PREPROPOSAL MEETING & SITE VISIT REPORT
Improve Oak Ridge Parking Pad Accessibility

The purpose of the pre-proposal conference and site visit is to survey the site and clarify any concerns bidders have with the solicitation documents, scope of work and other detailed requirements.
***All attendees shall maintain a social distance of 6-feet while participating in the site visit. All attendees shall wear protective facial coverings while at the site visit.***

A. Introductions

B. Solicitation changes and oral comments Any oral remarks given by government personnel will not change the terms of the solicitation.
Requirements of the solicitation remain unchanged unless a formal Solicitation Amendment is issued. There will be no direct oral questions. All questions and concerns must be put in writing and formally sent to the CS. There will be no discussion among offerors.
C. Offeror’s Questions
All RFI questions shall be addressed in writing to the Contract Specialist. RFI Cutoff Date/Time is August 17, 2021 at 12:00 PM EDT. All questions received by the due date will be answered and posted as an amendment to the solicitation. Email all questions to andrew_griffith@nps.gov.
D. Solicitation and Amendments
The Request for Quote (RFQ) and future amendments shall be available through the GPE at www.beta.sam.gov. Enter the solicitation number 140P3021Q0058 in the search block “search contract opportunities”.
E. Set-asides:
This acquisition is a 100% small business set-aside.
F. % of Work by the Prime Contractor:
The prime contractor must perform at least 15% of the work on site with his/her own organization.
G. Construction Contract Wage Determination (formerly Davis Bacon Act):
The solicitation specifies the minimum hourly rates and fringe benefits to be paid laborers and mechanics that perform on-site work. DOL WD VA20210185 01/01/2021 applies.
H. Site investigations and Differing Site Conditions:
Contractors are strongly urged to visit and review the project site to determine existing conditions that will affect the work. Contract modifications and price adjustments will not be granted based on conditions that could be determined prior to award.
I. Proposal:
1. Submission:
Quotes are currently due September 08, 2021 at 12:00 PM EDT. Offerors shall e-mail their proposal to andrew_griffith@nps.gov.
2. Contents:
Refer to the solicitation.
3. Pricing & Options:
Offerors shall submit a price for the total lump sum and a breakdown cost for direct costs associated with labor, equipment and indirect costs. Pricing must be filled out on the SF
J. Proposal Evaluations:
The Government will award to the lowest priced offer that conforms to the solicitation. Quotes will be ranked from lowest price, to highest price. If the lowest priced offer conforms to the solicitation and carries an acceptable past performance rating in SAM (no exclusions), award will be recommended to that vendor. The evaluation will be conducted based on “best value”, in accordance with FAR 13.106-2 (b).
K. Subcontracting Plan:
Not applicable.
L. Project Description and Site Visit:
The NPS Park Project Manager/POC will give a brief overview of the project and park rules/restrictions and conduct a visit of the project site.
