SWEETWATER RANCH HOUSE RENOVATION

July 8, 2021

1. GENERAL

The U.S. Fish & Wildlife Service, Interior Region 10, Bitter Creek National Wildlife Refuge is in need for construction to provide several upgrades at the Sweetwater Ranch House. This scope of work includes life/safety upgrades, additions for ADA/ABA compliance, and other general renovation tasks.

2. SCOPE

Provide the following:

2.1. BASE BID: Mobilization and Verification

2.1.1. Contractor to review electrical system for code compliance, including GFCI and AFCI outlets.

2.1.2. Contractor to determine electrical panel capacity and expansion potential in the context of the proposed scope items listed below.

2.1.3. Contractor to verify that ventilation of appliances and plumbing features is up to code.

2.1.4. Contractor to inspect the inside of the walls for the extent of rodent damage for detailed scope development.

2.1.5. Provide updated work plan upon completion of the scope verification.

2.2 BASE BID: Remove Existing Furnace and Add HVAC

2.3.1. Propose heating, ventilation and air conditioning system to provide cooling and heating for the house, including the attic space. System should be easy to maintain by refuge staff.

2.3.2. Provide design services, schematic design drawings and spec narrative for proposed design for USFWS approval. Subcontractor / Installer to participate in design discussions with the refuge staff.

2.3.3. Provide procurement and installation services for HVAC system. Include staff training and O&M manuals.

2.3.4. For bidding purposes, assume ductless mini-split HVAC system.

2.3. BASE BID: Smoke & CO Detectors

2.3.1. Install ABA compliant hard-wired smoke detectors in all sleeping rooms and adjoining areas in accordance with NFPA requirements. All electrical conduit shall be concealed.

• From the 2021 FWS Station Safety Self-Inspection Guide for Legacy Region 8: In residences, hard-wired (AC powered) smoke detectors are required in every sleeping room, in the area(s) outside the sleeping room, and one on every level of the building, including basements – but not in attics, kitchens, or garages (heat detectors OK there). Detectors need to be interconnected such that if one goes off, the alarms in all the devices go off to alert the whole building. Some AC powered detectors have 9V batteries that need to be replaced annually. They need to be tested at least annually. For systems with fire alarm panels, contractors need to be involved with their testing.

2.3.2. Install ABA compliant carbon monoxide detectors in accordance with NFPA requirements. May be combined with item 2.3.1.

2.4. BASE BID: Fire Sprinklers and Fire Alarm

2.4.1. Design and install ABA compliant fire alarm in accordance with NFPA requirements.

Note that the refuge is on well water.

2.4.2. Install fire sprinklers throughout in accordance with NFPA requirements. Piping shall be concealed in all occupied spaces.

2.4.3. Training for staff for alarm set and reset, and annual sprinkler maintenance requirements.

2.5. BASE BID: AFCI Protection

2.5.1. Provide arc-fault circuit interrupter protection to all 120- and 220-volt, single phase, 15 and 20 ampere branch circuits supplying outlets installed in dwelling units family rooms, living rooms, parlors, libraries, dens, bedrooms, recreation rooms, closets, hallways, or similar rooms or areas.

2.6. BASE BID: Paint the Interior

2.6.1. Paint all interior gypsum wall board walls and ceilings with paint color to be selected.

Include the walls at the stairs and the upper landing. Do not include other second floor spaces.

2.7. BASE BID: Rodent Proof Walls and Ceilings

2.7.1. Upon house inspection, propose approach to rodent proof walls and ceiling with rodent damage and/or rodent presence. Replace exterior insulation as necessary.

2.8. BASE BID: Install Water Quality Improvement Features

2.8.1. Water at the Ranch House is sourced from two wells and one spring on the Refuge (Unit

9 Central Windmill Well, Sweetwater Well, and Unit 9 Central Paleto Spring). Based upon ongoing water sampling efforts, all water on the Refuge is considered to be “hard,” containing moderate to high levels of minerals and coliform on occasion. This has resulted in clogged pipes and faucet filters and aerators. Water test results are available upon request.

2.8.2. Install an UV Filter with an in-line sediment prefilter (5 micron) or propose alternate solution for Owner approval. System must be simple to maintain and address occasional coliform contamination.

• Determine max flow rate.

• Establish the UV transmittance of the water.

• Level of disinfection: 40 mJ/cm2

• Location of installation tbd.

2.8.3. A water softening system is expected to help to alleviate the hard water issues and will be a necessary feature for the future installation of a reverse osmosis system. Location tbd. Design principles included in installation of a whole-house water softening system shall include the following features and details. Review proposed system with refuge staff and COR for approval.

• Be able to accommodate moderate to high water mineral levels, with a varying household occupancy (1 to 7 individuals, with an average occupancy of 2 individuals). 64,000 grain capacity minimum.

• Certified to NSF standards.

• Ability to remove high levels of iron.

• Installed to manufacturers specifications.

• Include auto/real demand regeneration based upon actual usage.

• Include durable 10% crosslink resin.

• Include a metered valve to allow for differing levels of water softening.

• Equipped with an ultra-high flow valve that is designed to provide consistent pressure for multiple appliances.

• Include a minimum 5-year manufacturer’s warranty.

• System must be easy to maintain. Review maintenance regimen with refuge staff for approval prior to installation.
