Pre-Occupancy Inspection Checklist
Project and Location: __________________________________________________
The following checklist is to be used as a guide for reviewing the construction of a building. This checklist is intended to be used at a time when the building is substantially complete, during the punchlist-stage, prior to final acceptance. This list is not complete, and NFPA 101 (Life Safety Code) and the International Building Code (IBC) need to be referenced for complete details on all requirements. All items are mandatory unless listed as a recommendation. Questions or unusual situations may be addressed to the Regional Safety Office.
Yes No NA
DESIGN CHECKLISTS
1 The Office Design Checklist has been completed.
2 The Single-Family Residence Design Checklist has been completed.
3 The Bunkhouse Design Checklist has been completed.
4 The Laboratory Design Checklist has been completed.
5 The Shop / Industrial Design Checklist has been completed.
6 The Storage Building/Warehouse Design Checklist has been completed.
7 The Flammable Storage Design Checklist has been completed.
8 The building construction is in compliance with any other applicable Regional Design Checklist.
If yes, which one: _________________________________________
DOORS
9 Doors are arranged to open readily from the egress side, and can open to full required width.
10 Doors close and latch freely. Locks, where installed, function easily.
11 All fire-rated doors, if required, are labeled; self-closing; and latch easily.
12 Bunkhouse sleeping room doors are smoke resistant (no grilles, transoms, louvers, etc.)
EXITS
13 At least two separate exits are provided on every story or section, and are accessible from every part of every story. Any exceptions will comply with requirements of NFPA 101.
14 The minimum clear width of any corridor serving an occupant load of 50 or more is at least 44”.
15 The minimum clear width of any corridor serving an occupant load less than 50 is at least 36”.
16 Access to a required exit is not through a storeroom, restroom, closet, or other lockable space.
17 Exit access is not through an area that is more hazardous (storeroom, lab, kitchen, shop, etc.).
18 Exits are clearly recognizable, do not have mirrors, nor are obscured with hangings or draperies.
19 Required exits empty onto a public way (not into a locked enclosure or storage yard).
LIGHTING and SIGNS 20 Emergency lighting is installed where required – shops, storage buildings, large offices.
Means of egress are marked with exit signs in accordance with 101, 7.10. Exits, other than main exterior doors that obviously and clearly are identifiable as exits, shall be marked by approved signs visible from any direction of access. In most cases, this means internally lighted exit signs are required. It is recommended that LED-type signs be used.
22 An approved sign with a directional indicator showing the direction of travel is in place in every location where the direction of travel to reach the nearest exit is not apparent. (Not in residences.)
Any door, passage, or stairway that is neither an exit nor a way of exit access and is located so that it is likely to be mistaken for an exit, is identified by a “NO EXIT” sign meeting 101, 7.10.8.3., or signed as to the space’s actual use (i.e., Janitor Closet, Storage Room, etc.).
ELECTRICAL
24 Electrical equipment has been installed in a “workmanlike” manner, free of obvious defects.
25 There is clear access to the electrical panel (no storage within 3 feet of front of the cabinet).
Yes No NA 26 Circuit breakers are clearly labeled as to the circuit or device they control.
27 Electrical outlets have been tested and the circuit wiring, including polarity, tests OK.
28 Project Mgr. informed if voltage drop test exceeds 10%. (Loan tester available from Engineering.)
29 GFCI outlets installed where required.
30 GFCI outlets and/or circuit breakers trip out and function as required.
31 In residences, Arc Fault Circuit interrupters are installed in NEC-required locations – living areas including bedrooms, hallways, dens, family rooms, dining rooms, and closets.
32 Arc Fault Circuit Interrupters trip out and function as required. Note: Test by tripping the circuit breaker at the panel, then testing for presence of voltage at the outlets.
33 Outlet, switch, and junction box covers are all in place and in good repair.
34 Knockouts and other holes in boxes are all sealed or covered, no live wires are exposed.
35 Equipment controls and disconnects are properly labeled.
36 Extension cords are not being used in place of permanent wiring.
FIRE ALARMS and FIRE SPRINKLERS
37 As-Built drawings and Operation manuals have been provided to the Station.
38 Certificates of Completion and any other required records have been provided to the Station.
39 Alarm pull boxes, smoke detectors, and other equipment are clean and securely mounted.
40 AC-powered smoke detectors are located in every sleeping room and on every level of a residence.
41 Fire alarm systems have been tested and function as required.
42 Fire sprinkler system is installed in the residence, or there is a written exemption from the RD.
43 Fire sprinkler system and associated flow alarm devices have been tested and function as required.
44 Are sprinkler control valves tagged, and either locked or sealed?
45 Required spare sprinklers have been provided for NFPA 13 and 13R systems.
46 Installers have trained Station staff on fire alarm system operation and maintenance.
47 Installers have trained Station staff on fire sprinkler system operation and maintenance.
OTHER
Portable fire extinguishers (minimum 2A,10B:C) are mounted and accessible so that no occupant is more than 75 feet from an extinguisher. (Areas where flammable materials are being used may require larger extinguishers and less distance between extinguishers.)
49 Fire extinguishers are properly labeled, fully charged with pin seals in place.
50 Owner’s manuals have been provided for any appliances.
51 Emergency eye wash / shower stations function as designed.
52 At the time of this inspection, have all punchlist or correction list items been completed?
