Performance Work Statement: Refuse Collection and Disposal at Harry S. Truman Project
This Performance Work Statement (PWS) establishes requirements for refuse collection and disposal services at the Harry S. Truman Reservoir in Missouri, managed by the U.S. Army Corps of Engineers. The contractor must furnish, place, empty, and clean approximately 20 refuse dumpsters across eight park areas and operational facilities: 19 dumpsters of six cubic yards and one dumpster of two cubic yards. Additionally, the contractor must provide two 30-cubic-yard construction dumpsters—one at the Truman Maintenance Building (relocatable to remote sites as needed) and one at the lab yard (fixed location). All dumpsters must be contractor-furnished, freshly painted in uniform color, and maintained in good repair. Refuse collected must be transported to a state-approved sanitary landfill at the contractor's expense. The contract effective date is April 1, 2026 (or award date if later) through March 31, with renewal options available through March 31, 2030. Services are performed between 6:00 a.m. and 5:00 p.m. on a scheduled basis: Mondays and Fridays from April through September for all 20 dumpsters; reduced frequency (Mondays or every other Monday) October through March for park dumpsters only; Fridays year-round for lab and maintenance yards; and the third Friday monthly for the visitor center.
The contractor must comply with all federal, state, and local laws regarding refuse collection, transportation, and disposal, and must obtain necessary permits and licenses. Required insurance includes Worker's Compensation, Employer's Liability, Commercial General Liability ($500,000 minimum per occurrence), and Commercial Automobile Liability ($200,000 per person, $300,000 per accident for bodily injury, $20,000 per accident for property damage). The contractor must submit a detailed Quality Control Plan including equipment, personnel, collection routes, and disinfectants for COR approval; designate responsible crew members; complete daily worksheets documenting completion times; and provide a telephone contact number during business hours. The contractor must furnish compactor-type trucks equipped to prevent refuse scattering and leakage, all detergent and disinfectant supplies, and maintain backup equipment to ensure service continuity. Winter weather may authorize alternate collection dates if roads are impassable. Holiday services are required on specified dates for Memorial Day, Independence Day, and Labor Day. The Government reserves the right to inspect all services, request re-performance at no additional cost if services do not conform to contract requirements, and may perform non-conforming services or terminate the contract if the contractor fails to promptly correct deficiencies.

Park areas at Truman Reservoir offer a wide variety of recreation facilities including boat launching ramps, campgrounds, full service marinas, picnic areas, sand swimming beaches, and a regional visitor center. Many routine maintenance items are contracted to the private sector. Mowing, refuse collection, and facility cleanup are just a few of the activities that are performed by private Contractors for the Corps.
