About this file
This document is a Quality Assurance Surveillance Plan (QASP) for a federal contract opportunity related to Airfield Operation and Management Services and Aircraft Rescue and Fire Fighting (ARFF) Services at the U.S. Coast Guard Air Station in Sacramento, California. The QASP outlines the government's methods for monitoring the contractor's performance on this contract, including unannounced ARFF response time drills, inspections of contractor records, and maintaining logs of equipment outages and response times. It also describes the government's preferred approach of discussing any performance issues with the contractor, as well as potential remedies such as re-performance, issuance of Contract Discrepancy Reports, and contractual remedies. The related federal contract opportunity is a Request for Proposals (RFP) for these airfield operations and management services, including ARFF services, with a period of performance from September 16, 2024 to September 15, 2025, and two one-year option periods. The solicitation has a NAICS code of 561990 and a size standard of $16.5 million. Proposals are due by a specified date, and the contract is anticipated to be awarded on or about August 15, 2024.

QUALITY ASSURANCE SURVEILLANCE PLAN (QASP)
AIRFIELD OPERATION AND MANAGEMENT SERVICES AND AIRCRAFT RESCUE AND
FIRE FIGHTING SERVICES
CONTRACT/RFP#: 70Z08424RALAM0001
ATTACHMENT 4
1. Purpose: This Quality Assurance Surveillance Plan (QASP) describes methods that the
Government will use to ensure that the Contractor provides acceptable performance of the airfield services contract at the Coast Guard Air Station in Sacramento, California (the
"Contract”). The QASP is the Government’s written plan for administering the Contract and monitoring major aspects of the Contractor's performance. The QASP is not part of the Contract.
It is provided to the Contractor solely for informational purposes and is subject to change by the
Government at any time during the contract performance period. Therefore, the Government reserves the right to perform more or less surveillance than is provided in this QASP.
2. Introduction: The QASP establishes a method to evaluate the services the Contractor is required to furnish. It is designed to provide an effective method of monitoring Contractor performance for each listed objective on the Performance Requirements Summary (PRS) in the contract. The Government is concerned primarily with the quality of the services provided, and not with the method that the Contractor uses to provide these services. If performance of any required service is unsatisfactory as a result of the Contractor's actions or omissions, then the
Government may take appropriate contractual remedies to reflect the deficient nature of the services received in accordance with the PWS, PRS and/or applicable FAR clauses.
3. Responsibility for Quality Control: The Contractor, not the Government is responsible for quality control and management actions to meet the terms of the Contract. The Government performs quality assurance to monitor whether Contract Standards are achieved.
4. Surveillance Methods: The Government will evaluate the Contractor's performance under this contract. Government surveillance may include, but is not limited to, the following:
a. Performing unannounced drills of Aircraft Rescue and Fire Fighting (ARFF) personnel to assess the response time for ARFF services to arrive at the site of an emergency. The
Government anticipates performing these drills twice a year, unless problems arise.
b. Examining Contractor records to determine if ARFF personnel backfills are being accomplished within contract performance criteria.
c. Inspecting the Contractor's records to determine whether ARFF personnel possess the required qualifications and certifications;
d. Maintaining a log book indicating quantity of time that lighting, navigational aids, and
AWOS are not fully operational. Reviewing NOTAMS to evaluate airfield condition;
e. Maintaining records of any instances in which the Contractor's response time to problems with lighting, navigational aids, and AWOS is greater than the maximum response time allowed by the PWS; and
f. Inspecting any other Contractor records that contractor is required by this contract to maintain.

5. Observations Methods and Remedies: The Government will record all instances of substandard performance, whether through inspections, direct observation, customer complaint, or any other mechanism. The Government's preferred course of action will be discussions with the Contractor to make the Contractor aware of the problem, and to effectively prevent any recurrence of substandard performance. However, the Government may also take the following actions in addition to, or instead of, discussions with the Contractor:
a. Request for re-performance in accordance with the PRS. All cost of rework is the responsibility of the contractor.
b. Presentation of a Contract Discrepancy Report requiring a written explanation for substandard performance; and/or
c. Contractual remedies in accordance with the applicable FAR clause(s).
