Dear Jennifer Miller, I submit herewith a proposal in response to your RFQ FA251721Q0066, Project #TDKA 19- 1037E, PSFB Urban Tree Inventory and Evaluation. My name is Keith Hennig, and I am the President of ArborPro, Inc. I am the authorized person for all matters concerning this potential contract, and you can reach me directly at 714-694-1924.

We propose to send a team of our highly-educated ISA-certified Arborists, including a Registered Consulting Arborist, to complete this project. Our Team will collect the critical tree attributes on all deciduous trees and all conifer trees within designated areas, accurately and efficiently using hand-held tablets and our proprietary GIS Tree Inventory Software, ArborPro Enterprise 2.0. ArborPro will provide the Peterson Space Force Base (PSFB) with a complimentary one-year license of our proprietary software suite, ArborPro Enterprise 2.0, if desired. The data will be delivered digitally in a geodatabase file format, or your choice of options, and ArborPro will complete the project within 150 days of Notice to Proceed.

Having a tree inventory is a time and money-saving tool that will benefit the PSFB year after year. The liability factor of damage to property and people will be significantly reduced when hazardous trees are located and identified. Tree maintenance costs will be reduced with the ability to create work orders for tree crews, making their job easier and saving time.

ArborPro has many years of experience working in high-security environments. We have performed inventories for the El Toro Marine Base, Grand Forks Air Force Base, the Jet Propulsion Laboratory, and the Lawrence Livermore National Nuclear Research Laboratory.

Recently, due to project requirements of the Los Angeles Unified School District, many on our team have been approved by the U.S. Department of Justice. ArborPro's Team would like to partner with the Peterson Space Force Base for this project now and in the future. We possess the proper experience and knowledge of local species, including potential issues with tree disease and local pests. ArborPro, Inc. has the expertise and resources to execute this project's scope with great integrity, and we easily commit to your objectives.

PART 2 -TECHNICAL INFORMATION

QUALIFICATIONS

ArborPro, Inc. was incorporated on March 4, 2003, in California, and we’re licensed to do business in Colorado. Our home office is located in Yorba Linda, CA. Our address is 22605 La Palma Ave, Ste 509, Yorba Linda CA 92887, and we have been at this location since 2006. Our phone number is 714-694-1924, and our fax number is 714-694-1981. We would like you to consider ArborPro for your Urban Tree Inventory and Evaluation. We are prepared to conduct a comprehensive GPS-based tree inventory to assist the Peterson Space Force Base in proactively managing its urban forest.

ArborPro has been in business since 2003 and has provided Municipalities, Universities, and other federal government agencies with tree inventories, hazardous tree assessments, and management plans for the last 18 years. We are a full-service Urban Forestry consulting company, with Urban Tree Inventory and Environmental Benefits reporting at the core of our business. Our services include; GPS tree inventories, GIS-based management software solutions, Conservation Easement Assessments, Environmental Benefits Reporting, disease, insect infestation identification, Urban Forest Management Plans, and iTree reporting using iTree Streets. We have a current client list of over 350 satisfied customers nationwide.

ArborPro data collectors utilize Panasonic ToughPad pen-based tablets and ArborPro Enterprise

2.0 software for data collection. Each arborist will also have a DBH tape, clinometer, laser range finder, GPS unit, and any other necessary equipment. Our employees always dress professionally, wearing an ID badge, a company-labeled safety vest, shirt, and/or hat for clear public identification, work boots, and all PPE (Protective Personal Equipment). Each Data Collector is provided with a company-owned truck or rental vehicle. Each vehicle is equipped with a GPS unit for tracking and safety purposes.

We provide complex, client-based solutions for all aspects of Arboriculture and Urban Forestry, allowing us to accommodate a wide array of clients. Whether you are a state university, major municipality, or government agency, our range of services and extensive experience allows for a unique understanding and project-based approach to any sized project and varying degrees of Urban Forestry consulting.

ArborPro Inc. maintains a staff of 64 full-time employees, including thirty field Arborists, to perform our data collection services. Our field staff includes ISA Certified Arborists, TRAQ qualified arborists, and a Registered Consulting Arborist. In addition to the field staff, our technical Team consists of a Software Developer, IT Specialist, and GIS Analyst to support GIS consulting and development; GIS services range from simple map assembly to complex Urban Tree Canopy Assessments. The interdisciplinary mix of the ArborPro team rounds out our capabilities to satisfy all urban forest management demands, whether to aid in future planning, current management, or understanding past complications for potential opportunity development.

METHODOLOGY

ArborPro Inc. offers to conduct a comprehensive urban tree inventory and evaluation of approximately 10,000 designated trees on the Peterson Space Force Base in Colorado. Our highly educated ISA Certified Arborists team will collect the proposed tree attributes, assess tree conditions in the field, and then compile the database using our ArborPro software suite. Our Certified Arborist/Registered Consulting Arborist, Tim Clancy, will perform quality assurance to provide superior data. The entire inventory will be accessible on our Cloud-based management software, ArborPro Enterprise 2.0, with GIS Analyst support. Deliverables are available in the following formats; Microsoft Excel, Microsoft Access, XML, ESRI GeoDatabase, Google Earth's KML, and ESRI Shape File.

DATA COLLECTION PROCESS

ArborPro Arborists will assess trees on all sites as outlined in the RFP following a level 2, 360° visual inspection of the tree.

Data is input directly onto the ArborPro Software using pen-based tablet computers. Data points are mapped with the latest GIS technology to ensure sub-meter horizontal accuracy. Photographs of significant existing damage and/or concerns can be attached to the data point for reference. ArborPro will not harm any trees or properties during tree inventory and assessment.

EQUIPMENT & PROFESSIONAL APPEARANCE

TREE HEALTH ASSESSMENT

The general condition of each tree will be evaluated following the International Society of Arboriculture rating system.

Tree Condition Rating

Excellent (ISA Rating 80-

100)

Trees in this class are judged to be exceptional trees possessing the best qualities of the species. They have excellent form, very minor maintenance issues, with virtually no dead branches, deformities, or nutritional problems. These trees are in an acceptable location and can be expected to achieve a full mature shape and life expectancy.

Good (ISA Rating 60-80)

Trees in this class are judged to be desirable and, with proper maintenance, can be returned to excellent classification. They may be interfering with utility lines, planted in an overcrowded location, or have minor insect, pathogen, or nutritional deficiencies.

Fair (ISA Rating 40-60)

Trees in this category have some or all of the following problems: large dead limbs representing less than one-third of the canopy, large cavities in the trunk, major deformities, girding roots, obvious insect, pathogen, or nutritional problems.

Poor (ISA Rating 20-40)

Trees in this group are in degraded condition with irreversible problems. These can include dead branches representing 50% or more of the canopy, drastic deformities, multiple trunk cavities, and severe insect, pathogen, or nutritional problems.

Critical/Dead (ISA Rating of 0-

20)

Trees in this category are either already dead or in such poor condition that removal is required. These trees have over 90% dead branches and/or have completely succumbed to insects, pathogens, or nutritional deficiencies.

KICK-OFF MEETING

The ArborPro staff will meet with the Peterson Space Force Base representatives at the base in Colorado before data collection to discuss project requirements, site conditions, roles, and responsibilities. Meeting topics will include scheduling, field criteria, detailed attribute definition, zone or naming classification, daily operating procedures, as well as raw geographic data sharing and acquisition. Potential issues during data collection will also be discussed to agree on the best mitigation strategies. ArborPro will deliver minutes of the Kick-Off meeting within five days after the meeting.

DATA DELIVERY

Tree Inventory

ArborPro will deliver the tree inventory data digitally in your choice of the following formats;

Microsoft Excel, Microsoft Access, XML, ESRI GeoDatabase, Google Earth's KML, and ESRI Shape File. The Peterson Space Force Base will be able to access the inventory on ArborPro Enterprise 2.0, our Cloud-based inventory management software, which is accessible on any web-enabled device via a web browser. A one-year subscription to ArborPro Enterprise 2.0 will be included, along with online training and customer support for no additional charge.

Close Out Report

Upon completion of the inventory, ArborPro will provide a Close-out Report of the observations to summarize the process of data collection, provide basic statistics related to the inventory, and identify high-risk trees for priority removal. We will use this information to suggest recommendations for the management of the PSFB trees. The report will also include tree species population assessment and valuation of each tree in the urban forest. The terms used during the data collection will be defined to maximize inventory utility.

COVID 19/PPE

Our Team is fully aware of the enormous impact the Covid 19 Pandemic has caused across the country. Our Team has been able to work through the lockdown restrictions in most areas through proper training and the use of appropriate PPE per CDC Guidelines. Our company provides weekly tailgate safety meetings, many of which have addressed the Covid 19 pandemic.

Some safety topics have included Proper use of a facemask, Daily Self-Assessment Checklist, Social Distancing, etc. Every employee performs the self-assessment checklist below before beginning each workday.

KEY PERSONNEL

ArborPro does not use subcontractors on any projects unless required by the contract. We currently employ 64 people, including 30 ISA Certified Arborists (10 of which are also TRAQ certified). All arborists proposed for this project have over five years of experience data collecting street tree inventories. Our team has conducted tree inventories and risk assessments throughout the country and is well-versed in tree insects and diseases. Our full-time professional arborists have years of experience working together as a team. We feel that the background of this teamwork allows us to be more efficient and accurate in our data collection process, therefore, delivering a superior product before any deadline set forth. We also have the resources to increase the number of arborists if needed to meet any milestones, deadlines, or timelines. All data collectors will reside locally for the duration of this project.

Oscar R Corvera, General Manager

Oscar R Corvera is a multi-talented professional with over 23 years of experience working in the Arboriculture, Vegetation Management, and Landscape Industries. He has expertise in operations management, strategy and business development, large-scale mobilization/rapid response, utility vegetation management, leadership development, and strategic partnership creation.

Oscar has been certified by the International Society of Arboriculture as an Arborist for over 15 years with additional certifications as a Utility Arborist, Municipal Arborist, and a Tree Risk Assessor. Additionally, he has been a C.P.R./First Aid Instructor for over 20 years and has certifications in his hobbies of Scuba Diving and maritime activities, which he is also certified as an instructor.

During Oscar's extensive career, he has worked with over 300 public agencies, municipalities, and many commercial and private entities across the US. One of Oscar's most significant projects to his credit is the Hurricane Katrina Clean Up and Recovery Efforts. For over two years, he was the Project Manager seeing it through the completion of the initial stages of Clean Up and Assessment for Rebuild. He oversaw over 500 contractors working on various tasks and assignments through the City during that project, directly managing over 150 field supervisors and managers.

Tim Clancy – Operations Manager

ISA Certified Arborist (CERT# WE-0806A), ISA Certified Tree Risk Assessor (TRAQ), Registered Consulting Arborist (RCA #712), Independent Consulting Arborist, ASCA Tree & Plant Appraiser Qualified

Tim Clancy has extensive experience managing tree inventories for various clients since 1998.

He has performed numerous tree inventories and developed management plans for ArborPro's clients throughout the United States. Tim's extensive experience dates back to his teens working in landscape maintenance in upstate New York and in his twenties in Southern Ontario, Canada.

As Operations Manager, Tim oversees the day-to-day tasks associated with data collection by our field staff, analyzes and QC's the data and communicates with clients on the findings related to the project. Tim's knowledge, expertise, and attention to detail make him a key to the success of this project.

Ken Greby - Project Manager, Species ID Specialist ISA Certified Arborist & Data Collector, ISA CERT # WC 0550 Mr. Greby has been involved with plants and trees for his entire working life. He graduated in 1987 from California Polytechnic University, Pomona, with a BS in Horticulture and a minor in Botany. Mr. Greby has been a certified arborist since 1998 and has worked on over 100 inventories. Mr. Greby volunteers much of his time at Arboretums, teaching instructional classes for city personnel and residents on tree ID and tree care. Mr. Greby is the company's species specialist. His primary role in this project will be as a Project Manager, QA/QC, and data collector.

Richard Sulley – Field Supervisor, Data Collector ISA Certified Arborist (CERT# NY-6548A), ISA Certified Arborist

Richard Sulley was certified by the International Society of Arboriculture on April 1, 2021. He is also a Certified Consulting Urban Forester. Richard joined the ArborPro Team in June of 2018. He graduated from SUNY in December of 2014 with a BS in Ecology before getting his certification in Applied Environmental Science from Plattsburgh College in New York.

Richard led the team that completed a tree inventory project for the Village of Rockville Centre, NY, consisting of the collection of over 8,736 tree sites; he also worked on the Team in the final stages of the County of Los Angeles tree inventory project.

Scott Eckersall – GIS Developer & Product Manager

Scott Eckersall earned a BS degree in Civil Engineering from California State University, Los Angeles. He has been with ArborPro Inc. for over fifteen years and has developed ArborPro and ArborPro Enterprise, our cloud-based inventory software. Before ArborPro, he served as Product Manager and lead software developer for Digital Map Products for three years, where he designed CityGIS.com. Moreover, he worked at Psomas for one year, where he developed a variety of GIS applications, including an ArcGIS-based Automated Pollutant Loading Model for Los Angeles County. Scott continues to update and improve ArborPro’s software by implementing suggestions and ideas from clients that use the program daily.

Amy Morgan – GIS Professional/Software Technical Support Amy Morgan is an experienced and dedicated GIS professional. Graduating with honors from California State University, Fullerton, with a Geography major and Earth Science minor, Amy's educational background prepared her for her role at ArborPro. She has completed complex research projects utilizing ESRI's mapping software and particularly excels in geospatial analysis, geoprocessing, and mapping.

Recent projects Amy completed include Drought Related Tree Mortality in the Sierra National Forest, Water Quality Analysis in the Santa Ana Watershed, and The Environmental Impact of Hydraulic Fracturing. Amy previously worked for Catalina

Island Company as the website administrator. In her role at the Island Company, she primarily worked with developers on UX and UI changes to improve the end user's experience.

QUALITY ASSURANCE

Quality Control

The ArborPro software is equipped with quality assurance scripts to identify any potential data entry errors. The Operations Manager will perform the quality assurance scripts to create a series of work orders for the Project Manager to inspect. Repeating issues will be discussed with the Data Collector. The Project Manager will also conduct randomized data checks to ensure accurate and quality tree inventory. We perform both tabular and spatial queries as part of our quality assurance process. Below are some sample queries.

ArborPro will complete work on a grid-by-grid basis. Each grid will be completed and reviewed before beginning the following grid. This process ensures that no trees are missed and assures the quality of the data. If we identify issues within a grid, we can address the issue on a small scale. To the right is a map provided to the City of Palm Springs following the completion of Sunrise Park. Upon completing each park, we provided the City of Palm Springs with a detailed assessment of the trees in the park and a summary report, including detailed maps.

Weekly Review

The data collected by each data collector is reviewed by the Project Manager every week. Once our Team has run the quality assurance scripts, we will provide the Project Manager with a series of work orders for him/her to inspect. To maintain the highest integrity regarding species, we will assign Ken Greby as the Project Manager. He is uniquely qualified to review our data, especially concerning species. We train our data collectors to not "guess" on a tree species. If they do not know the species 100%, we instruct our Team to categorize it as an "Other Tree."

This way, we can quickly run a search of the "Other Trees" dataset in a zone. Ken will then go into the field and identify the trees and update the dataset.

Below is a screenshot of our software with a work order highlighted in red for species to be reviewed by our Project Manager in the City of Cedar Rapids.

Daily Monitoring

ArborPro monitors our data collectors' progress on a daily tracking sheet. This information provides the number of trees surveyed by each arborist each day and maintains a running count as the project progresses. We can share such information with our clients every week. Starting locations for all arborists can be provided each day should the client feel it is necessary. Any issues identified in the field during the previous workday can also be reported. Such a level of communication ensures consistent accuracy to allow better budget planning. Continuous communication also guarantees immediate action on concerning issues, thus producing high-quality results.

Progress Reports & Meetings

ArborPro will email weekly reports to the Contracting Officer to review the project status. The information will include detailed maps of the complete areas, a list of trees surveyed that week, trees under Priority 1 Maintenance for immediate action of the required prescription, and any other concerns regarding data or progress. ArborPro will attend an in-person meeting every two weeks where we will present a status update and a review of collected data. Any problematic review comments from the Contracting Officer will be addressed within twelve calendar days of receipt. We will also provide the Peterson Space Force Base with licenses to our web-based software, ArborPro Enterprise. The PSFB will be able to review the data in real-time using our software. This procedure has been a vast improvement with regards to our quality assurance program. If the client sees anything they question, they can immediately let us know instead of waiting until the biweekly status update and presentation of the data. ArborPro will submit meeting minutes from meetings with PSFB representatives, which capture names and organizational units of persons participating in the meeting, including the date of the meeting and discussion of all arboriculture issues.

ARBORPRO TREE MANAGEMENT SOFTWARE

ArborPro Inventory Data Collectors will record the required tree attributes onto our proprietary ArborPro software suite, which utilizes the latest in GIS (Geographic Information System) technology to offer users an immediate visual representation of any tree. The ArborPro software program can be reviewed at www.arborprousa.com, or a personalized software demonstration is available upon request. We offer to provide the Peterson Space Force Base with unlimited licenses of ArborPro Enterprise at no cost for one year.

Ease of Use

Our Certified Arborists and GIS professionals created the ArborPro Software Suite, incorporating inputs from field collectors and office managers. The result is a comprehensive, easy-to-use yet powerful GIS tree inventory program that assists our clients in effectively managing the Urban Forests. Neither extensive training nor computer knowledge is required for ArborPro proficiency due to its simplistic user interface. Data can also be exported into an ESRI shapefile, thus allowing GIS personnel to analyze data in ArcGIS format.

Map View – Integrated Mapping Component

Our mapping view provides the ability to view Full Extent, Zoom In, Zoom Out, Select Trees, Identify Trees, Create New Sites, Move Trees, Draw Polygons, Add Base Layers, and perform Spatial Queries. Utilizing the Select Tool, the user can select a grouping of trees to request detailed information or to create a work order.

Database View

The database view from ArborPro is an easy, sortable datasheet. It provides an easy way to find an individual or group of trees in the database using location attributes. Double-clicking, an individual tree brings up the tree detail form.

Tree Detail Form – Tree Sites

The Tree Detail form provides the tree’s attribute information, representative photos of the species, and a link to street view (if available). Tree attribute details are customizable to fit client requests. Additional photos can be attached using a tablet or smartphone directly from the field. These photos can show damage and/or tree characteristics, for example, flower color. Any tree attributes unspecified by existing fields can be recorded in the notes section in more detail.

The Work History keeps a record of previous changes to each tree point. Contractor work order forms and various documents can also be attached. This chronological feature, along with a photo archive, can be useful in asset valuation appraisals.
