About this file
This statement of objectives (SOO) outlines research requirements for a task order to develop Joint All-Domain Integrated Intelligence Surveillance and Reconnaissance capabilities. The research scope includes developing methodologies and strategies to optimize human-machine teaming and accelerate workflow for distributed operations in contested environments. Technical objectives involve analyzing team dynamics, evaluating planning processes, developing modeling and simulation capabilities leveraging AI/ML, and validating performance metrics. The contractor must provide research support at various Air Force facilities over a 48-month period of performance with an estimated budget of $10 million distributed annually from FY2022 through FY2025. Security protocols require personnel to obtain Tier 1 background checks and receive OPSEC training prior to accessing critical information.

Task Order 0003 – Statement of Objectives (SOO) Joint All-Domain Integrated Intelligence Surveillance and
Reconnaissance (JADII)
Date: 12 Apr 2021
1.0 Background:
The DoD and US Air Force Intelligence, Surveillance, and Reconnaissance (ISR) missions are growing in breadth, depth and complexity across all domains requiring the need to make effects based decisions rapidly and in concert to address potential multi-dimensional attacks with near peer countries. Inter-state strategic competition has grown in size, intent and complexity. Therefore, the Command and Control ISR (C2ISR) community must be equipped and prepared to execute authority and guidance to gain, fuse and exploit information from a variety of sources, rapidly assess that information to effectively integrate planning and synchronize Joint All- Domain operations.
Subsequently, war fighting domains of primary interest to the US Air Force have expanded and they are affected by rapid technological advancements that add to the challenges of C2ISR missions. The C2ISR community needs a new generation of capabilities to increase situational awareness, identify emerging threats, and enhance Joint All-Domain (JAD) command and control to meet potential near peer complexities and to fight and win the wars of the future. A Human-Centric research-based approach is needed to ensure readiness for near peer conflicts of the future. This effort will conduct research needed to meet increased analytical complexities, scope, and pressures within a contested, degraded operational environment.
The aim of this research and development effort is to produce new C2ISR analytical and decision making tools, methods, and paradigms. This will include new tools for assessing and leveraging human-machine teaming and distributed team structures in order to advance the scope, quantity, and quality of the C2ISR workforce products delivered to operational units.
2.0 Scope
Conduct research to enable and enhance Airman-Machine teaming for distributed Joint All-Domain operations. Develop methodology and strategies to optimize Joint All-Domain airman performance and accelerate operational workflow tempo through Airman Machine Teaming, and facilitate distributed operations in a Contested and Degraded Operational (CDO) environment.
Integrate into a realistic Joint All-Domain human-in-the-loop environment to foster a variety of assessments for Intel analyst and analysis tool performance. Develop and validate Joint All-Domain synthetic scenarios and airman systems application metrics to aid in human performance evaluation in distributed Joint All-Domain work environments by utilizing Artificial
Intelligence/Machine Learning (AI/ML) concepts, technologies, tools and other methods. Exploit and enhance virtual and constructive environments, game-based applications and other tools to improve human performance and assessments. Develop, implement, and evaluate integrated physiological, subjective, and mission performance measures and metrics.
3.0 Technical Objectives
3.1 Provide operational data paired with human performance analytics to determine the operational effectiveness of existing capabilities, identify bottlenecks in processes and Tactics, Techniques and Procedures (TTPs), & optimize team composition.
3.2 Conduct Joint All-Domain Synthetic Environment Research and Development to maximize ISR analyst’s ability to tackle emerging threats by providing an environment to support capability development and assessment. Evaluate possible game based technologies to support this effort.
3.3 Analyze distributed Joint All-Domain teams and understand modes of communications. Research and experiment with innovative and alternative communication strategies, capture and understand methods of resiliency in degraded communications, and identify asymmetric knowledge/experience teams. Identify and optimize the appropriate mode & type of communication to enhance resiliency in distributed environments. Employ mitigation strategies and integrate those strategies in Joint All-Domain Integrated ISR capabilities.
3.4 Evaluate Joint All-Domain Mission Planning and Collection Management process limitations and leverage a Cognitive Systems Engineering approach to optimize and augment cognitive capabilities for the complex near-peer problem space. Research and develop technology and approaches that enable increased planning bandwidth and effectiveness through human machine teaming. Implement capability to augment current processes and conduct agile Joint All-Domain planning, direction and execution across a variety of conflicts and dynamic conditions.
3.5 Conduct research and development of Modeling and Simulation (M&S) capabilities to support improvements to Joint All-Domain ISR processes and Human-Machine Teaming (HMT) systems. Leverage industry standard AI/ML capabilities to address challenges in intelligence planning, collection and analysis.
3.6 Develop & validate scenarios and metrics related to C2ISR and Joint All Domain environments to aid in human performance evaluation, Artificial
Intelligence/Machine Learning concept utilization and other technologies, tools and processes.
3.7 Leverage empirically founded methodologies to collect information on ISR process gaps, user/performance data and task analysis. Utilize collected information to affect performance in workflow/mission outcomes and implement and conduct performance and tool assessments.
3.8 Develop, implement, and evaluate integrated physiological, subjective, and JADII mission performance measures and metrics and the associated development of tools systems and process to support better utilization of the full spectrum of intelligence data sources.
3.9 Develop and/or integrate a realistic Joint All-Domain synthetic environment into the Analyst Test Bed infrastructure located at Wright- Patterson AFB, OH to support assessment of C2ISR tools/capabilities, apply models of platforms/sensor capabilities, mission requirements, target characteristics and other capabilities for Joint All-Domain operations. This environment should include aspects of visual imagery, electro-magnetic spectrum, and Internet Protocol (IP) based communications/infrastructure.
3.10 Implement methods to quantify and assess performance of airman machine teaming.
3.11 Conduct research on robust decision making, exploit alternative rapid and agile decision making strategies and methodologies to be used by Mission Planners and Collection Managers.
4.0 Operations Security (OPSEC)
The contractor shall provide OPSEC protection for all sensitive/critical information and indicators involved in execution of this Task Order, as defined by AFI 10-701 (Operations Security). 711 HPW Critical Information and Indicators are protected under the 711 HPW Operations Security Program and the 711 HPW Critical Information and Indicators List (CIIL).
Contractor employees granted access to critical information and indicators will be provided initial OPSEC training by the 711 HPW OPSEC Coordinator upon in-processing and prior to being granted access to CIIL items related to the Task Order. The contractor will also participate in 711 HPW’s annual OPSEC training and education programs, which includes periodic updates and refresher training on CIIL items applicable to the Task Order. The 711 HPW OPSEC coordinator will evaluate the OPSEC posture of AF contract activities and operations.
All contractor personnel require a minimum of a Tier 1 background check (T1)/SF85 for any position that requires access to the internet, use of automated information systems to cover standalone computers or unescorted entry into restricted or controlled areas prior to reporting for duty in support of any requirement. The investigation is not for a security clearance; it is for a position of trust. This is a mandatory requirement set forth in DoDM 5200.02_AFMAN 16-1405, Air Force Personnel Security Program. All documentation required for security certification shall be the responsibility of the contractor.
