About this file

This is a Missouri SHIP (State Health Insurance Assistance Program) Workplan document for fiscal years 2025-2026, developed by the Missouri Department of Commerce and Insurance under the MIPPA (Medicare Improvement for Patients and Providers Act) funding framework. The document outlines a comprehensive service delivery plan focused on expanding access to accurate Medicare information and assistance, with particular emphasis on serving Medicare beneficiaries, their families, and caregivers in rural, low-income, underserved, and disadvantaged communities. The workplan establishes measurable outcomes centered on increasing awareness and utilization of MIPPA-supported services, improving understanding of Medicare coverage options including Parts A, B, C, and D along with Extra Help and Medicare Savings Programs, and demonstrating improved beneficiary and caregiver experience through culturally responsive services.

The workplan details eight major objectives and corresponding key tasks distributed across the twelve-month period from September 2025 through August 2026, including developing comprehensive marketing outreach plans targeting underserved populations, enhancing counselor training and continuing education programs, establishing diverse community education tracks, expanding the speaker request process, growing the rural outreach workgroup model to underserved regions, preparing for Annual Open Enrollment Period activities, collaborating with MIPPA 2 and 3 grantees and community-based organizations, and convening the MO HealthNet Partnership Committee to improve services for dual-eligible beneficiaries. The document employs continuous quality improvement strategies with evaluation metrics including ACL surveys and exit survey analysis to assess progress and refine service delivery throughout the grant year.

2025 – 2026 MIPPA 1 – Missouri SHIP Workplan Missouri SHIP aims to expand access to accurate, unbiased Medicare information and assistance by focusing targeted outreach and marketing efforts on Medicare beneficiaries, their families, and caregivers in rural, low-income, underserved, and disadvantaged communities. Through these efforts, the program will connect individuals with confidential, personalized counseling, screening, and application assistance for the Extra Help (Low-Income Subsidy) and Medicare Savings Programs, and reliable information about Medicare’s prevention and wellness benefits.

Measurable Outcomes

Missouri SHIP will measure success through both qualitative and quantitative evaluation methods, using continuous quality improvement strategies to assess progress toward the following outcomes:

• Outcome A: Increased awareness and utilization of MIPPA-supported services, including Extra Help (LIS) and MSP screening and enrollment assistance.

• Outcome B: Improved understanding of Medicare coverage options, including Parts A, B, C, and D; Extra Help (LIS) and MSP eligibility; preventive and wellness benefits; and Annual Open Enrollment Period (OEP) opportunities for personalized counseling assistance.

• Outcome C: Demonstrated improvement in beneficiaries' and caregivers' experience, including a reported sense of trust, respect, and relief, as they engage with Missouri SHIP as a trusted and culturally responsive resource for Medicare-related support.

Identify Missouri counties with low outreach activity and collaborate with the Strategic Outreach Team (SOT) and Regional Liaisons (RLs) to develop a targeted work plan and timeline for expanding outreach in these underserved rural areas.

This effort will ensure more access to Medicare and MIPPA resources statewide.
