About this file
This document is Section M (Evaluation Factors for Award) for an In-Flight Trainer (IFT) Aircraft Services solicitation issued by Naval Air Systems Command (NAVAIR), Program Manager Adversary and Specialized Aircraft (PMA-226), for Contracted Air Services (CAS). The solicitation is controlled by PMA-226 with a CUI category designation and has a distribution statement limiting access to Department of Defense and U.S. DoD contractors only through October 30, 2025. The document is dated April 20, 2026.
The Government will select one Offeror based on best value to the Government, considering all factors. Proposals must first meet a prerequisite assessment; those deemed unacceptable will be eliminated without further consideration. The evaluation process employs two primary factors: Past Performance (significantly more important than Cost/Price, though Cost/Price importance increases with equality among Offerors' past performance ratings) and Cost/Price. The Past Performance factor assesses quality requirements, schedule adherence, and effort management on similar programs, with a Performance Confidence Assessment rating (Substantial Confidence, Satisfactory Confidence, Neutral Confidence, Limited Confidence, or No Confidence) assigned based on relevant past performance from prime Offerors with the same CAGE code/UEI. Contract references older than five years are not considered recent and therefore not relevant. The Cost/Price factor evaluates completeness, reasonableness, and balanced unit pricing against Not-to-Exceed (NTE) amounts in Section B, with the Total Evaluated Price (TEP) calculated as the sum of proposed unit prices multiplied by Section B quantities for FFP CLINs (0001-0003 and 0005). The Government may conduct price analysis using various techniques, including comparisons to competing proposals, historical DoW contracts, independent estimates, and industry standards.
