommended by Wing Leadership to establish those environmental aspects deemed most critical to address. Through this process, SJAFB has determined that its highest priority for 2024 is to improve the management of oil/water separators across the installation through repair, replacement, or elimination.

What Is My Role?

As a contractor performing work on SJAFB property, understand that any activities that directly or indirectly impact the environment, especially the significant aspect listed above, must be communicated with the 4th Civil Engineer

Squadron, and the greatest precaution should be taken to avoid negative impacts to the environment. Think of EMS the same way you think about safety. Just as you are aware of all safety hazards associated with your job, you must also be aware of all environmental impacts associated with your job and mitigate those to the extent possible.

All personnel working for, or on behalf of, SJAFB (including contractors) are required to complete EMS Awareness

Training. This training is provided as an attachment to this Summary.

To find out more about the SJAFB EMS or to discuss potential impacts of contracted activities, please contact the

SJAFB Environmental Office at 919-722-3971.

DEPARTMENT OF THE AIR FORCE

4TH FIGHTER WING (ACC)

SEYMOUR JOHNSON AIR FORCE BASE NC

MEMORANDUM FOR ALL SEYMOUR JOHNSON AIR FORCE BASE PERSONNEL

FROM: 4 FW/CC

SUBJECT: SJAFB Environmental Commitment Statement

1. The 4th Fighter Wing (4 FW) is the host unit at Seymour Johnson Air Force Base (SJAFB) and accomplishes its training and operational missions with F-15E Strike Eagle fighter jets. The 916th Air

Refueling Wing (916 ARW), a tenant unit at SJAFB, operates the KC-46 Pegasus, a military aerial refueling and transport aircraft. The 4 FW is responsible for the management of SJAFB, the Dare County Range, and the Blakeslee Air Force Recreation Area.

2. Specific mission requirements for both the 4 FW and 916 ARW include access to airspace, land, material resources, and personnel. SJAFB maintains access to these requirements, in part, through effective and compliant management of its air quality, cultural resources, petroleum/oils/lubricants, hazardous materials and waste, natural resources, storage tanks, toxic substances (e.g., asbestos and lead), and water quality.

3. Regional/local environmental concerns include occasional aircraft noise complaints and infrequent inquiries related to SJAFB’s historical use of perfluorooctane sulfonate (PFOS) and perfluorooctanoic acid

(PFOA). The 4 FW Public Affairs Office and the 4th Operations Support Squadron handle noise complaints locally, while subject matter experts at the Air Force Civil Engineer Center handle inquiries concerning

PFOS/PFOA.

4. Air Force Policy Directive (AFPD) 90-8, Environment, Safety & Occupational Health (ESOH)

Management, establishes Air Force (AF) policy for ESOH and applies to all AF personnel and all AF operations. All persons working for, or on behalf of, the AF must be aware of this policy. It establishes AF

ESOH priorities of compliance, risk management, and continual improvement, and requires the SJAFB

Environmental Management System to meet the performance elements of International Organization for

Standardization (ISO) 14001, Environmental Management Systems.

5. In accordance with AF Instruction 32-7001, Environmental Management, the 4 FW is committed to:

a. continual improvement (as defined by ISO 14001:2015, para 10.3, A.3, and A.10.3);

b. pollution prevention; and

c. compliance with relevant environmental laws and regulations, Executive Orders, and DoD/AF policy

6. The POC for this policy is Ms. Bethanne Trinidad, 4 CES/CEIE, 722-7455.
