About this file

This is a technical acceptability evaluation template for a Lowest Price Technically Acceptable (LPTA) award basis on RFQ 140P5326Q0020 issued by the National Park Service Cape Lookout National Seashore in North Carolina. Quoters must complete and submit this template with their quotation to be rated technically acceptable; omission of any required entry results in ineligibility for award. The requirement is for furnishing and installing one 30 kW standby generator system to provide emergency backup power at the park location.

To achieve technical acceptability (PASS rating), quoters must provide: (1) documentation of two completed projects within the last five years with relevant experience in similar standby generator installations including size, fuel type, automatic transfer switch, civil pad, and permitting; (2) identification of any specialized subcontractors and their roles; and (3) a compliance checklist confirming adherence to all Statement of Work and specification requirements. Required equipment includes a Quiet Connect or approved equivalent 30 kW standby generator rated 120/208V, 60 Hz, fueled by natural gas or propane with automatic transfer switch, factory-installed accessories (coolant heater, crankcase ventilation heater, battery rack, flexible fuel line, muffler, Power Command 1.1 control system), aluminum weatherproof Sound Level 1 acoustic enclosure with 180 mph wind rating, and UL-listed 208 VAC compatible automatic transfer switch. All work must comply with NFPA 70 (NEC), NFPA 110, UL 2200, International Building Code seismic requirements, EPA 40 CFR 60, and applicable federal, state, and local codes. Quoters must also provide startup and commissioning services by a factory-authorized technician, functional testing including minimum 30-minute operational test under load, onsite training for government personnel, and confirmation of meeting the 60 calendar day period of performance from award notice. The template requires quoter information, authorized representative certification, and documentation of any known schedule constraints or material lead time issues.
