About this file

Summary

This is a Special Waste Characterization Profile form submitted by the New Hampshire Department of Environmental Services (NHDES) Winnipesaukee River Basin Program for disposal of biosolids generated at the Franklin Wastewater Treatment Facility. The profile documents the characterization of municipal wastewater sludge that has been anaerobically digested and dewatered via centrifugation, with an estimated annual quantity of 2,400 tons. The waste stream originates from residential and commercial sources, with less than 1% from industrial sources including metal finishers, municipal water treatment solids, brewery operations, and landfill leachate. The biosolids cake is collected in roll-off containers and transported by Goulet Trucking (MA-113 permit) for disposal. Proposed disposal facilities include options across multiple states: Massachusetts (Southbridge), Maine (Hawk Ridge, Juniper Ridge), New Hampshire (NCES), Pennsylvania (McKean), New York (Chemung County, Clinton County, Grasslands, Hyland, Ontario County), and Vermont (NEWSVT). The facility contact is Sharon A. McMillin, Environmental Program Administrator, with billing through Casella Organics - New England Waste Services of Maine, Inc.

The waste characterization analysis was conducted by Eastern Analytical Laboratory (NELAP #1012) with sample ID 279258, collected May 28, 2024, and received May 29, 2024. Laboratory testing included TCLP analysis for RCRA 8 metals, volatile organic compounds, semi-volatile organic compounds, herbicides, pesticides, reactive sulfide and cyanide, total PCBs, percent solids (24% dry weight), free liquids, pH (7.7-8.1 s.u.), corrosivity, and ignitability. The waste is classified as non-hazardous under 40 CFR 261 and is not a CERCLA site waste. The generator noted that total petroleum hydrocarbons testing shows levels within acceptable parameters, with detected amounts attributable to Clarifloc NE-2090 polymer (containing 20-30% petroleum distillate) used in the dewatering process. No hazardous waste designations apply under EPA or state regulations, and the certification was signed by Sharon A. McMillin on June 14, 2024.
