Statement of Work

PSFB Urban Tree Inventory and Evaluation

1. SCOPE

The Urban Tree Inventory and Evaluation will include collection of geospatial urban tree inventory data, followed by a written report consistent with International Society of Arboriculture (ISA) standards.

The Contractor shall furnish the personnel, services, equipment, materials, facilities, and other requirements necessary to perform an Urban Tree Inventory at Peterson Space Force Base (PSFB).

2. PURPOSE

Develop a tree inventory of PSFB, establishing a management tool for urban forestry.

Trees, whether naturally occurring or planted, are a valuable asset on every DoD installation. Forested areas improve air quality, reduce energy costs, preserve wildlife habitat, and contribute to water and soil conservation in a built environment.

Trees are an important resource that not only provide texture, color, and beauty to an installation's surroundings, but also modify the local environment and give an installation a specific character and identity. Trees should be properly managed, including selection, planting, and maintenance.

Identifying, quantifying, and understanding an installation's tree population is crucial to determining a comprehensive, long-term approach to its wellbeing. Trees will generally live longer and gradually require less intensive care with scheduled maintenance. (UFC 3- 201-02, Landscape Architecture)

3. TASKS

3.1. Contractor shall collect data on all deciduous trees, in addition to all conifer trees within designated improved areas.

3.2. Contractor shall collect data for each tree to include:

• Global positioning system (GPS) location

• Abbreviation (based on USDA Plants nomenclature)

• Botanical name

• Common name

• Diameter at Breast Height (DBH)

• Total tree Height

• Height to live top

• Height to crown bottom

• Crown width

• % crown missing

• Condition and dieback

• Crown light exposure

• Setting

• Ground plane

• Direction from closest building

• Distance to closest building

• Notes (Conflicts, Primary and/or secondary maintenance comments, including notations of any dead trees)

• Photograph of tree

3.3. Contractor shall provide a written report to include a tree species population assessment, data analysis, discussion on significant findings including appraised value of each tree, particular areas of concern, and prioritized management recommendations.

3.4. Specific objectives are as follows:

• Conduct an Urban Tree Inventory on approximately 10,000 trees within fenced boundary (refer to Exhibit A).

• Analyze, summarize data, and develop prioritized management recommendations.

4. SUBMITTALS AND EVENTS

Contractor shall submit meeting minutes from their meeting with installation representatives, which capture names and organizational unit of persons met with, date of meeting, and discussion of all arboriculture issues.

5. Kickoff Meeting

The initial project kick off meeting will be held at Peterson SFB, Colorado, 30 days after award of contract. The Contractor team will meet with personnel from the 21st Civil Engineer Squadron. The Contractor will present and brief a proposed schedule. All Government Furnished Information (GFI) as detailed in paragraph 6.2 will be provided at this meeting. The Project Manager will provide the Contractor access to data and information specific to the study area and as required. The Contractor will provide minutes of the kick off meeting within 5 days. The Contractor shall return all GFI upon completion of contract.

5.1 Data Reporting

Contractor shall attend an in person status/review meeting every two weeks for the duration of this project once the first group of trees have been assessed. The Contractor shall present data gathered.

5.2 Review Comments

Following any review, the Contracting Officer will provide a list of comments to the

Contractor. The Contractor shall respond in writing to problematic review comments referenced to the applicable documents within 12 calendar days after receipt of the comments. Should the Contractor disagree with comments, an explanation and alternative course of action should be included if applicable. The Contracting Officer will resolve the issue and provide direction to the Contractor. The Contractor shall take no guidance from any source other than the Contracting Officer during the course of this contract that deviates from the requirements stated in this SOW. The Contractor shall immediately notify the Contracting Officer of any such request.

6. GOVERNMENT FURNISHED ITEMS (GFI):

6.1. Provide 14 Days Prior to Arrival at Installation

• GIS files containing an installation base map showing installation boundary fence line, facilities, pavements, and existing vegetation

• Official mailing address, telephone number and email address for both the Contracting Officer (CO) and CE Project Manager (PM)

• Support to obtain temporary installation passes for project team members not in possession of CAC cards, including Introduction Letter explaining purpose of consultant visits if required.

6.2. Provide Upon Arrival at Base

• A letter from 21 SFS allowing onsite photography as well as a list of restricted areas and/or facilities

• List of facility managers by facility (to include organization and telephone number)

7. CONTRACT ADMINISTRATION & DOCUMENTATION

7.1. Contractor Project Coordinator: Contractor shall designate in writing a primary and alternate point of contact to serve as Contractor's Coordinator/ Project Architect for all communication between Contractor and all Government POCs under this contract.

7.2. Letter of Transmittal: All submittals shall include a letter of transmittal identifying the date of submittal and shall include the submission as per submittals outlined herein.

7.3. Quality Control: Contractor is responsible for quality control of all submittals.

Submittals that exhibit low-quality reproduction, poor information or formatting, or obvious graphic or technical errors shall be sufficient grounds for rejection of the submittal.

8. FUNDING/SCHEDULE

Work schedule and partial payment shall be divided into three (3) phases. The contractor may start work after the Kick-Off meeting/conference.

Phase I, Background literature search/ Field Work = Due 60 Days After Award; 40% Partial Payment

Phase II, Draft Report and Data Products Submission = Due 90 Days After Award; 20% Partial Payment

Phase III, Final Report and Data Products Submission = Due 150 Days After Award;

40% Partial Payment

9. SPECIAL CONSIDERATIONS

9.1. Reporting Problems. Problems shall be promptly brought to the attention of the Contracting Officer. Circumstances that would result in submittal delay shall be reported in writing providing the reasons for delay to include Contractor's proposed remedial action.

9.2. Government Ownership/Classification. All submittals and supporting data related to this project are property of the Government and shall not be released by Contractor without written approval from the Contracting Officer. All submittal documents developed and supporting data collected during the execution of this SOW shall be considered For Official Use Only (FOUO). Contractor shall make no public announcements or disclosures relative to information contained or developed in this Contract unless authorized by the Contracting Officer.

9.3 Experience: Offerors’ key personnel shall have the experience and background of individuals who will be performing field inventory, and data analysis, final reports.

A. The following areas will be evaluated under experience:

1. ISA Arborist certification

2. Urban forest management experience in Front Range

3. Expertise in tree insect and diseases
