About this file
This document is an attachment regarding the use of Third Country Nationals (TCNs) for a federal contract opportunity.
The attachment indicates that bidders/offerors must disclose whether they will employ any TCNs on the resulting contract, and if so, provide the number of such employees. It also states that for performance in Angola, worker's compensation laws do not exist to cover local nationals and TCNs. If TCNs are to be employed, the contractor must assume liability for war-hazard injury, death, capture, or detention, in accordance with the applicable FAR clause. The attachment also requires the contractor to certify whether they will or will not provide accommodation for the listed TCNs.
The related federal contract opportunity is for health insurance services for the U.S. Embassy in Luanda, Angola. It is a solicitation that may result in an Indefinite-Delivery Indefinite-Quantity (IDIQ) contract with economic price adjustment. The proposal is due by June 14, 2024, and questions must be submitted by May 10, 2024.
