Overview of Project (Trane ‘White Paper’)

The following pages consist of the Trane ‘White Paper’ which provides for information concerning the Pacific Valley Fire Station as ‘it was’ before the ENABLE project was implemented and the inventory of the existing equipment (electrical, lighting, generator, water, fuel usage, etc.).

In the white paper there is information on the recommendations for the constructed project in regards to the Mobile Solar PV system sizing and siting. Also, the existing lighting and LED

Lighting related work is inventoried. This document is a useful reference for the Pacific Valley F.S.

site.

This document is important as it provides background knowledge of the site, and the inputs of information into IGA survey that Trane performed.

We also recommend that the final ‘Construction’ drawings in this manual be referenced for actual final installed products and details.

Contract # AG-94A40-D-15-0007 for

U.S. Forest Service ESPC ENABLE AFFECT Off-Grid Renewable Energy Project

Pacific Valley Fire Station – Los Padres National Forest

12-1-19

On September 9th and 10th, 2015, Trane did a site walk visit for the IGA Audit data collection at the Pacific Valley Fire Station located in the Los Padres National Forest. The site was ‘open’ and operating during our visit. We met with several Forest Service crew members and observed the ‘rental generator’ operation during our visit and evaluated its base load operation and full load operation. An inventory of all of the lighting, appliances, etc. was conducted. We looked at the water and propane consuming devices and appliances and made an inventory of each type.

We are providing Trane’s findings from the U.S. Forest site visit in the following five (5) Section elements: I. Location, II. Site Overview, III. Investment Grade Audit (IGA) Site Visit Findings, IV. Sustainable / Solar Siting Considerations and last, Appendix – Pictures.

I. Location

The Pacific Valley Fire Station facility is located on the Pacific Coast along Highway 1 north of San Simeon, CA approximately 35 miles. The fire station is at sea level on the coast. The best way to reach the site from the CA valley area is via Highway 101 to Highway 46 which travels west across the coastal range of mountains. At the junction of Highway 1 go north where you will pass Cambria, then San Simeon and then up to the Pacific Valley Fire Station (on the right hand side of Highway 1). The Fire Station is marked with signage and is right next to Highway 1.

II. Site Overview

Pacific Valley Fire Station is open year round and operates 24/7. The site includes an Engine Bay, Fire Cache, Fuel Storage Shed, Diesel/Gasoline Fueling tanks, Barracks (which looks like a home), Generator Building, three (3) permanent Employee Double Wide Trailer Homes, a Second Barracks with Laundry Area and a Well Pump House.

The Engine Bay Building consists of an office area with a bathroom, a shop area, engine bay and storage area under one structure. The exterior lights are metal halide (MH), and the interior lighting is mostly fluorescent and incandescent.

The Fire Cache shed is next to the Engine Bay building and is used for storage of fire equipment and tools. The lighting in the shed consists of 2 lamp T12 fluorescent fixtures.

Next to the Fire Cache is a very small Fuel Storage ‘Shed’ with no lighting or electrical.

The Fuel Storage station area consists of two fuel tanks (one diesel and one gasoline) with electric fuel pump. There is no lighting at these tanks.

The Barracks Building (which essentially is a home) is to the north of the Engine Bay Building and consists of a converted garage area into a storage room, a kitchen area, a Living Room area and three (3) Bedrooms.

The Generator Building has two (2) Cummins 35-kW (prime) diesel generators which neither are currently being operated due to ‘air permit’ issues. We understand that these two generators do not meet emission requirements and therefore cannot be operated. A single temporary ‘rental generator’ is currently being used which is a model MQ Power 21-kW (120/240V @ 89 amps) diesel powered generator that provides electrical power to the entire site. This rental generator has been connected into the existing diesel fuel tank for its fueling and into the existing electrical switchboard to provide power to the site.

The three (3) employee Double Wide Trailer Homes consist of two (2) 8’ x 40’ and one

(1) 20’ x 50’ mobile homes. These three trailers are owned by the employees and the Forest Service rental generator provides power to them. The power panels at each trailer have 70 amp breakers however we did not see consumption amperages much above 10 to 15 amps from each trailer. We were not able to go through the private trailers as there was no one to escort us or people in them at the time of our visit. There would not be any energy conservation efforts in these private facilities as the ENABLE project would not cover private property items or retrofits.

The Second Barracks Building is near the employee Double Wide Trailer Homes. The building consisted of a kitchen area, bathrooms with toilets and showers, a couple of bedrooms and a detached laundry room next to the building. The lighting consisted of fluorescent fixtures and some CFL and incandescent bulbs.

Near the north part of the site grounds, there is a Well Pump House. The well pump pumps water up to a 20,000 gallon water storage tank above the facility on a hill where the water then gravity feeds to the facility for domestic water use. The submersible well pump is believed to be a 1-1/2 H.P., 240V, 1-phase pump estimated to be able to pump 25 GPM approximately.

There are multiple propane storage tanks around the facility, four (4) in total. There are two near the Employee Trailers; one at the Barracks (house); one at the Second Barracks.

The propane consuming appliances consist of refrigerators, barracks heaters and gas stoves. The Generator Building has a dedicated red diesel fuel tank for the generator(s).

III. Investment Grade Audit (IGA) Site Visit Findings

Findings from site visit is subdivided by primary Energy Conservation Measure categories, power generation and fuel. Photo documentation from the site visit are provided in the Appendix.

A. Electrical

The following electrical loads currently exist at the Pacific Valley Fire Station site:

Continued on next page

Electrical Notes

(1) The Pacific Valley F.S. NEPA document suggests solar system be ‘ballasted’ on the ground in an area not visible to

Highway 1 due to coastal commission. This is a historical site (Indian artifacts). Due to the complexies and cost of a ground mounted system at this site we recommend a mobile solar PV system. This would help mitigate NEPA and ground disturbance issues.

(2) Field generator measurements indicate a maximum amperage load of 89 amps based upon all available loads being

‘ON’.

(3) The lighting retrofits consist of CFL, incandescent and fluorescent lamps be changed to LED lamps. This will significantly reduce overall lighting loads.

(4) Exterior lighting would also be retrofitted to LED lamps and/or fixtures.

(5) All appliances remain ‘as is’ (i.e.: no change in load wattages).

(6) The ‘batteries’ for the mobile solar PV would be contained in the trailer with the equipment for the mobile PV system. This eliminates the need for a building to house batteries. This also eliminates any fencing around solar PV system.

B. Water

No Changes Recommended Intermittent Fixture remains

NOTE: This site has minimal water usage from the fixtures listed in the above table. Most of the water consumption is from fi lling of the fire engine and washing fire equipment. Therefore, we do not recommend any fixture changes for this site.

C. Generators

There are two (2) existing Cummins 35-kW (prime) diesel generators which neither are currently being operated due to ‘air permit’ issues. We understand that these two generators do not meet emission requirements and therefore cannot be operated. Currently a single temporary ‘rental generator’ is being used to provide power to the entire site. The rental generator is an MQ Power 21-kW (120/240V @ 89 amps) diesel powered generator that provides electrical power to the entire site. During simulated load testing this generator is appropriately sized for what we observed in facility loads.

Having a ‘rental generator’ at this site averts potential maintenance costs and we do not have any information on what costs or arrangements currently exist for the rental equipment. Under normal circumstances we would expect annual generator maintenance costs to be incurred however we do not have any costs for such services. For the ENABLE project if it is allowable we foresee a stipulated average maintenance cost of $2,000 per year as we do not have actual invoices from expenses incurred.

Trane received actual ‘diesel’ fuel bills for the previous several year period at this site. The U.S. Forest Service has fairly consistent fuel costs year-to-year in the original provided Excel data chart. We have stipulated and used $39,900 average per year of annual fuel costs (based upon 2011-14 data provided). The actual fuel bills substantiate these costs.

Estimated cost/hour to operate the generator is $4.55/hour.

The following Forest Service ENABLE AFFECT table is provided with dated values as shown below from the fall of 2011 to the fall of 2014:

Los Padres Forest Fuel Consumption

Fuel Fuel Cost Notes

Pacific Valley F.S. Gallons Type $ Dollars

2012 (Oct2011-Sept2012) 11216 Diesel $39,900.00 The fuel use in this table correlates closely to fuel bills.

2012 (Oct2012-Sept2013) 10382 Diesel $37,375.00 2012 (Oct2013-Sept2014) 12050 Diesel $42,426.00

E. Other ECMs and Considerations

This site does not experience ‘snow’ conditions as it is at sea level.

IV. Sustainable / Solar Siting Considerations

The Pacific Valley Fire Station NEPA document suggests that the solar system be ground mounted as a ballasted PV system due to the historical nature of the site as an old Indian habitat area and also due to the fact that scenic Highway 1 is visible at various locations at this site including the view of the Pacific Ocean from behind the Barracks buildings. To avert the NEPA and Coastal Commission issue a mobile solar system may best be applied at this site. This would eliminate underground trenching, ballasted system, fencing and other construction activities. The location for the mobile solar system may be more flexible also.
