Data Enterprises of the Northwest, Inc. has proprietary software rights for licensing and support as the software developer.
The USCG utilizes this software to check in, check out, and track tools used to repair and overhaul USCG aircraft. It would be cost prohibitive to restructure the current system. Data Enterprises has included a sole source justification letter and is attached.

Automated Tool Inventory Control Tracking System (ATICTS)
Software
Data Enterprises of the Northwest, Inc. is the manufacturer and sole seller of its proprietary and copyrighted-protected Automated Tool Inventory Control Tracking System (ATICTS). The software has been developed solely by Data Enterprises and is classified as Commercial Off The Shelf (COTS) software. ATICTS is developed, licensed and maintained exclusively by
Data Enterprises; the software and support for it is not available through resellers, other vendors, or any other acquisition channel.
Any creation, modification, training or technical support pertaining to ATICTS is available only through Data Enterprises.
D3 Multi-Value Database
ATICTS utilizes D3, which is a Multi-Value Database software proprietary to Rocket Software. Data Enterprises, as a Rocket Independent Software Vendor (ISV), is the sole provider of D3 support when ATICTS is the application. Rocket Software products are sold only through resellers and not available directly to end-users.
D3 support is provided through Data Enterprises in conjunction with
ATICTS maintenance via annual maintenance contracts. This provides customers with the advantage of one call for issue resolution, regardless of the issue’s source.
