About this file

This is a 2025-2026 Missouri State Health Insurance Assistance Program (SHIP) Workplan submitted to the Missouri Department of Commerce and Insurance as part of the Medicare Improvements for Patients and Providers Act (MIPPA) State Plan. The document outlines Missouri SHIP's strategic initiatives to expand access to accurate, unbiased Medicare information and assistance, with particular focus on rural, low-income, underserved, and disadvantaged communities. The program will provide targeted outreach and marketing efforts, confidential personalized counseling, screening and application assistance for Extra Help (Low-Income Subsidy) and Medicare Savings Programs, and reliable information regarding Medicare's prevention and wellness benefits. Key deliverables include development and implementation of a comprehensive marketing outreach plan in collaboration with regional liaisons and a statewide outreach coordinator; enhancement of Initial Counselor Training (ICT) and continuing education through webinars, seasonal sessions, and supporting materials; development of diverse educational tracks tailored to MIPPA priorities; analysis and updates to the speaker's request process; expansion of rural outreach workgroups to additional regions; preparation for successful annual Open Enrollment Periods (OEP); and collaboration with MIPPA 2 and 3 grantees and community-based organizations. The workplan spans the full 12-month period from September through August with continuous monthly activities across most major objectives.

The document establishes three primary measurable outcomes: increased awareness and utilization of MIPPA-supported services; improved understanding of Medicare coverage options and eligibility requirements; and demonstrated improvement in beneficiaries' and caregivers' experience with Missouri SHIP as a trusted, culturally responsive resource. The workplan emphasizes continuous quality improvement strategies through qualitative and quantitative evaluation methods, including client exit surveys and ACL-survey assessments. Collaboration frameworks are specified with the Missouri HealthNet Partnership Committee, Social Security, MO Department of Health and Senior Services Bureau of Senior Programs, University of Missouri-Kansas City Institute of Human Development, and No Wrong Door initiatives to create seamless service delivery for dual-eligible beneficiaries. Specific deliverables include revised "Want to Pay Less for Medicare?" brochures in both print and digital formats in English and Spanish, updated speaker request tracking systems, and coordinated calendars for OEP events, educational sessions, and inter-agency information exchange to support integrated service delivery across Missouri.
