About this file

This is an Indian Affairs Indian Economic Enterprise Representation Form used by the Department of the Interior to certify offeror eligibility under the Buy Indian Act (25 U.S.C. 47).

The form serves as a self-certification mechanism requiring offerors to confirm they meet the definition of an "Indian Economic Enterprise" (IEE) as defined in the Department of the Interior Acquisition Regulation (DIAR) Part 1480. Offerors must satisfy eligibility requirements at three critical junctures: at the time of offer submission, at the time of contract award, and throughout the full contract term. The Contracting Officer retains the right to request additional documentation or information to verify eligibility at any point during the acquisition lifecycle. The form requires offerors to provide the name of the federally recognized tribal entity, the legal business name, the Unique Entity ID (UEI), the name of the 51% (or greater) owner of the IEE firm, and a certifying signature with printed name. Submission of false or misleading information constitutes a violation of 18 U.S.C. 1001, while false claims during contract performance are subject to penalties under 31 U.S.C. 3729 to 3731 and 18 U.S.C. 287. The form also requires identification of the solicitation/sources sought/RFI number, project title, and date of form submission.
