SPECIFICATIONS

WATER DISTRIBUTION

PART 1 - GENERAL

1.1 SUMMARY

A. Project Identification: Redding Campground water line replacement.

1. Project location is approximately 21 miles North of Ozark, AR, via AR Hwy 23 North on to Hwy 215 West. Redding Campground entrance is approximately

2.8 miles east of Hwy 23 and Hwy 215 intersection, B. This Contract includes piping and appurtenances for potable-water service outside the buildings from the filter house to the storage tank and from storage tank to campsite distribution line connection. This Contract also includes flushing, testing, and disinfecting waterlines.

C. Contractor is responsible for installing approximately 2300 ft of new waterline, 2-inch (approximately 1000 ft) and 3-inch (approximately 1300 ft) United Poly Systems or material equivalent and designed for potable water systems, replace and/or provide new shut-off valves at Filter House, Water Storage Tank, and valve located at campground.

The electrical wiring (Control Cable) associated with the waterline will also need to be installed. The 2-inch waterline and control cable is to be installed between the Filter-house and storage tank in same trench and 3-inch line from storage tank to campsite distribution line connection, field verify 3-inch valve location. There is an existing pipe sleeve that has been previously installed across the road and will be utilized for the 3-inch waterline road crossing. Existing water lines to be cut and abandoned in place.

D. Pipe Installation

a. Bid Item 2: Furnishing all 2-inch pipe, valve boxes, valves, fittings, control cable, tracer wire, detectable trench tape, water disinfection, testing, and appurtenances.

b. Bid Item 3: 2-inch Water Line Installation will include labor to install 2-inch HDPE water line at the locations shown on the drawings. This includes unclassified excavation for trenches from existing grade to required depth, furnishing, and installing pipe bedding, initial backfill, and backfill materials up to finished grade. Payment shall be made at the contract unit price per Linear Foot. Minor clearing of brush is incidental to this bid item.

Cleared brush shall be scattered onsite.

c. Bid Item 4: Furnishing all 3-inch pipe, valves boxes, valves, fittings, tracer wire, detectable trench tape, water disinfection, testing, and appurtenances.

d. Bid Item 5: 3-inch Water Line Installation will include labor to install 3-inch HDPE water line at the locations shown on the drawings. This includes unclassified excavation for trenches from existing grade to required depth, furnishing, and installing pipe bedding, initial backfill, and backfill materials up to finished grade. Payment shall be made at the contract unit price per Linear Foot. Minor clearing of brush is incidental to this bid item.

Cleared brush shall be scattered onsite.

E. All quantities, sizes, and lengths are approximate and shall be field verified before submitting quote. Pre-bid site visit will be conducted by Contracting Officer Representative (COR).

1.2 SYSTEM PERFORMANCE REQUIREMENTS

A. Minimum Working Pressures: The following are minimum pressure requirements for piping and specialties, unless otherwise indicated:

1. Potable-Water Service: 200 psi.

1.3 SUBMITTALS

A. Product Data Sheets shall be submitted and approved by the COR prior to installation, Products to verify compliance with the reference standards for the following:

1. Pipe, valves, valve boxes and fittings

2. Compression couplings for similar and dissimilar pipes

3. Gradation for bedding material

4. Control Cable, Conduit, and appurtenances

5. Detectable trench tape “Water”, Blue in color

6. Method for disposing water used in testing and disinfection of waterlines

7. Tracer Wire

1.4 QUALITY ASSURANCE

A. Piping materials shall bear label, stamp, or other markings of specified testing agency.

B. Contractor shall have a minimum of 5 years’ experience in construction and installation of HDPE potable water lines.

C. Deliver piping with factory-applied endcaps. Maintain endcaps through shipping, storage, and handling to prevent pipe-end damage and to prevent entrance of dirt, debris, and moisture.

D. Protect flanges, fittings, and specialties from moisture and dirt.

E. Store plastic piping protected from direct sunlight. Support to prevent sagging and bending.

F. Comply with NSF 61 for materials for water-service piping and specialties for domestic water.

G. All work will be performed in accordance with International Plumbing Code, Ten States Standards, current edition, ASTM ,and ANSI codes and regulations.

1.5 CONTRACT CLOSEOUT

A. The contractor will provide all technical data and warranty information for the materials provided.

B. The contractor shall remove all construction materials and debris from the site.

C. The contractor is responsible for any damage to government property.

1.6 SEQUENCING AND SCHEDULING

A. Coordinate piping materials, sizes, entry locations, and pressure requirements with building water distribution piping.

B. Contractor will be responsible for locating and verifying construction site for all buried lines prior to beginning construction operations, Arkansas One-Call must be notified 48 hours prior to construction.

C. Contractor shall notify COR at least 48 hours prior to turning off campground water supply.

PART 2 – PRODUCTS

2.1 GENERAL

A. All waterlines, pipes, and fittings shall be new and unused, of the type, pressure rating or class, and size specified. Must submit data sheets (cut sheets) and receive prior written approval before installation. All work shall be free from defect and leaks.

2.2 HIGH DENSITY POLYETHYLENE (HDPE) PIPE

A. Pipe

1. PE plastic pipe shall be PE-3408 as defined in ASTM D1248, with a minimum cell classification of 345444C in accordance with ASTM D3350. The pipe shall be SDR11, 200 psi minimum pressure rating and comply dimensionally with

ASTM D3035.

2. Pipe shall be manufactured in accordance with AWWA C901 for sizes 2” & 3”.

3. Two-inch pipe shall have minimum wall thickness of 0.216-inch and a weight of

0.634 lb/ft with minimum inside diameter of 1.917-inch.

4. Three-inch pipe shall have minimum wall thickness of 0.318-inch and a weight of 1.376 lb/ft with a minimum inside diameter of 2.825-inch.

5. PE pipe shall be provided in 500-foot lengths.

6. The joining method shall be performed in strict accordance with the pipe manufacturer’s recommendations. Joining procedures shall be capable of meeting all conditions recommended by the pipe manufacturer, including but not limited to, temperature requirements, alignment, and fusion pressures. Ribbed steel inserts with stainless steel clamps are not approved for PE pipe.

7. The HDPE pipe shall be United Poly Systems, 4707 E. Kearney, Springfield, MO 65803, 417-708-9887 and Distributed by Winwater Supply, Fort Smith, AR or an approved equal.

B. Fittings

1. PE fittings shall be made from material meeting the same requirements as the pipe.

2. Molded fittings shall be manufactured in accordance with either ASTM D2683 for socket fused or ASTM D3261 for butt fused and shall be so marked.

3. All PE fittings shall have the same or higher-pressure rating and compositions.

4. HDPE connections will be Integrifuse Fittings, Integrity Fusion Products, 270

Parkade Court, Peachtree City, GA 30269, 1-888-770-6330 and Distributed by Winwater Supply, Fort Smith, AR or an approved equal and meet AWWA C- 901/C906, NSF/ANSI/CAN-61 and NSF/ANSI-372, where applicable.

C. Valves

1. Valves shall conform to the latest revision of AWWA Standard C509 covering resilient seated gate valves for water supply service.

2. The valves shall have an iron body, bonnet, and O-ring plate. The wedge shall be fully encapsulated with rubber.

3. The sealing rubber shall be permanently bonded to the wedge per ASTM D249.

4. Valves shall be supplied with O-ring seals at all pressure retaining joints. No flat gaskets shall be allowed.

5. The valves shall be either non-rising stem (NRS) or rising stem (OS&Y), opened by turning left or right, and provided with 2" square operating nut or a handwheel.

The operating nut and the handwheel shall be marked indicating the direction to open with the word “OPEN” and an arrow.

6. NRS stems shall be cast copper alloy with integral collars in full compliance with AWWA C509. All stems shall operate with copper alloy stem nuts independent of the wedge.

7. All NRS stems shall have two O-rings located above thrust collar and one below.

The upper O-rings shall be replaceable with valve fully opened and subjected to full pressure. The stems on 2"–12" NRS valves shall have a low torque thrust bearing located both above and below the stem collar to reduce friction during operation.

8. The waterway shall be smooth, unobstructed, and free of all pockets, cavities, and depressions in the seat area. Valves made with a tapping flange shall accept a full-size tapping cutter.

9. The body, bonnet and O-ring plate shall be coated both on the interior and exterior with fusion bonded epoxy. Epoxy shall be applied in accordance with AWWA C550 and certified per NSF 61.

10. Each valve shall have the manufacturer’s name, the pressure rating, country of origin and the year in which it was manufactured cast on the body. Prior to shipment from the factory, each valve shall be hydrostatically pressure tested according to the requirements of AWWA C509 (and UL/FM where applicable).

11. Valves shall be manufactured by the Clow Valve Company, or an approved equal.

D. Valve Box

1. Valve box shall be cast iron, Shaft, Screw Type and have adequate extension to meet to grade.

2. Produced with Class 35 cast iron in accordance with and meeting all applicable terms and provisions of ASTM A48.

3. Installed per AWWA M44, manual of Water Supply Practices.

4. Asphaltic bituminous coating shall be a minimum of 1.5 mil once dry and is neither brittle when cold nor sticky when exposed to heat.

5. Recommended valve box is manufactured by Tyler Union Model 6850, or an approved equal.

E. Detectable Trench Tape

1. Detectable trench tape shall be blue in color and labeled “Water”. Tape shall be minimum of 5 mils thick ASTM D2103, a minimum of 4-inch width, and rot and acid resistant. Tensile strength of 35lbs/inch ASTMD882.

F. Trace Wire

1. All trace wire shall have HDPE insulation intended for direct bury, color coated per APWA standard for the specific utility being marked. Trace wire shall be #12 AWG copper clad steel, high strength with minimum 282lb. break load, with minimum 30 mil HDPE thickness.

PART 3 - EXECUTION

3.1 PIPE INSTALLATION, GENERAL

A. Construct the water system to the lines and grades established in the field.

B. Waterline location shall be approved by COR before installation of waterline.

C. All water line installation shall be graded to drain. Water line shall be flushed by water hydrants located in the campground.

D. All pipe, fittings, and appurtenances shall be handled and laid in strict conformance to the manufacturer’s recommendations.

E. Valves and other regulating and controlling devices shall be installed in the line where called for.

F. The interior of all pipe, fittings, and other accessories shall be kept free from dirt and foreign matter at all times. Each piece of line as it is laid shall be cleaned of all debris.

When the pipeline has become dirty on the inside during shipment or storage, it shall be swabbed out by drawing a damp swab through the line before lying. Care shall be exercised to keep all joining surfaces clean. Any pipe with contaminated or damaged joining surfaces, which cannot be satisfactorily cleaned or repaired, shall be discarded.

Under no circumstances shall pipe be laid in water, and no pipe shall be laid when trench conditions or the weather is unsuitable for such work. At all times when work is not in progress, all open ends of the pipe and fittings shall be securely closed to the satisfaction of the COR so that no trench water, rodents, earth, or other substance will enter the pipe or fittings.

G. Any section of pipe already laid and found to be defective shall be removed and replaced with new pipe at the Contractor’s expense.

H. If sewer and water lines cross, the water and sewer pipes shall be centered at the crossing such that the joints will be an equal distance and as far as possible from the crossing.

When sewer lines are less than 10 feet horizontally from water lines or if they are less than 18 inches lower than waterlines, then encase the joints of the sewer lines in concrete.

I. Where water line crosses a road ditch or swale, adjust grade of water line to provide a minimum of 18 inches of cover between the flow line and top of bedding material, maintaining slope of water line to daylight drain.

J. Bury piping with a minimum of 24 inches of cover over top of pipe and allow depth for bedding material. Bedding material shall be class 7 - ¾” washed gravel or sand, and cover pipe 4” from top of pipe. Mechanically segregated native material may be used in lieu of sand or washed gravel for bedding material, must be approved by COR. Initial backfill shall be of select material free from large aggregate or debris 2-inch or greater and organic matter. Initial bedding shall be placed in trench in such a manner to keep from damaging pipe. Trench backfill shall be compacted as to allow final settlement to match existing contour and grade, compaction methods shall not hurt or harm piping during compaction process.

3.2 CUTTING AND HANDLING OF PIPE

A. Cutting of pipe for closure pieces or for other reasons shall be done in a neat manner by methods that will not damage the pipe. The pipe and fittings shall be handled in such a

Attachment 4 manner as to ensure delivery and final placement in good, undamaged condition.

Particular care shall be exercised not to injure the pipe surfaces or coatings. Damaged pipe shall not be used in the work.

3.3 LAYING PIPE

A. No pipe shall be placed in the trench until the COR has approved the trench and bedding.

B. Each section of the pipe shall rest upon the pipe bed for the full length of its barrel.

C. Backfill the pipe within 24 hours after installing the pipe in the trench, leaving the joints and one foot of pipe on each side of each joint exposed until testing is complete.

D. When work is not in progress, securely close open ends of pipe and fittings.

E. When high density polyethylene pipe is used, it shall be weaved in the trench to provide horizontal slack in the line for expansion and contraction.

F. High density polyethylene pipe shall be allowed to cool to within 20F of the shaded trench bottom temperature before backfilling.

3.4 PIPE ALIGNMENT AND GRADE

A. Deflections from a straight line or grade, as required by vertical curves, horizontal curves, or offsets, shall not exceed the manufacturer's recommended maximum joint deflection or curvature for their pipe. If the alignment requires curvature or deflections in excess of these limitations, the Contractor shall provide special bends, standard fittings, or a sufficient number of shorter lengths of pipe to provide angular deflections at the joints within the limit set forth by the manufacturer.

B. Bends resulting in tension on joints will not be allowed.

3.5 HDPE PIPE INSTALLATION

A. Install HDPE pipe according to ASTM D 2774 and ASTM F 645.

3.6 JOINT CONSTRUCTION

A. Joints shall be made using jointing materials and applied with the proper accessories, in accordance with the manufacturer’s instructions. The joints shall be adjusted, and the work performed in a manner to obtain the degree of water tightness required. If pipe and fittings are assembled with lubricant, it must be nontoxic. Where connections are made between new work and existing lines, the connections shall be made by using special fittings to suit the actual conditions.

B. Dissimilar Materials Piping Joints

1. Polyethylene pipe and fittings may be joined to other materials by means of couplings designed for joining polyethylene pipe to another material. Couplings shall be fully pressure rated and fully thrust restrained such that when installed in accordance with manufacturer’s recommendations, a longitudinal load applied to the coupling will cause the pipe to yield before the coupling disjoints.

2. Use adapters compatible with both piping materials, OD, ID, and system working pressure.

3.7 FINAL PIPE CLEANING AND FLUSHING

A. Before testing, clean new water distribution piping systems and parts of existing systems that have been altered, extended, or repaired by high pressure water jet or mechanical means.

B. Flush system with clean potable water until dirty water does not appear at points of outlet.

3.8 PRESSURE TESTING WATERLINES

A. The Contractor shall conduct pressure and leakage tests on all newly installed or laid pipeline, or any valved section thereof. Pneumatic testing will not be allowed.

B. Conduct piping tests before joints are covered and after thrust blocks, if required, have hardened sufficiently. Joints shall remain uncovered until testing is completed satisfactorily.

C. The Contractor shall furnish the pump, pipe, gauge, measuring device, connections, and all other necessary apparatus, and shall furnish the necessary personnel to conduct the tests. All equipment, gauges, and attachments shall be subject to approval by the COR.

D. The COR shall be present during the testing period.

E. Test all newly constructed portions of the water system. New waterlines that are extensions or modifications of an existing water system shall be tested at the test pressure specified here unless the COR specifies another pressure.

F. Conduct piping tests before joints are covered. Joints shall remain uncovered until testing is completed satisfactorily.

G. Use only potable water.

H. Test Procedure

1. Contractor is responsible for pressure testing with COR on-site to verify results.

The system should be allowed to stabilize for 3 hours at the test pressure before conducting the hydrostatic test. All air will be released from system at highest

Attachment 4 point before test procedure commencement. Make up liquid may be added during this time to return to test pressure. 2-inch line acceptable leakage is 0.125 gallon per hour. 3-inch line acceptable leakage is 0.15 gallons per hour.

2. After obtaining the approved test pressure record the water level in the auxiliary tank.

3. The test phase follows immediately and shall last 2 hours.

4. The pipeline shall be pressurized to 150 psi and held at this test pressure for at least two (2) hours duration, with the leakage and pressure recordings being conducted simultaneously. Any make-up water shall be carefully measured by a meter or by pumping the water from a vessel of known volume. After every five

(5) psi drop (in the event the psi drop should occur) the pressure shall be returned to 150 psi and leakage recorded.

I. Leakage shall be verified by the Contractor and the COR.

J. If there is leakage in excess of the above requirements, the Contractor shall, at his own expense, locate and replace any defective pipe, fittings, valves, joints, and hydrants as required, until the leakage is within the specified allowance. All visible leaks are to be repaired regardless of the amount of leakage. Flush the system and repeat the pressure test until leak is repaired.

K. No paints, asphalts, tars, enamels, or other types of pipe compounds shall be used to eliminate leaks.

L. Backfill for waterlines shall be completed after the COR approves testing.

3.9 DISINFECTION OF WATERLINES

A. Disinfection by chlorination shall be performed after flushing and pressure testing are completed and approved by the COR.

B. Dosage: Provide chlorine solution with approximately 25 mg/l of chlorine for disinfecting the water system unless otherwise approved by the COR.

C. Procedure: The entire system, including the storage tank, shall be filled with the disinfecting solution. Chlorine solution shall be placed in the system, at a location approved by the COR. Test Period:

1. Chlorinated water shall remain in the system a minimum of 24 hours, after which the system shall be examined by the COR for residual chlorine. Chlorine residual at the end of the 24-hour period shall be a minimum of 10 mg/1.

2. If the minimum residual is not found present, the system shall be drained, and the disinfection testing shall be repeated. When disinfection is complete and approved by the COR, the system shall be flushed with potable water and the water leaving the lines shall have a residual chlorine concentration no higher than 1 mg/l.

3. When emptying the lines or tank after the 24-hour period, whether the system has passed or failed, the chlorine solution shall be neutralized before being discharged. Neutralize system by adding sodium thiosulfate to the storage tank in accordance with the table below. Let the sodium thiosulfate sit in the storage tank for 24-hours and then release the water from the tank and flush the system.

There shall be a trace of residual chlorine at the outlets.

D. Bacteriological Examination: After the system has been disinfected as specified, the Contractor shall test the water for bacteriological contamination from representative points in the system. The coliform organisms shall be tested for presence/absence in accordance with State drinking water regulations. If coliform bacteria are present, testing shall be repeated in accordance with State drinking water regulations. If the report of this examination is unsatisfactory, the system shall be flushed, and the disinfection procedure repeated until the results of bacteriological examinations are satisfactory.

E. The satisfactory quality of water delivered by the waterline should continue for a period of at least two full days, as demonstrated by laboratory examination of samples taken from taps along the system.

F. Bacterial testing of the water system will be the responsibility of the Contractor.

G. Repeat disinfection of the water system shall be the responsibility of the Contractor with no additional expense to the Government.
