About this file
This document is a Justification and Approval (J&A) for using a single source below the Simplified Acquisition Threshold (SAT) for Bobcat attachments. Dyess AFB currently owns Bobcat equipment, including a Bobcat T180 Compact Track Loader and a Bobcat e63 Compact Mini Excavator, as well as 12 Bobcat-specific attachments. Market research has determined that other brands are not compatible with the existing Bobcat equipment. The attachments required are a Concrete Mixer Attachment for the Bobcat Skid Steer, a Jackhammer Attachment for the Bobcat Mini Excavator, and a Drum Mulcher Attachment for the Bobcat Mini Excavator. The estimated replacement cost for the machinery and attachments is $[REDACTED]. The J&A concludes that a single source is reasonably available in accordance with FAR 13.106-1(b)(1), and that future requirements will involve market research to determine if other product brands can meet the need at little or no additional cost to the Government.

After contacting the Doosan Group, the parent company of Bobcat Company, they informed us that they have an active registration in SAM. Additionally, they have identified that they have a partnership with several authorized federal resellers that are registered in SAM and provided us the information for a few of them. As a result, there are multiple authorized resellers of Bobcat machinery and attachments throughout the United States that can provide adequate competition for this requirement.
Market research will be conducted on future requirements to determine if other product brands, outside of Bobcat, can meet our need at little or no additional cost to the Government.
