About this file
This is an attachment to a Department of Air Force (DAF) Blanket Purchase Agreement (BPA) solicitation establishing requirements for carpet procurement within a furniture package acquisition. The program operates as a two-tier contractor structure utilizing Strategic Sourcing principles to maximize mission capability per dollar spent while supporting small businesses in compliance with the Buy American Act.
The procurement requires offerors to select carpet specifications from one of seven Tier I carpet manufacturers—Mohawk Carpet Distribution Inc., Engineered Floors LLC, Interface Americas Inc, Mannington Mills Inc., Tarkett USA Inc., Milliken & Company, or Bentley Mills Inc.—each identified by specific contract numbers (FA800323C0003 through FA800323C0009) and points of contact. Offerors must then negotiate labor and installation costs with a Tier II installer, who shall provide a consolidated quote that breaks out carpet and adhesive pricing per square yard. The installer's quoted prices must equal or fall below the not-to-exceed (NTE) prices established in the Tier I manufacturer contracts. All quotations must be submitted to the Contracting Officer with supporting documentation from the selected vendor to validate pricing compliance. The document provides contact information for all seven Tier I manufacturers to facilitate quote requests and contractor selection.

Attachment A –Carpet BPA Program Requirements
DAF version 2-2026
Department of Air Force (DAF) Carpet Program Purchase within Furniture Package
In the Department of the Air Force, category management is a business approach focused on an organization’s mission. The bottom line is to deliver more mission capability per dollar spent.
There are several Strategic Sourcing programs in place, Carpet. These programs utilize Small Businesses and are compliant with the Buy American Act.
For those products that are part of this solicitation, offerors are encouraged to utilize government supply sources under clauses 52.251-1 and 252.251-7000. If an offeror chooses to utilize these sources and receives the award, the Contracting Officer will issue an authorization to purchase as required in DFARS PGI 251.102.
You must include a copy of the quote you received so that the Contracting Officer can ensure the selected vendor has met the pricing in his award.
Since the automated procedures set up for DAF units to use are not available to you, the list of vendors, award numbers and POCs are provided in this solicitation. Please use this list to obtain your quotes and make your selection.
See specified Carpet selection (Carpet Cutsheet or SOW) from one of the Seven (Tier I) Manufacturer below and negotiate with an installer (Tier II) on labor/installation cost. Once the negotiation is complete, the installer shall provide a quote that includes the price for the carpet and adhesives per square yard, so that the CONS can validate that prices quoted are at or below the NTE prices set in the Tier I contracts.
