ADDENDUM TO FAR 52.212-2:
BASIS FOR CONTRACT AWARD: This is a solicitation that utilizes FAR Part 13, Simplified Acquisition Procedures, and will utilize the best value to the Government evaluation procedures and fair and reasonable determination. By submission of its offer in accordance with the instructions provided in clause FAR 52.212-1, Instructions to Offerors, the offeror accedes to the terms of this solicitation. Offerors must clearly identify any exception to the solicitation terms and conditions and provide complete accompanying rationale, this may result in the offeror’s quote being found unacceptable and the offeror ineligible for award. The evaluation process shall proceed as follows:
A. Price Quote Evaluations.
A.1 Pricing will be evaluated as acceptable or unacceptable based on the following:
i. Complete all fields on the SF 1449 to include company information. The offeror must fill out the solicitation completely and submit a signed copy of the SF 1449. In doing so, the offeror accedes to the proposed contract terms and conditions as written in the solicitation, with attachments.
ii. Pricing must be good for a minimum of 60 days from submission of quote.
iii. Reasonableness: For a price to be reasonable, it must represent a price to the Government that a prudent person would pay in the conduct of competitive business. The Government will determine prices fair and reasonable through the use of one or more of the price analysis techniques at FAR 15.404-1(b)(2).
B. Technical Approach Quote Evaluations.
B.1 Evaluation of the quotes are based on a technical evaluation of acceptable or unacceptable based on the Government's evaluation of the offeror's submission of the following:
B.1.1. The mandatory detailed statements from FAR 52.212-1 Addendum:
i. Detailed description of how the offeror plans to accomplish the requirements described in the PWS. Plan must include enough information for the contracting officer and resident subject matter experts to determine if the plan is sound.
C. Best Value To The Government.
Offerors are cautioned to submit sufficient information and in the format specified in the RFQ to permit a meaningful assessment of technical acceptability. Offerors may be asked to clarify certain aspects of their quote.
D. Award.
The Government will start evaluations by ordering all quotes based on price. The quotes will then be evaluated for technical approach. All quotes found to be technically acceptable will be placed in order by lowest price. The Government shall award to the lowest priced technically acceptable offeror with no other evaluations taking place. The Government intends to award the contract without discussions. If the Government decides to conduct discussions, you will be notified as soon as possible.
